In all other States nearly, banks are compelled by law to publish full weekly or monthly statements of their condition ; and experience has proven thai this requisition is one of the most efficient checks upon any aberrations in the course of the Banks that has yet been devised. The following is the Bank's statement of its affairs and condition : BESol CBCKS. 3 533,556 78 4,612,938 05 liiS69 44 Bill Dcouuted. Immediate resources $2,344,331 Showing about one dollar in immediate resources, independent sf ker line of discount, to meet two of immediate liabilities. This is, in the opinion of bankers, a very strong condition. On an active capital of about $2,350,000 it has in its short existence besides paying ten per cent, dividends accumulated surplus profits which arc now on hand to the amount of about $670,000, or about 28 per cent, upon its present capital. It will be observed that almost its entire loans are still on bills of exchange. None but drawers of bills can obtain any discounts ; and the accommodations of the bank must necessarily be confined to merchants and shippers. There is great need ot some kind of an institution where the mechanics, thc manufacturers, the domestic trader and the farmer, can occasionally get an accommodation on a promisory note. Our free banks are rapidly going out of existence, unable to sustain a competition with the State Batik, and, as we cannot, under the restrictions of our Constitution, have any other, the best resort of the industrial classes in our large towns is to establish savings banks. At the East they form the best and cheapest leaders to the mechanic and home trader, and are the most efficient abettors of local enterprise and industry. A well organized .- ivings bank here would soon gather a larger capital than the present banks of thc city, and it3 funds would be used to stimulate home interests and help the laboring men, whose money, in most ense. is that which i3 placed in these places. Tas LiQtoa Law. The Indianapolis iitnel says that in the two cases of habeas orjius before Judge Perkins, thc law passed :i thc laat8esdion of the Legislature, upon several important points raised a3to itscoustitutioualitv, has been sustained. The ap- . . plicant in one case was a negro. In this ase the objection was raised to thc law that it violated that sectiou of the Coastitution which guaranteed equality of pnviicxts to all ctUeus alike. Thc Judge ira w " fedded tbaf the negro was never recogmt 1 h a eitin iu Indiana, and hence he could have no relief upon that ground. The other r.vo objection?, that it .i not of uniform opJ . , . eratiou in all the counties, and that it cspeially Lixes a pttrtieular bitsiness. were also overruled. In the other case, thc petitioner was a white, and a minor. It was claimed in this case that be wns I citizen, and therefore not subject lo any" disabilities ujion thc ground presented iu the other ease. The African Slave Trade. The Hon. John H. AIcRae, a member of the late Congress from Mississippi, and n candidate tor re-election, has latelv written ' . . i- ir a letter to the Hon. Jacob Thompson. Seretary Jot" the Interior, ou the subject of reopening the African slave trade. He declares that a majority of the people of Misissippi are in favor of it. and as it is a riuestion of local policy, and of State institutions, he thinks the right to decide upon it belongs properly to the State, and the power to regulate it ought to be resigned by the Federal and restored to theState governments. A writer in Tuesday's Journal, who signs himself 44 Ready,'' advocates the establishment of a more convenient Fair Ground than our present one, nnd recommends its location on the railroad, and states that a convenient and suitable location can now be obtained. Iu conclusion he asks, u What say our citizens to thc proposition ? For one, I say " ready." The arguments used need no repetition. They are such as appeal to thejudgment and common sense of every one who feels an interest in thc progress of Evansville. Then let us come up to the work with e.il, and let us act jrompt!i. Let ih take the matter in hand at once, and have the new grounds prepared for the Fair to lie held in October. Experience hns shown that the present grounds nre not iu the right plate, and the best thing to be done i3 to sell them aud transfer the funds (stock) into new grounds on the railroad. We shall then have something which will yield thc benefits had iu view when the present location v. as made ; but which the investment, as it stands, will never bring. No stockholder who retiects discreetly on the subject can fail to see thc advantages to follow a removal to the railroad; and once seeing the advantages, it is not doubted that every one will readily consent to and favor the removal. For my own part I am willing to transfer my interest iu the old giouuds to the new, and also subscribe more stock, if necessary 1 to the properand speedy preparation of fhem !or ne. fcMInthc Kansas Constitutional Convention, last Wednesday, the yeas nnd nays were called on thc question, whether women should have the same coutroi and management of matters as men ; that in all school elections, and thc exercise ol a'.l the duties ot nii:AA. . .... ,i i.i , UWIUU'UU suouiu ue maue oetween them. York Tbnt of tin Mh ins) u cit V9 tli" fu low ins account ot ; .-hooiiuu affai;. whichi occurred in that city on Saturday last : (.no of the most deliberate ir murder ever made iu this city, occurred at five o'clock, on Saturday afternoon, on Canal street near Broadway. The victim was a woman named Virginia Stewart, who, until lately, has resided in Mobile, as mistress of a broker named Bobert C. McDonald. Desirous of escaping from her paramour, whose intemperate nud violent Intuits hud caused her to dislike bim, she clandestinely left Mobile for th.s city. McDonald left in pursuit of her, nnd arrived here a few days after her. Unable to discover her hiding-place, lor three weeks past, he has given himself np to the greatest excesses. In this condition he accidentally met his fugitive mistress on Saturday, and after vainly endeavoring to induce her to return with him to Mobile, just as she was turning away from him, he drew a revolver nnd shot her. The ball took effect in the forehead, above the left eye, and is said to be mortal. The woman was removed to the City Hospital, and the intended assassin was taken into custody. The chief actor in this tragedy is K . C. McDonald, a cotton broker at Mobile, Ala. He is a tall, stout man, with a florid complexion, long red beard, and commanding appearance. He i3 apparently thirty years of age. He has a mother living, and he is said to have been very wealthy, but a large portion of his means has been squandered iu dissipation. Virginia Stewart, his victim, has a father living in Boston. She is is of medium height, exceedingly well favored, with black hair and full round face. She always dressed fashionably and expensively. She visited this city every summer for several year?, and the attention her beauty and dashing air attracted when she promenaded Broadway has made her comparatively well known. It is snid that she became acquainted with McDonald in Mobile some eight years ago. McDonald treated her with affection when he was sober. He, however, was addicted to intemperance, and freqneutly, when inebriated, would misuse his mistress, and, drawing a weapon, would threaten her life. She ha often had him arrested in ?elf-de-fense.
