It was "admitted by all the members of the convention, that the ruin of the Ca nal would depreciate the prospects along its line, $0 per centl 'at least. If the Canal in dilapidated condition; and 'with the uncertainty that has attended luTSe -it has benefitted the propertyiof the country through which it passes; to aa amount equivalent to 30 per cent,!t its present -value it-will if it can be made perfectly reliable -i-still add more, thin 39 per cent, to the. viitae which the property has already attained. We have never felt but & small, share of the benefit which the canal would have conferred, had its navigations been. alwaysreliable. Any event that chauges the administration of it, therefore, is a gain to the people of thiä district,' fhough it should cost $100,000 to-'-get; possession Of it, By improving the canal, at a comparatively ; small charge, they will increase the value, of their prorty to the titfionnt of millions. . -,'t 1 1' , m-j-J i . The Vlrglnla Cnrapalgu. , , , The 'Scvf . York .Iferuld has a reporter attending tipon th 'two rival; . candidates for Governor in Virginia, in their canvass through the State, , who is reporting tho speeches and doings 'at each meeting. Last week the 4 candidates were , canvassing the Iiluc ltidgo Yiilley counties, and Spoke at llarrisonburgStation and Lesingtoul . From tho speeches, which arc reported at length, it appears that Letcher, the Administration candidate, is carrying more weight than he can successfully sustain. 1 His opponent, Mr. (loggiu 1ms made his assaults upon Letch er's numerous wcäk points so effective as to keep him constantly embarrassed in' defensive posticus, from which his assailant ap pears determined to : giro him no chance of escape. Tho advantage thus far is admitted by the liTaU to' Ja iiv Cloggiu'sj side, -.uj says Letcher lias undertaken the.dinicul task of , carrying. water on both shoulders tho tusk of supporting 'Mry Buchanan's ad ministration as far as Hssiblo without giving offence to Governor Wise. But as Gov. Wise has mtvlc an impa sible.giilf, between himsef and the Administration,-' it ' will be a very hard task for Mr.- Letcher to per sist in the experiment of , " stumping the State" with Mr. Buchanan on his right arm aud Governor Wise on, his left. , As a sop to the .Governor, Mr.' Letcher declares his hostility to the specific tariff policy of the President and to the thirty million Cuba bill. As a peaee-ofl'ering to the loyal oldfashioaed Poinocracy; Mr.' Letcher defends the iidministration against the charges of extravagant expenditures. . While between the three stools the Administration, anttthe Hunter and Wise, faction& the" Democratic candidate for JGoveraor öf.Virgiaia is in danger of falling to the grpniid, the oppoiitioa -elements ia b half of Jlr. Goggin ate uuited as they were never united before, because they see in the war of factions among their opponents, a glorious chance for. inaugurating the. new , constitutional narty which shall redeem the South, , If t;aey can carry old Virginia in May netit, it will be the beginning of a popular revoluiroirwhluh will spread through, at least, the bid Southern . Whig States of Kentucky, Tennt-ssce, North' Carolina aud Louisiana. The opposition of Virginia . seem to feel that the shape and course of the two great political parties depends upon the canvass now pending before them, and that they are fighting the first battle in the Presidential contest of 13t0.: " KsT1 The taxable property in Ohio was in 1840, of real estate, about $101,000,000; of personal, about 27,500,000. it la 1857 the real estate had risen- to $585,000, J0t), the personal property to over S2C3,ioO,uoo.

The Petersburg! Reporter gives the following ( account of the management trf the 1 ' 1 . 1- . l.V I ' 1 . men who undertook to start th bngu3 Farmers ana; jjrovers ianü iu mas piace, auu who were afterwards arrested ia theie career 4" at St. Louis Sometime ia February, two men giving their names as - Wells ondj O'Iiricß, jeftme here, as thoy 3aid,l-tocstablisli - a bank, and rented a room for that purpose. . Wells, we think, " stayed" here" one "nlgM and" left ' O'Brien remained to'Cx-up the house' and hold out the appearance of 'h bank." ' He had " Farmers' andDroVers' Bank,"' painted on a large sign, and hoisted on the front of the building had counters and desks made all giving the appearance of a bank. ' He 1 tried to employ a number of men for agents, tellers, &c, holding out to nil great Inducements. - During all 'this time he kept the' " stecm " np to so high a degree that every- 1 body could not help coining to the coucln-' sion that he was decidedly "tight." :' He boasted of his money, cut a "swell,1' and dcnounced " bad whisky because it cade him drunk. ; i ! ' ": ' ' . We are also' informed-that he cngiged board for two years. In a few: days Wells returned and reported that they had installed the officers of the bank, but would not put their moneyj in circulation until on or about the first of April ; tbe reaaon assigned by them for this, ! was, -".because '-they had yet to bring on the safe and specie." O'Brien told us1 tiiat the cashier's brother died very sudden, and that he -(the cashier) would hare to go and settle -np his business; O'Brien also left in nfetv days for the specie, but tho next thing we hear, Wells and O'Brien are in the Station House, at St. Louis.' i: ' They made no effort to pass their money in this section, "though they could riot if they had tried. ' The people were -watting to see what would turn up before they a put their hands in the Lion's mouth." A large amount of their money was pnt in :cir;ulatlon out West, and we have-no doubt many will loose heavily by it. ;; We do not believe it was their intention to, put. any of their money in circulation in this section, but by . having the appearance of a bank here they thought to be more' successful in swindlin the people with it at a distance.. Why are We 8 Heavily Taxed! 'The following excellent article,--which' we take from the Cdnm-llon Rqiofierii from a sound Democratic ;$o'tirc-cfrom "the pen of one who has done " the State service '' the last winter, in the investigation and expostire of-tbe shameful abuses that- prevail in the management of the Slate Tretsnryt Its appealto 1 he people to pay more regard to Ihe capacity and integrity of candidates for public trusts, than to tlieir party athliations, is in the right spirit : "'.',. "' '''! ' ,. ; .' ' ' '., .' Why is Indiana taxed sr. heavily? -That $3 tbe question which, just now, "should be asked of and answered by our State officers, $330;000 is required every year to pay interest on' a debt created long ago, by trading politicians 'and foolish schemer. ' The expenses of government, wiihonly biennial sessions of the Legislature, requires a less sum than that. The taxables in theStateare estimated at from four hundred and fifty to five hundred millions of dollars. With bonP3ty in the public offices and economy in the Legislature there is no need of heavy taxes. Let the people nominate for office tbe proper men wen whose capacity is well known and whose honesty has been tried instead of noisy politicians who want to live out of the public money. Let the candidate- I questioned ationt the laws and finances and general condition of Indiana, instead of his views on the Kansas question and the nigger question, and the rights of rann and woman question. Let the voters select for their Treasurers sober men, who dou't want to use the money of the State for the benefit of their friends, or for tlieir own private speculation; and for their Auditor., let tlicm select honest men, who know how to keep accounts and who won't wink at rascality. Let them the voters look as sharp after the.' capacity and honesty, of State as they do for county officers, ami they won't be as likely to have their property sold for non-payment of taxes.
