It has, in a manner been pouring down for the last twenty-four hours.— Every nook and cranny not impervious, is filled with water. The street crossings, which were just beginning to be passable, will be again covered 'with mud. As for the streets themselves—it is terrible io [sic] think of. The weather was warm with indications of rain at Cincinnati, on Wednesday evening, and the telegraph line worked badly East, to-day, and so we may presume that the rain was general above, and will occasion a rise in the river. The last reports show the river to be on a decline at all points above. The rain put a stop to all business on the landing of any consequence. Our list shows but few arrivals and departures. The steamer John Tompkins was expected out of the Wabash last night. She will return so soon as she can unload, and take on freight. The Kate Sarchet will probably shove off to-day. The Bowen and Silver Star will be off at 2 o'clock, one for Cairo and the other for Paducah.
