EVANSVILLE, IND. huNDAT MORN l Nt; WW .: The Canal. The report by the managers of their administration of the canal, since it came into their hands on the first of April, was very satisfactory to the meeting of subscribers on Friday evening. Twenty-five per cent, of the subscription had been called on, and the greater part of it had been promptly paid. From this source about $3,300 had been realized. During the six weeks in the months of April and May, for which time only was the canal at all passable—the tolls received amounted to over $1,150. Conidering that these receipts were at a season ' when there was no produce to more, and only a very small local business upon the line, they are very encouraging. The high- est amount f tolls collected between Terre Haute and Evansville in any one year was $12,000. The receipt of $800 per month on one-half the line, at the dullest season, at a time the canal was in very imperfect order, with less than two feet water on the summit levels, encourages the managers to hope for a great improvement in the business of the canal, and leads them to believe that it will be more than a self-sustaining enterprise. The amount expended for superiutendence, labor, and repairs, during April and May, was about $3,100, nearly $1,000 of which was paid out on the break at Dongola, that existed at the time of the transfer, and was caused by the neglect of the former administration. On the first of June there were available means—subject to the order of the Managers, including about $500, the amount unpaid on the first call upon the subscribers— to the amount of nearly $2,000, to be appropriated to repairs now in progress. A contract has been made for the improvement of Pigeon Summit and docking its banks, for $700 less than the first estimate, and it is calculated that this important work can be done for about $2,300. The improvement of Patoka Summit will cost but a few hundred dollars. The repairs of the aqueduct at White river have been nearly completed, and when done will render that aqueduct strong and safe for many years to come. In drawing water from the summit to fill the lower levels near Evansville, nearly half of the water has been wasted, by numerous leaks that have existed for years, through neglect, along its banks for the distance of sixty miles. These have been stopped, and a better stage of water will he maintained hereafter on the lower section. The timber for the repair of Pigeon Summit is upon the ground, and the work will be commenced immediately and finished in three or four weeks. Before the new crop is ready for transportation, the canal will be in complete order, and in a letter condition than it ever was before. If confidence can be established in its navigation, with an abundant harvest to be transported, the managers believe it can be made to pay more than the expenses of its maintainance [sic], this year, and before the expiration of the four years lease, it will, besides yielding the means of making important permanent improvements in the work, it will repay the subscribers the amount of their contributions, with interest. pondent were mislaid on reception and have, consequently, been delayed in their publication: PADUCAH, Ky. June 22d, 1859. ED. JOURNAL: We had rather an exciting time this morning, before the Inspectors, the conduct of one of whom, has changed even the prejudiced minds of the people of this place, and would almost warrant me in saying he has been bribed. Mr. McClain has entered protest against any further proceedings in Paducah, which has put a damped on those who, at this time, know what the de- cision would have been. I have had a con- versation with lawyer King, who is a very prominent man, and he states publicly, that it is a "jug-handle" operation from begin- ning to end, and warns McClain to stand firm and unyielding in his determination to admit no more evidence to be given before Capt. Harrison. No man could be present a moment during the progress of the case without being thoroughly convinced that Mr. McClain stands no chance whatever to receive a fair and impartial trial. To show you how corrupt and illegal are these proceedings, I will state that it is now known, before half the evidence has been elicited, what Capt. Harrisons' decision will be. In the face of the opinion of Jas. G. Jones, of Evansville, Mr. King of this place, the instructions of Chas. Denby, and the protest of Mr. McClain, this honorable Inspector declared his determination to go on and receive the evidence of numerous witnesses brought here by the owners of the Silver Star. During the controvercy [sic] this morning Capt. Dexter accused Harrison of having expressed himself convinced as to the guilt of John McClain. This aroused his indignation, but he could not truthfully refute the charge, as there are men here, whose names I will give, if necessary, that have heard the decisive opinion of this <uninterested> Inspector. Here the shallow-pated lawyer for the Star, made some spread-eagle remarks, telling the Board they had been grossly insulted by having such accusations made. After wearing himself entirely out in a vain endeavor to say something extremely brilliant, he wilted, and was followed by Capt. Harrison, who made an ineffectual appeal to the sympathy of Mr. McClain, reviewing their long connection in business, stating that he bore great friendship for him, and it there was any prejudice existing it was in his favor. This was all very nice, but the appeal bore treachery on its face. It is currently reported that McClain has been suspended for three months, and this report originated with Capt. Harrison. The excitement is very great, and I believe that no lawyer or reporter will he admitted before this honorable Board, to-mor-row. This has been intimated to me by one who knows and that I can depend on; still I shall remain here and see what is to be done. The examination commences tomorrow at 9 o'clock, when I look for some rich transactions. The excitement seems to be on the increase, and the people of Paducah, who have, heretofore, favored the Silver Star, now condemn the cowardly and ungentlemanly course of the Fowler clique as such that it will damn them in the eyes of every honest and intelligent man on the river, and they themselves know it. If they think this course will be sanctioned by the people, how sorely will they be disappointed. They are contending against a man who has been on the river all his life, and knows the difference between right and wrong, and who has done everything that an honest man could, to settle this matter peaceably; but Capt. Dexter is opposed by a set of men who know nothing about steam- boating, and are so constituted that they never will. It seems a pity to ruin so pay- ing a trade as these boats have been building up, by the unjustifiable course of the owners of the Star. ——— PADUCAH, June 23. This morning, on the arrival of the Bowen from Cairo, I was somewhat surrised to see her boarded by a Deputy Sheriff armed with an attachment, sworn out by the owners of the Star, for two thousand dollars. This attachment has been issued without any judgment having been granted, o o or without any claim, whatever, to legality. This is only another addition to the long list of mean and contemptible little tricks that have been practiced by the Fowlers.— It compares favorably with the cowardly attack on John McClain, some time ago, at this place, by these same men. This was done, supposing Capt. Dexter could not give security, thus detaining him that they might circulate an injurious report along the river But they were disappointed in this, as the Bowen was relieved, by Mr. Smedley going on her bond. This seems to be a most severe stroke to the Fowlers and every one that I can hear from, look upon it as the most outrageous thing on record. Capt. Dexter's conduct on this occasion elicited high praise from all on board, the officer was invited to breakfast, and was treated in the most courteous and gentlemanly manner. Mr. Moore took the Kate Sarchet to Cairo this morning, and I have ascertained that Capt. Harrison has seen fit to submit to the removal of the case. The two boats 1eft Paducah, simultaneously, amidst great excitement, and we had a very nice run to Smithland, the Bowen keeping the lead, making thirty-two landings and arriving at Evansville, at 2 o'clock on Friday morn- ing.
