f he f ailg pjouruaL U1DAY MOUSING .MAT u A Word about VanderburRli Juries. We want to call the attention of our readers, eapeciall j those of them who are residents of the city, to some of the workings of the jury system in our county. N e had occasion frequently to be in the Court room during the sittings ot the Circuit Court, which adjourned last week, and ourntteutiou was then, and had heretofore been, called to some of the bad workings of the system, as at present practically carried out in this county. We are not going to stultify ourselves bj an attack on the system of jury trials ; that is two deeply seated in the affections of a liberty-lOTing people, ever to be destroyed. But certainly, in its practical workings, as we see it at time?, there is not all the beauty, safety, and purity which has been attributed to it. The trial by juries has become, in too many instances, little better than a game of chance, or the verdict of men's prejudicewhims.or feelings ; and it is losing the respect which should given to the impartial judgment of twelve candid and honest citizens. Why is this' Vim well know the character of too many of the men who compose our juries. We have "professional jurort in Evans Ville, r hi larger cities, men who are fit for almost anything else than a jury trial. It is a fact, well known to persons at all conversant with our Court proceedings, that such places j - Whisky Row" fnrnish their full proportion of the jury panel, to say the least of it and we hear complaints made, for this ause, over and over agaiu. And yet, did th?se citizens, who are sa willing to com plain, ever think of the cause of this state ot things ? They attribute it to the Sheriff, and the other of the-Court and county officers, au 1 they may, in some degree, be responsible for it but not altogether so. Our business men, our men of property, of trade, and of the industrial pursuit.-, must answer for many of the abuse of the jnry. It is plainly the duty of every good citizen, rvery one who is willing to obey and enforce obedience to the laws, to sit upon juries at his allotted times. This no one will deny. A ud yet, how seldom is it that our men of business and intelligence are found in the jury box. And the reason is, because they decline or refuse to bear their part of the public burthens in administering justice. Time and again have we seen this class of citizens, who are the best jurors, wh-n summoned upon the jury, multiply their excuses so amazingly that the Court rould uot well refuse to discharge them. They leave thtii places to be filled by tin-haugers-on of the Sheriff aud his officials, by men who have na better occupation tliHa to lounge about the Court room with the expectation of gaining a paltry sum, with which, perhaps, to quiet a thirsty appetite. And yet, these same good citi.ens, who are unwilling to discharge one of the most sacred duties which the State imposes upon them, are loud in their deuunciation ot inefficient and reckless juries. When holiest, intelligent, and business men are willing to perform their portion of the public service in this particular, our jury system will become what it should be a safeguard to life, liberty, and property. I'ntil then, it will be a reproach to the name of juatiee. rue Ktnnnces- A Word Iu mm Money matters, as is usual at tin season, are becoming close, with a prosjiert of still greater stringency It seems to lie a settled In t that the WVl will import mote than she eaportd.
