' Yet, it advocates the reference of all charges to the Legislature which can tinker at it every session, till the sanctity of the instrument equals that of our road laws which are never three years the same. Another objection is that if a convention be called, " there is no politics as?uranc that the required amendments will be made." Nor is there any ftaeoBBM assurance that when a Legislature is elected, that it will pass an act; therefore, according to this reasouing, we should never have a Legislature. There is, however, it 3ays, a moral certainty, that if we have a convention, a "few years will develop the defects as glaring;" we should not, therefore, correct any of the present 44 glaring defects,'' for fear that a i'tw years will develop others ; there will then lw the same necessity for a con vention there is now, and so on for all time to come; every six or eight years will the organic law of the State have to be remodelled, and Indiana will ever be in the sad plight of having no such thing as settled constitutional law. That such will be the case, we h iv e only to reflect that it is M tmprmcUtabtlity to form a perfect constitution at once." This kind of reasoning reduces us to a "sati pliyht" indeed. It is an impiacticability to get a perfect constitution at once, and we must not call a convention because we have no positive assurance that it will correct any defects; if it does, we shall discover other i in perfections, and eight year hence we shall want another convention ; and changes every ei'ht years destroys all respect for the instrument. It is, therefore, in the opiuion of this profound logician, better to leave all charges to the Legislature that can make any alterations it chooses every two years. We give it up, and yield at once to such logic and arguments The question is vttied. Tub New Italian Confederation. By collating the proclamations of the French and Austrian Emperors to their subjects, announcing the terms of peace, a correct idea is obtained of the plau for the organization of the Italian States. It is announced by the Austrian Kinperor, that the Mincio is to be the future Iwundary. This gives Mantua and reschiera to Austria, by which she will retain the celebrated four quadrangular fortifications, aud have command of the passages of the Mincio. The soverigns of Tuscany and Moden.i are to be restored to their governments. The Duchess of Parma is not mentioned, but it is presumed, as she is not very obnoxious to her people, she will go back to her dominions. It appears that it was not definitely determined to establish a confederation of the Italian States; the Emperors simply agree in promoting the formation of an Italian Confederation. That stipulation thus becomes intelligible, for it suggests that the assent of BtttM which arc to enter into the Confederation will be applied for, and they cannot Ins regarded as engaged by an arrangement, and iu which they have bad no share. Two MOTS ago, a line v;is projected from that city to the upper ArKansas; at that time there was little or no trade between that region and Porkopolis. The trade that had been created bj the first pioneer steamer was suflicieut, last winter, to employ six boats, all of which went loaded to the guards almost every trip, and carried to those remote regions nearly a million of the manufactures of Cincinnati, the products of the labor of her citizens. The trade created by this lino extends to the highest points of navigation on the river to the extreme posts in the Indian country and must be as profitable as it is large. An old correspondent sends us a list of Cincinnati merchants who have forme a company to run a line of steamers daily from their city to St. Joseph and the towns above on the Missouri river. The success of the Arkansas line has suggested the project of extending lines of regular steamers to every important town on the rivers tributary to the Mississippi. Our correspondent thinks these packet lines will have an important intlueute ou the prosperity of the eity whose sagacity and enterprise will establish them. This example, he says, suggests a line of polif for Evansville, who ought to be establishing packets to every point from w Inch she can draw any trade. Hknukicks axd Dunham. The Madison Courier says that the statement that Bright is for Hendricks for Governor, which appeared recently in the Cincinnati CoMMtrn.il, is altogether unfounded. Hendricks, the Courier claims, is a Douglas man, aud will uot receive the nomination. His claims are urged by 'the prominent Douglas men of the State, -Kuin.Carr, Joues, Vawter, and M cCarty. Duubaui is supported by the j rsonal friends of Bright, ami so the Coinirr thinks is sure of the nomination. John L. Kohiuson is an index to Bright's course, and RoMfeSon is for Dunham. All the personal friends of Bright in the vicinity of Madison are for Dunha.n. Itoblnson has set the triggers, and the election of Buchanan delegates to the Charleston Convention is I ready agre.-d upon.
