FRIDAY MOBBING.. TIM New Board of Sinking Fvnd Commliiloneri It will be eeea by the Legislative proceedings that the old Board of Sinking Fand Commissioners have been elected to their old trust under the new law,- This ia subject of congratulation to the people of the State, for if it be necessary to create such a trust, we should rejoice that it is placed in the hands of well tried men. , Their past services have received the approbation of the entire people of the State , without distinction , of parties. The ability and Bcrnpnlous integrity with which the funds under their charge have been managed has been regarded in these times of corruption among the public officers, as a signal instance of public virtue and'disinterestedness., . ' J While the Commissioners are receiving . public commendations on all sides, the man to whose ability and watchful care, more than to any other one, the people are indebted for the profitable management of the fond, has not his name mentioned in connection with it. "We allude to Mr. Kay, the Cashier of the State Bank, who has had the immediate and daily charge of the fund, and ?bo has been the active executive offi cer of & Board. He deserves a full share of the gratitude of the people of the State for his disinterested services. Educating Idiots. We have received from Dr. Pattirson, the Superintendent, the second annual report of the Ohio State Institution for the education of idiots and imbecile youth. Though the Asylum has bees but fifteen months in i- operation, its benefits are so manifest, the Trustees do not hesitate to congratulate the Legislature unon the happy results of the W3 humane experiment instituted by its authority, and say it may be regarded as a complete success. " It has accomplished, and will continue to accomplish all that its most ans-nine friends have dared to hope." The Trustees add that they have watched individ ual cases, under treatment in the asylum, and they have had the satisfaction of ob serving-, in many instances, "a process as decided and gratifying as the most favored youth could have exhibited." The number of pupils under charge of the institution has been twenty-six. All of them are marked cases of idiocy, and none of them capable of receiving anv useful instruction at the common schools, or by the ordinary modes of teaching. Some of them were of the lowest grades of idiocy cases that severely tested the system of training adopted for their instruction. There has been improvement in all and every case, more Or less marked. Some of them " have advanced in the simplest elements of education rapidly as ordinary children advance at comBient in the habits and manners of all the pupils. The report says, in very few cases of idi ocy that have come under notice, has the form or quantity of the brain been faulty The pupils of the institution have almost all fine looking, well developed heads. Th only way to account for the deficiency and peculiarities of mental manifestation, is the Supposition that the brain the mind's in strument is either primarily or secondarily . diseased, or defective in organization. The whole coat of the Institution the past year was abut $10,000. It must be grateful to every philanthropist to hear that these noble experiments have been successful " as the most sanguine friend had daved to hope ;" to learn that the faint spark of intellect buried in an imperfeet physical organization can be awakened and made to illumine with at least a feeble light the dreary path of the unfortunate imbeeile through this life, and give him, perhaps, a glimpse of a future, when disrobed of his .imperfect physical machinery, his t mental powers may awaken to a spiritual vision as clear and comprehensive as the most gifted spirits. ' The Trustees bestow the warmest commendations upon the skillful and humane management of the pupils by the Suporin- . teudent, Dr. K. O, Pattison, form erly, we believe, ot Indianapolis, by whole philanthropic -exertions the institutions first sc cured the patronage of the State, and under whose care and superintendence it was established and has been conducted. ,1.1.' Legislative Proceedings. ... In the Senate,'- on Tuesday hothing was doue but the introduction and reference of nearly thirty bills. Among them was one to repeal the act to establish a bank with branches, which was considered. Debate ensued on the question of refer- " ence Mr. Gooding preferring a select com- ; mittee of five Mr, Hamilton preferring the Bank Committee the debate embracing the question of the power of the Ltislature to -repeal said charter, as well as the policy of the proposition,' ia which Mr. Steele, Mr. Hamilton and others Spoke in opposition, aad Mr. Weir, Mr. Gooding, Mr. March and jpthers i favor ef -the bill. Before any vote was taken the Senate adjourned. The House .did not sit on Tuesday, havipg ' given up the use of its Hall to the Temperance Convention.
On f Wednesday- morning both - Houses
went into joint committee to elect the Board of Sinking Fund Commissioners. In the Senate - considerable filibustering was resorted to, to present the going into convention, but without avail. '.Forney! writing from Washincton. says : The caucus of Democratic Senators, held" on Saturday last, was the first, called since Lecompton went down to the crave unsung. A characteristic of the caucus, on Saturday,' was that it agreed that no Democratic Sena tor should be bound to pursue any particu lar course about Cuba, but that all should be left to support or oppose the Slidell thir ty million bill, as they saw proper.' It seemed also to be understood that no caucus, Senatorial or otherwise, had a right to. pre scribe a test upon any Senator, concerning any measure before Congress. A dispatch from Kansas city says that Judc Williams, of Fort Scott, has just arrived, en route to con fer with Gov. Medary . concerning" the troubles in Southern Kansas. ; " He represents Fort Scott and neighborhood under a reign of terror. Business was suspended, women and children were being removed to places of safety, and the citi zens under arms and on guard night and day. The great feature of the revival last year seems to have been the establishment all over the land of the union prayer meeting the effects produced by them were a closer union of effort and feeling among Christians of different sects. -. BAn important feature in the poultry trade has been established by several enter prising firms for the supply of the New York market, which is worthy of imitation for the supply of the city markets of the West.
