The affairs of the Bank are now nearly settled, and a deficiency of only about $1,200,000 exists in her assets, which the State is preparing to pay in full and before the bonds are due. With a State tax of only one-sixth of one per cent, on the present low valuation of property, a surplus of 60,000 to $75,000 annually remains unexpended in the State Treasury, which is to be appropriated to redeeming the bonds. This surplus will be rapidly increased by the rapid augmentation of taxable property of the State. The last Legislature refused to reduce the rate of State taxation, and ordered the accruing surplus whatever it might be to be used in canceling the State bonds. Arkansas has one of the most prudently and economically administered State governments in the Tnion. With a population of half a million, the entire expenses of the State for the last year was less than $80,000. The whole expenditures of the State government of Arkansas for 1858, were less than it costs to support the city of New York for the space ot seventy-two hours. At tbe time the State Bank was established, whose capital was raised of the credit of the State Bonds, another institution was chartered, called the " Real Estate Bank,'1 whose stock was made up of mortgages on lands and plantations, on which the active capital was borrewed and credit for its circulation obtained. Pounded upon such inconvertable basis, with imprudent management, both institutions collapsed within a short time after they were put in operation. Though the mortgages to tbe Real Estate Bank were taken upon an exfcmragant valuation of property at the time they were made, the extraordinary appreciation of property has made nearly every one of them ample security for the debt and .nterest for which they were given. And the Bank after passing through the depleting process of liquidation in the hands of a board of commissioners and receivers, will finally realize assets enough to discharge all her liabilities, and leave a small surplus to be divided. Among the oils extracted from new .material, that from cotton peed is making the strongest claims upon popular turor. The quantity and bulk of the eed bus made it, from the earliest days of cotton plantm, an encumbrance, and almost a nuisance, to the planter. Cattle and hogs have been allowed to eat some portions of it, but the lint that adheres to it makes it a dangerous artide of food for tbem, where thev are permitted free access to it. Heaps of it have bean permitted to rot annually, about tbe gin of every plantation. Sometimes it bas been scattered over the land as manure. In commerce it was a worthless substance, till, a few years ago, some one in New Orleans began to make cotton seed oil, afVr the process by which linseed oil ij extracted from flaxseed. The oil iauf u bright golden color, like olive oil, and is of the same spevific gravity as sperm oil, with which it mixes freely. At first the article wus unsaleable, for it bad no definite u,e U was said to be unfitted for painting, burning, or lubricating. The first manufacturers, therelore, abandoned tbe business ut tbe South. Some Yankees, at Provideuce, R. I., began expenment.ug on it, md b some slight chemical improvement in the process, tbey have mae) it fit for almost every ire that animal or egetable oils are required. Democratic Doctrine. Many of the old line democrat lc jrtiiiers arejuoting an extract from Henry Clay s report in 1850, and endorsing it a tbe true democratic doctrine. We hope they will continue to adhere to it after the Charleston Convention. They aa) . " The democratic doctrine respecting the question of slavery in the Territories, was succinctly stated by Mr. Clay, in hi memorable report from the Senate committee of thirteen, on the 8th of May, 1850. 'The true principle,' was the language of the report, 'which ought to regulate the action of ( ungress in forming i erntorial governments for each newly acquired domain, is to refrain from legislation on the subject of slavery in tbe Territory acquired, so long as it retains the form of Territorial government, leaving it to tbe people of such Territory, when tbey have attained to such condition as entitles them to admission as a State, to : ide for themselves the question of allowance or prohibition of domestic slavery.' This was the doctrine of the compromise measures of 1850, and to it tbe democratic party has since steadily adhered. We hazard nothing in predicting that it will be reasserted, with emphasis, in tbe next Democratic National Convention. " Cobn Punting. The papers from all directions, say that the quantity of corn planted this year h- unexampled. The Vincenne? Sun says, in that vicinity, such an effort to get a large crop of corn in the ground, has nerer before been made by our farmers. Every foot of tillable ground every old field every new clearing the cow yard and the stable yard is .plowed and being planted. There is not an acre that can be cultivated, but what will be. Every hand is busy. There is not a drone outside the towns and cities. Even the women rosy cheeked girls and industrious mother are everywhere seen either dropping the grain or covering it with the hoe. The Extension of Our Railroad. The Rockville <Republican> revives the subject of extending the E. & C. Railroad to intersect the Wabash Valley Railroad to Toledo. If the harvest shall fulfill the promise of the spring in all our crops, the work could be easily accomplished in another year if the people along the line of the extension would take hold of it in earnest The <Republican> says that $80.000 of sub- scription has been taken by the people along the line of the proposed road between Terre Haute and Rockville, which, with additional subscriptions that can be procured, would be sufficient to make the road bed to the latter place. The <Republican> estimates that the local business of Parke county would vield more to the road than any county through which it passes, and concludes that it must be built. ———<>——— KisskY & Co. s JuvxMUt Troupk. Other engagements preclude their giving but two entertainments in this city at this time. ———<>——— A CURIOSITY.—We were shown, yesterday, the Lord's Prayer embraced in a space that might be covered by the head of a pin or a large mustard seed, which, when placed under a powerful microscope, was expanded to a square of four inches, in which every letter could be seen beautifully formed, and as large as pica type. We presume the original was printed and then reduced, by photographic process, to a mere speck, and the microscope only restores the letters to their original size and distinctness. The
