. Exiled Patriots. T M. Hue, in his interesting narrative of life ia China, descriliea the beggars of that j land, who have reduced their proceeding3 to j a system, elect a King, and quarter their forces in the various prescribed districts, ac
cording to prescribed rules and at certain periods. We had never supjajsed a similar organization to exist in this country, though there is not, we presume, a single " generous aud charitable soul " in our common country, who has not been besieged, at some time during his life, by au exile from Italy, in very shabby regimentals, and with a largo family behind him, who presented a greasy and well-worn parchment, containing a tear-drawing account ol shpwreck and jMjverty, duly certified by some prominent individual, and through which an appeal was made to charity and tho purse. The story of shipwrock and suffering bail its day people beginniug to suspect from the similarity of the various stories that the whole thing was a fiction designed for the" sole purpose of making money. The Pittsburg Dispatch gives the following account of the operations of these banished patriots, who fight, bleed and die for their country, aud thcu come here to beg: Tho rumor of a recent mass-meeting of leggars in New Orleans was not altogether without foundation, and a system ot fraud based upon a shrewd calculation as to the effect of appeals to the benevolenc of our people, was there adopted or rather perr fected, by the grouping together ef various plans found to operate successfully. A partial insight having been obtained into the matter, officer Hamilton entered informatiau charging Anthony Senego, an Italian resident in that city, with being engaged with others in a systematized business, designed to procure money from the public by fraudulent representations, consisting in the procuring and publishing of certificates purporting to be signed by P. C. Ellmaker, a notary public of Philadelphia, and other officials, which they or those engaged with them circulate among the people. Mr. Senego was arrested by officer Hamilton, nd with the paper alluded to, taken to the Mayor's office. The papers were printed in German and English, for the benefit of two distressed exiles of Italy, Seignors Cirelare and Columbo, the fathers of distressingly large families, and the victims of a tyranny that has no bowels of compassion. One of those papers reads as follows : Ladies and Gentlemen : The bearer, Mr. Joseph Cirelare is art exiled patriot, reduced to deplorable circumstances, in consequence of political opinion. Mr. Cirelare was an inhabitant of the city of Placensa, in the State of Placansa, and was a merchant very much respected by all who knew him ; but for having taken an active part in politics againät tyranny and oppression, and in favor of Republicanism, all his property, to the amount of five thousand dollars, was confiscated by tha Duke of Parma and Piaucensa, and himself and family were banUhed from their native country, their friends and all they held most dear, and was compelled to take refuge in a strange land. The bearer, Mr. Cirelare, is the only support of his mother and three brothers and three slaters. Under such painful circnmstances he has resolved to embark for the United States hinsclf, iu order to solicit from those brave and generous citizens some pecuniary aid, in order lo defray thi expense of the passage of the remaining family now in Genoa, and establish them in that prosperous land and enjoy their five ' opinion. e hope, ladies aud gentlemen, that your Christian feelings will induce you to assist this unfortunate man so that he may have his family removed to the United States and we assure you that ho will ever pray Almighty God to reward his benefactors with many years peace, happiness ami prosiierity. To this is attached a certificate of passage ("given ou board my vessel, this Jan. 20th, 185!)' ) and signed by Joseph Morello, Captain of bark Josephine, who certifies to having given passage gratis to the unfortunate patriot aud mainstay of a large family, and rocotmueiiding him to tho benevolent and charitable "spooiiics"' of America. That is one form of certificate. The other has a few alterations so as to suit the case of the dismally conditioned Mr. Columbo. For instance, Mr. Co'umbo is au exiled patriot, " reduced to deplorable circumstances in consequence of jiolitical opinions." He w at a habital of Porto Tore, on the Island of Sardinia a respected merchant worth $5,000 iu palmy days; his property was confiscated by tho cruel King of Satdiuia and he banished for loving liberty more than his King. Mr. Columbo has a wife, five children, an aged mother aud two sisters, leaning 011 his sL.ll' for support. The aged mother ami sisters are ia Leghorn, and he iu America soliciting bread for his family and passage money for them. The remainder of the certificate is tho precise language used by the distressed patriot, Mr. Cirelare, in his appeals for charity. A. Bordette & Co., and V. Louis Lawrence, Captain of the good bark Rebecca, certifies to having given the sorrowful Columbo, hi3 w iio and cniiaren, a iree passage to Amenca, and Mr. Notary Ellmaker is made to certify to the genuiness of the signatures, while Theo. J. Deamyer, deputy Clerk of the city and county of Philadelphia, testifies to Mr. Ellmaker being a notary (which is a fact), tnougu nonouy lesttnes to air. u. being a clerk. Hiram P. Callow testified to having printed some two hundred and fifty of these certificates, per order of Mr. Scriba printiDg some in the fall and some in January. P. F. Hiner was foreman for Mr. Scriba and testified that these papers had been printed and taken to Mr. Scriba. Mr. S. testified that when they were printed they were taken to Mr. Senego's honse, aad that Mr. Scnego paid for a portion of then. The man who ordered the printing, and who paid for a portion of it, was not Mr. Settego. The alterations in copy had been made at the order of this mythical individual, wh might have been one of the two or three hundred distressed Columbos or Cirelares who circulated them. The3e alterations in copy were simply alterations in dates. For instance, Columbo of last fall had them dated say in September, go that his distress and afflictions being of a fresh kind, would act like a fresh onion newly peeled on the eyes of those who sbonld
read this certificate. But Columbo of January must have a different date.' His exile and general confiscation must take place in December or the lstof January, and the date is therefore altered the certificates being printed ia batches of twenty or more, so as to render the alterations easy. When our readers are presented by these suffering patriots with these pathetic narratives of suffering for conscience sake, let them remember that there two or three hundred of these Columbos and Cirelares perambulating the country, all having in view tho procuring of passage money for families second only to that of John Rogers, including the one at the breast; and so remembering, let them drop nothing more valuable than a button in the hat of the patriotic tai.terdomalion, who, it ia conveniently stated in the certificate, cannot speak English.'
