EVANSVILLE, IND. TUESDAY MSRKIXG... JULY H Our neighbor of the Enquirer is the first in the State to openly proclaim his oppoaition to the call for a constitutional convention, though we have been aware that the Regency at'lndianapolis, from motives that are easily divined and will be disclosed in the canvass, have been for some time determined to defeat it. Whether the Enquirer speaks in behalf of iu clique here, or expresses only the individual opinions of its editor, is not yet disclosed j in one case the declaration may have some significance, as intimating that the Bright and Hendricks cabal have re ceived their cue ; in the otheT contingency, the proclamation is "ass . matter of the least consequence.' The principal objection alleged by the Enqutrer to the calling of a convention-, is the " enormous cost ' of the convention, say from $50,000 to $75,000. To offer sue h an objection to the people of a State with a surplus revenue this year of $600,000, showd the povertj of their reasons for the positions they have assumed, and the insincerity of the motives they profess. The base plea itself will be their condemnation in the mind of every citizen of te State who has a proper conception of constitutional rights and liberties. The motive for a revision of the constitution is to restore to the people the free exercise of certain just and inalienable rights, which the present constitution by th misconceptions and partizan prejudices of its framers wholly deprives or restricts them in the enjoyment of. To encroach upon the democratic rights of the people i usurpation and tyranny, whether it be neeonipliahed by a written constitution framed by party demagogues and ignorant pot house politicians, anxious to impose their shallow theories upon a State, or by a uespot b fcgM of arms ; tl..political wrong and iniquity i.i the same; and tlit ealigklMMd Bad true spirit of Democracy will resent it alike in either case. W e are authorized lo ay that the article in the Evansville Jour tal in relation to the accident at Cannelh n, is full of inaccuracies, and is really a mere fancy sketch. The facts arc these. The Fairchild had two freight bargc3 in tow, one on each sido, and at Cannelton took a coal barge in tow also. uapi. rnwecu, nau gone oeiow , to see alKt the coal anu was not in a posi tion to see the skiff, nor did he know any thing about the accident until at least twenty minutes after the accident by which the woman and child were drowned had happened. The pilot at Ihe wheel was standing on one side in such a position that he did not sec the skiff. One passenger said afterwards that he saw it but thought it a drift log. No alarm was given by any one, and the first intimation the Captain had that such an edeident had happened was thejnan coming up to him in his dripping clothes and asking him to land the boat. This request the Captain tried to comply with, but owing to the shallow water the boat could not get within a hundred feet of the shore. The man afterwards went on the coalbare lack to Cannelton. Capt. F. says further that the fisherman was drunk at the time, which fact can be proved by the captain of the coal barge. The fisherman said that he had no stage on his skiff, and only two paddles Rbout three feet long, and that was the reason he could not steer his skiff Ix-tter. .WmAlbtini L'Jjrr.
