Pa Rio, Thursday, April 2S, 1859. To-day the noise of war predominates over all other noises. The sudden change in affairs announced on Thursday last threw the whole military world into confusion, and siuce theu Paris is like a besieged town. It is beyond all doubt that the Emperor waa not preparad for so sudden a change of face ! in Austria ; but, happily, tbo two great southern lines of railway enable him to throw his soldiers as rapidly as is required tm. the seat ot war, and thus what would I have been fifteen years ago a dangerous surprise is now not dangerous at all. Nevertheless great activity ml required, and Ibis ha? produced more 01 le?3 confu-ion. On Wednesday a majority of the French people were against the war; on Thursday a majority were for it ; to day the whole nation is willing to go to war, and after the first Lai le is fought they will be enthusiastic for it j and if Austria is not beaten to the g:iU 3 of Vienna it will bej because the entire and united French nation cannot do it. The French people, engaged as they are, even down to domestics, in stock speculations, have watched the progress ot tbe peace negotiations attentively, and it is evident to every one that the Emperor has acted honorably and loyally as well toward his own people as toward foreign governments, while the conduct of Austria can only he characterized aa falae and treacherous. The priu iple pre-occupatiou of the French nAtiea to day is, not the conduct of their Eqaperoi . lor on that point thi are satisfied, but how Ut to chastise immediately and ener. tiddly tbe insolenceaud the hjoocrisy of Austria. The excitement in Pari on Thursday evening, when the news of Austria's refusal becams generally known, was very great. The c ening papers, which sell ordinarily at three sons, ware serambled for at eight sous. The circulation of the Patrie, evening ministerial paper, suddenly ran up from twentyfiretothtrty thousand. Groups formed on the streets around each individual fortunate enough to obtain an early copy, and, in the excitement of the moment, forgot that the;, were not all acquaintances. People who were subscribers to journals only got a sight at them after they had pa&sed through the hands ot their concierge, and his friends, the domestics of the hou-c The soldier who were ordered to leave for Italy were given perfect liberty for the short spate ot time that intei vened hefore their departure, and the result may be easily imagined. The town was full of dranken soldiers, who took at once vi jiffitair.lt conquerant, and went reeling through the streets, shouting, Fftv f Jtmtitf1 " Vite i t.mpercur u ih, nanny necessary to state that they generally had their sweciheart., on their arms, und that when the tioui of parting came, the demonstrations of French ecstacies were lively and affecting. The station of the l.vons railway, from which the soldiers start, is the cene, from morning to night, of a perpetual ovation. In the evening, when the workmen are released from their shops, the crowd at the station is numbered by thousands, und, as the regiments arrive to take their places in the long trains, the shouts, the yells, the ! sobs of parting tnends, make up a scene of; j confusion quite unu.-ual in this well reptilated city. As the trains go on" the shrill trumpets of the band sound the charge, and the soldiers shout in chorus: u BmrnmnUmmmr ' Italu ! Vive C mer ur .'' So many railroads converge at Pari, that from three-foiirtii.-i ot the Kmpire toldieican artive soonest at the neat of war Ly passing through the capital. Thus u can mrnmt some idea of the number of men detailed for active serrice, and judging from these imperfect data, it would seem that KflMiMM intends to make short work of it, for the stream of soldiers through the city i. continual, and yet the number of men on or within tne frontiers of Italy must be more J . ore Within the than one hundred thousand last balf hour, three regiments of 3,000 men each have passed my window, on their way from the Western Railway station to thnt of Lyons, on the other side of the town. The hands were playing "Partant pour la SyrU;" the soldiers bad tbeir knapsacks and canteens on their backs, and over these were .strapped the.r tent sticks, on end of which they had placed the national flag. They were all in high fpirits, and were followed and cheered by crowds of people. Many officers and soldiers bad brothers, sister.?, or other relat.ves, who had waited to catch a last adieu ai tbey passed through the citv, walking by their sides from one railwav station to the other. It was only thus that a parting could tnke place. Several regiments of the Imperial Guard left yesterday, and as eah regiment stopped at the Tuileries to receive its flag (all the flags of tbe Guard are kept at the palace when the regiments are not on duty), the Emperor, Empress, and Imperial Prince came out to salute them. The Emperor shook hands with the Colonels, bade them ; God speed, and assured them that he would soon join them on the plaius of Italy. A touching incident occurred on Saturday, as I one of the regiments of the (uard approach ed the Tuiltriee. The cantiniere of this

Conduct her to the Empress, I know she will take pood care of her till I return from Austria 1 Thus the mother left her child, happy in the thought that she would be well taken care of daring her absence. She was not mistaken, for as soon aa her Majesty was informed of the circumstance, she sci.t for the child, and at once gave orders that 'she should be well takeu care of till her tnotlu r comes liack from the war. Captain Jerome Bonaparte, wlu lately returned to France from a visit to his parents at Baltimore, ha. been placed in the most dangerous service in the army. He will command in the Claasseurs d Afriquc, a body of light cavalry, every man of which is mounted on an Arab stallion of great speed and endurance. This body is divided up and thrown forward in fulvanco of tbe army, in scouting parti.--, and emr loved in all dangerous and rapid reconnoisan :cs. The Captain, ou arriving at Paris, ten days ago, left immediately for Alriers, to join his company from whence he will raoit probably land at Genoa, ou Sardinian territory, which is to be, on account of its proximitv to Toulon and Marseilles, the future base of operations of the French army. I have been told that Major Kearney, ol ; New York, has entered the staff cf one of I J the French Generals of Division, ai a vol1 untetr. Major Kearney, it will be remem- 1 j bered, distinguished himself in the Mexican j war, in which he commanded a volunteer ! j cavalry company, raised and equipped at ! . his own expense. Gen. Bourbaki, tli- oungest General of ' Division in the French army, and perhaps the most promising, will have the :ionor of passing first into Italian territory, with the ' Army of the Alps I He will command un- 1 der Marshal Canroberf, but it is thought that i he will have crossed the line with forty or 1 fiftv thousand men before the Marshal's ar1 rival. I On the other hand, we have just learned 1 that a portion of the terrible army of Gea. Ynasuf, the Algerine sharp shooters, have ; already arrived at Genoa, and taken the railway to Turin. This corps is composed 1 of native Africans, and are reputed a set of I very devils, to whom the Zouaves are gen- 1 1 tlemanly soldiers. Gen. Yussuf, thoir commander, is also a native Bedouin. In Un : town of Algien, on their way to Genoa they broke loose from all command, attack- 1 i ed the Jew quarter, carried the barricades theso latter had been obliged to buil I in the streets for their protection, and committed all sorts of outrages. To balance these Austria has an frmv 01 20,000 Croat a body of desperate men, who are kept iu subjection by the pro riise of plunder and rapine. These men will lie : marched first across the Tn into into Piedmo utese territory, Th MMkfaia Siif.iiuiii basher bo4t t orpsFram s, commanded by Gaiibaldi, a Imdy of j violmt men, couqiosed of the o lds and h j of political persecution, a collection of refugees from all countries, inspired b plni- . cal hate and a desire for engeance. What, then, is to be the fate ot devoted Italy, when these bands of desperadoes, like so many hordes of destroying locusts, are turned loose upon the territory. When a nation, which has bceu so often scourged as i Italy, v. hich has had so much bitter experience of the horrors of war, i.s willing again I to sacrifice its firesides and its fortunes, it ; must le because its grievances are great bej youd the common measure. It may bo well to notify Americans desiI rous of traveling in Italy that, for the pres1 ent, the ordinary travel in all that part of Ita- ; ly and Austria concerned in the present agi- . tation is completely stopped, while on the : two great southern lines of France it is just now interrupted. These lines, however, will j SOon be opened to the public again. Trav siers in Austria have their passport 1 exam ined every 24 hours. Th Austrian Ambassador has not yet left Paris. Some workmen, in paSdiug his house last erening, made some demonstration of disrespect, which induced the Government ' to station at once a guard of soldiers in front i 0f his house. M. do Hubner is much respectI ed in the diplomatic corps, but he has a phrase which has made the laugh of the corps for the hist month. When he is asked what he thinks of the progress ol alfair-, whether there is going to lie w ar, a question which is put to him titty times a day, he invariably has the same answer : "Well, really, I have not been able to arrive at an opinion." Another sueech. said to have been iiddress- , ed bv Lord Malmesburv to the Austrian Ambassador at London, after Austria's final refusal, and current in tbe diplomatic corps Rt Paris, is the following: "Sir, you know the Kngli -h language well: an ns the dicionar and look for the Strongest word iu it; it will express our lillHoMiBltl for the conduct of Austria."'
