The Directors express a confident opinion that the decision of the Circuit Conrt in the case of the road against the city of Kvausville, will be reversed iu the Supreme Court, and that the company will finally recover from tbc city the amount of bonds and interest, which now exceed $130,000. An im mense number of letters are deposited ii them, showing conclusively how much the public needed such an accommodation. Alarming Fraud upon the Poit offlte A correspondent of tbe X. Y. Herald from Washington, says investigations into
the affairs of the post-office department has led to the belief that lrauds to the umouut : of over a million dollars are perpetrated ; upon the government by counterfeit letter J stamps. It is believed that there are two persons eugaged iu this nefarious business ; one which manufactures either from eugraved or photographed plates aujj sells new postage stamps, aud another that gathers those which have been used from waste paper collections, and by means of an acid VMaMI off the post-office tuiup that was put ou them when they pulsed through the office l'uder the present tHst-tl avsteiu there is no means of guarding .-igainst the first named evil, for the manufacture of the potagestauip is so simple that one man can make his plate and produce thousands of sheets without the aid of a single person todispoce of I in-ill He bus onlv to come into collision with some of the posmasters, or their clerks, of wbich there are more than fitly thousand, in all, throughout the country. All of them are entrusted with the sale of stamps and no check can be kept upon , them, for there is no possibility of ascertain- . ing how many stamps there are in the ban 's of the people. I When these letters are posted, the clerks ; have no time to scrutinize the stamps on them, and they are rapidly defaced with a I black stamp. As the letters with the black stamps on them pass again into tbc hands of the people, the Department can form no pos itive idea as to what extent the fraudulent r m they are supposed to tie nsed to a less extent than counterfeit, on accouut of the greater facilities for selling them. Efforts have been made hotb in this country and in England, where the same difficulty occurs, to obtain an indellible ink for tbc purpose of defacing the used stamps, but without success; and the inefficiency of our police system for preventing the operations of counterfeiters, leaves the manufacturer of postage stamps to labor with impunity It is the opinion of rn-rsons well ver.-ed in in.. ..ti.iii-c ..t ii.,, P...1 1 1 1.-.,,,. ...... oi iui .....in . ... wiv . uj, .
