Given pen, ink, and paper, a desk or counter, and a good ronnd sum. voted by oongress, ana you proceed to invite your antagonist to " honorable negotiation." What is the state of the case ? " You have a distant possession, held by precarious tenure, which is almost indispensable to us for our commerce. This possession yields you a net revenue of such an amount. We offer you so much." We quote from the report of the committee of the American senate of foreign affairs on the subject of "facilitating the acquisition of Cuba by negotiation." " True," proceeds the report, "you have refused to sell hitherto, but circumstances are changing, and our offer may be more acceptable thau in 18-18.:' The Spanish minister at Washington is at this moment chaffing and fuming, unable to express his indignation, and "declaring he shall demand his passports," whilst the American legislature, utterly regardless of his wounded feelings aud bristling moustachios, is cooly and slowly passing a bill for the graut of 30,000,000 dollars for the purchase of Cuba. Why should he be angry? "The growth "of our national existence is a law which we cannot disobey." Having proved the necessity of the acquisition by the citation of these impartial authorities, "all our parties and administrations, and all our leading statesmen," the committee next asks the plain question, " how this fixed purpose of the United States a purpose resulting from political and geographical necessities," is to be executed '! And the answer to that ques'tiou is, that purchase is by far the most convenient plan. " The fruit that was- not ripe in Johu Quincy Adams' day is now mature, and the question is, shall it be plucked by a friendly - hand, prepared to compensate its proprietor by a princely guerdon," or shall it be got by-those chance opportunities aud rough proceedings which events bring about ? " Much has been said about the indelicacy of the offer," but the committee really do not understand how anybody can object to it on that ground. " For many years our desire to make the purchase has been known to the world. We simply say to Spain," &.c. At the same time, the committee gives it to be understood that the " princely guerdon " is not to be flung into the seller slap with quite that noble and generous abandon which a wealthy purchaser sometimes shows. " Our minister," says the imperturbable comniiuee, " wiU not broach the subject of a purchase till he has reason to believe it will he favorably entertained." That is to say, he will wait his opportunity he will stay for some extreme political confufusion aud pecuniary emergency, when the Spanish finance minister is beside himself with perplexity aud despair, when he looks all round for soino possible source of the needful, and sees an utter blank. He wiil then chink the American dollars in his ear, and charm away his patriotic scruples. 'Spain," remark the committee. " is a coun try of coupt d'etat add pronntxiamentoes; the minister of to-day may be a fugitive tomorrow, lkr financial position is one of extreme embarrassment, and a crisis may arise when the dynasty may be overthrown unless a' large sum of ready money run be raited forthwith. This is the plan, then, whivb is supported by that considerate class of American politicians who will not bear of "acquiring Cuba except by honorable negotiation." They let it be known that there is a purchaser in the market, with a handsome sum at his disposal, and wait for the tranquil and gradual impression that this fact will produce. Even if he storms at first aud talks of insult, the Spaui.ird, when his passion has subsided, will know that there is the money ready for him when he likes to take it. Whether Spain will be willing to part w;th almost the last relic of her vat Transatlantic possessions in such a way remains to be seen. Time. Cotton Trade or the United States' To tub Editor of the N. Y. Tuibcse Sir: For the last tea years, we may put down the growth of cotton in the United Stat-3, on an average, to be 2, GOO, 000 bales. This cotton will average 330 lbs. to a bale ; iu otliur words, the annual production has been atiout 910,000,000 lbs. This sold at teu cent per pound, amounts to $01,000,000. Cotton has not averaged 10 cents per pound, in tho United State., for the last ten years, or anything like it ; while th boot aud shoe trade has exceeded $160,000,000 annually, and the manufactures in the city of New York alone has exceeded $140,000,000 annually for the same length of time. The cotton is almost thrown away; it is carried to Europe, and there spun into yarn, and will average 18 cents per pouud wheu gputi, and sold by the British manufacturers to the continental nations of Europe ; in other words, the English people mix tour I pounds of Surat cotton to one pound of 1 American, anu men, uy carding aim roping, j t it is thoroughly combined together. Bond, of Georgia, which amounted last year to 2,100 bales, and was the largest sent to market by any planter ofthat State. A j Vidalia correspondent of the Natchez Free i Trader contrasts the planters of Mississippi and Louisiana with the Georgia celebrity ns follows : -: "There are half a dozen planters in Concordia parish and Louisiana, as also as many more in Mississippi, that made a far higher mark than this. Not to make a thing invidious, the names of A. V. Lewis, Esq., of Concordia parish, who makes all his cotton there, chalks up several hundred bales above the Georgia planter! so does L. R. Marshall, Esq., in the State of Louisiana, raising in that State alone more than three thousand five hundred bales ; so is John Routh, Esq., of Hard Times, full as much if not more ; so did Frederick Stanton, Esq., but a few weeks deceased, raise twenty-eight t hundred bales this year all in Concordia parish and even more than this figure in 1855 all in Louisiana ; and there are numerous others that come up, or nearly so, to the Georgia highest notch. For iustauce, L. R. Marshall, residence Natchez, a planter in three States, Louisiana, Mississippi and Arkansas, is more than a four thousand bale producer; so is Dr. Stophen Duncan more thau a three thousand bale grower in the State of Mississippi, besides being an opuleut planter o( Louisiana more than a four thousand bales in all.
