' ' "r ,YTe. learn .-from - those who have had a glimpse at the disclosures made in the partial examinations of the condition of the Stat Treasury by the Committee of Inves- . tigation, that Its affairs are in a disgraceful condition. The vicious system of allowing -the Treasurer to loan the public money to " Bank3. and individuals, and pocket the interest for himself, has led to numerous heavy . losses and abuses. . The Treasurer, instead of receiving a salary of $1500 per annum, calculates upon realizing $15,000 or $20,000 '" annually, from the chances of using, the public funds in loans and speculations.' .. .But tempted by the evil practice that pre- ' vails, instead of reaping the golden harvest that induced him to seek the office, some of the recent Treasurers have been ruined by insecure loans and unfortunate operations ; with the people's money. - ' We are sorry to learn that there are fears that the present incumbent has been duped by shrewd political friends, and made unauthorized loans that will involve him in serious trouble pecuniarily. It is stated that if the public money had been honestly and prudently managed the last eight years, , there would now be money enough in the treasury to meet all the State's interest coupons and current expenses, without borrow- ' ing a dollar. If this be true there musthave been a waste of over a quarter of a million of dollars, . It i3 to be hoped that the committees of investigation will thoroughly sift ' these crying abuse3, and by their exposure convince the people of the State of the necessity of some new mode of keeping the public funds, either by a sub-treasury or by a new system of checks and accountability. , The people, in their innocent simplicity, imagine that the public servants are living in republican simplicity upon their economical, and legal salaries; but there is scarcely one of them but is getting in perquisites and by unauthorized means, double or fourfold his prescribed compensation." A Treasure elect does not hesitate to declare his expectation of making $15,000 annually by ' the perquisites of his office In the Auditor's office. $19,000 is lost, of which no trace can be found. Even- the Governor, it ' is said, has not kept his bands from the polution, and instead of his modest salary allowed by law, has .managed to draw about $7,000 in one-year in various forms of fees and benefits. These abuses have existed under both parties, and they will continue and increase unless ckecked by -the veto of the people. There is auj Augean stable at Indianapolis, for a Hercules to cleanse. Tb. Recent Conservative Caucus at Washington. --' Soma, one of the selected few who assembled recently at Washington to consult upon the present condition of political partie and to determine what course patriotic and conservative men should adopt in the future," has made an authoritative statement , . of the character, objects, and doings of the 7 conclave. ' The account says the objects contemplated were far higher and nobler than the promotion of the political interests of any particular individual. ' ' ''A number of Senators and members of Congress were present, besides distinguished gentlemen who hold no official position ; " that " thirteen States were represented ; " and that u letters were there from leading "gentlemen in half a dozen other States, expaessing a cordial concurrentein the objects of the meeting." Then it appears that the two great existing political parties of the - day are, in their vier, "essentially section- - - al ; " that all tbelr contests " are restricted to the slavery issue; " that the Democratic party ha3 degenerated into a purely " South
ern sectional party," the 11 leading idea of which is slavey propagandLsru ; " that it - Ms constantly intervening to u enlarge the area of slavery; " that this was the offensive feature of the Lecompton Constitution ; that the same : sectional pro-slavery purpose is betrayed in the recent recommendations by the President touching Mexico and Cuba, and, also, in the efforts in certain quarters to re-open the African slave trade, aud - to bring Nicaragua under filibuster influence." Thus much for the democratic party. It is repudiated by a Southern pro-slavery sectional organization. But the republican party fares no better. "It is avowedly a sectional anti-slavey party its cardinal dog- - my is slavery restriction." The proof, too, i3 furnished in its platform of "no more slave States," and in the Temorseless abolition Rochester manifesto of W. H. Seward. Thus we are shown that "each section ,has its party, while the country has no party ;" that the whig party i3 dead ; that the Amercan party is past praying for ; but that, notwithstanding all these drawbacks, this Washington conservative caucus, after a full . discussion, embracing many patriotic speec-h-es, come to the important point of "entire confidence in the practicability of nnitingall " the conservative elements of opposition to the present enfeebled and distracted administration in the con test of 1860." . We have no confidence in the strength of . . any party formed on patched-up issues, concocted and set forth by a caucus.. To move the masses of the people there' must be spontaneous, vital questions of the day for dis cussion something more noveland exciting than arguments on old dogmas, and reitera tions of thread-bare complaints of party , abuses. t Time and circumstances will create the issue and bring out an opposition party

Mr.' Blair na3 prosecuted his investigatioa of the frauds by which be was robbed '- : of his seat in Congress, with his accustomed i rigor, and seems to have sustained, by irrefragable proot, all the eharges set forth in hi allegation. - The St. Louis BemocraTZi ' , the 21st inst publishes a full account of the testimony taken, occupying some three solid columns of that paper. Among a great number of acts proving " . frauds, inferentially the evidence proves by competent testimony, that (846) eight hundred and forty-six fraudulent votes were cast for Barret in the August election. The names of the fraudulent voters are given, ,v an 1 in large number of instance!, their residences are pointed out, and the fact of
their having voted illegally, and that they j
voted for Barret, is brought home in a manner so convincingly as to leave no room for doubt." In many cases, the . proof is the admission of the parties themselves ; in others the proof is made by persons who know the parties and-, the fact of. thedr having voted, without having the right to vote. A large class of cases are proven by the returns of the census taken immediately after the election, by which many persons who voted are shown not to have been naturalized, or that they were under age, and many others could not be found in the city at all by the census takers, who visited every habitation in.it. The returns made by ; the census takers are official acts of sworn officers, and entitled to be received with implicit reliance. Barret, in. his - evidence, endeavored iu one or two instauces only to meet and overthrow (his. testimony, but finding that he hud such Indifferent bucess, he then attempted to show that the censu3 was ordered to be takenat an unusual time for the purpose of furnishing proof of the frauds he and his parti had committed. ' Not only does the evidence show this large number of fraudulent votes, but it shows the men who were most instrumental in executing the plan of operation, and the plan itself upon which the so-called Demo cracy operated. Theplan was co-extensive with the whole district, fraudulent votes being shown in almost every precinct ; but in some precincts where the judges were in the onspiracy, and the conspirators strong enough . to'; take possession of the polls, and keep off the friends of the other candidates by threats and violence, the ballot-boxes were literally stuffed fu .1 of frauduU3i votes, and the poll swelled to and enormous number sufficient without any other circumstances, to mark the fraud com mitted, and require the ejection of the" entire precinct. Communicated. To the Citizens of Evansvllle. Fellow Citizexs: In offering myself as a candidate, and soliciting your suffrages for the office of Mayor of this city, at the ensuing Spring election, I do not intend to set up any claim of superior merit, or that I am entitled, on account of past services, to your support. But I must say this much, that wherever I have been placed in an official station, I have always endeavored to discharge the duties of my trust promptly and honestly, without favor or affection, according to the best of my judgment and ability, and strove so to act as to promote the best interests of the community, with what results you arc the bet judges. I have also endeavored so to act without compromising my self-respect, as to avoid giving offence to any one; I will, also, acknowledge that owing to many losses and unforeseen casualties, my pecuniary circumstances are such that I am under the necessity of making exertions to keep my propeity from sacrifice. Although the mind retains its wonted activity, yet the body, owing to advanced age, is not able to sustain the fatigue of an active business life (were it otherwise, from my- present experience, I should never solicit an office). These considerations induce me to solicit the situation which I have the vanity to believe I have the capacity of filling with credit to myself and the entire satisfaction of my constituents. . I have been a resident of Evansvilie for the past thirty-nine years. I have watched with deep interest its progress from the time it was but a diminutive village on the borders of the wilderness, almost hidden from view by the surrounding forests where the wild beasts roamed almost without interruption on the plan where the most of the city now stands, and what few cabbins there were were almost obscured by the surrounding jimpson weeds and dog fennel. 1 have followed to their Jast resting place nearly all of my early contemporaries on which I often reflect with a deep melancholly, niiugled with some degree of pleasure. I hare witnessed this diminntive village grow into a city of commercial importance. Whatever share I have had in promoting its growth n.nd prosperity I must leave yon to judge. As this is the la.-;t Vinn I ever ex pect to soÜGit your suffrages, i am iuhopes you will award them to nie it' you think me worthy. 'NATHAN' RuWLEV. Export of Brkadstuffs. No better evidence could be adduced of the plentiful crops in Europe this season than is shown in the falling oif iu the export thither of breadstuff's from the port of New York since the first of September last, as compared with former years. For this period in 185i, there was exported 361,000 bbls. of flour, 275,000,000 bush, of wheat, and 500,000 bush, of corn, each export of which latter articles were in 1857 only about onehalf of what they were iu the previous year. , For the present year he export is only about 78,000 bbls. of flour, 412,000 bush, of wheä and 319,000 bush, of corn, being altogether less in value than the corresponding export of last year by some f.mr aud a half millions of dollars. Kansas. By reports from Kansas we are lead to apprehend that there is some se-.j rious trouble with the Montgomery band of border rangers in Kansas. It was reported some days ego that they had committed a serious outrage upon a small border settlement, and we now understand that Gov. Medary has made a requisition upon the Government for arms to resist some rebellious force, and we conjecture it eannot be by any other than Montgomery; and Iiis men. - s , .. , ' ' ' . He was lying at the time, and when discovered had hold of both ends of the spoon. ' His disease was consumption, ' and he could not have lived two days. ' , ßA burglar in New York city, being detected in the act of blowiug open a safe in a soap store, attempted to make his escape by leaping from the third story window. He landed on hisface, which was shockingly bruised, i ? ; - ' ;" ß?Capt. Ludlow, "of the steamship Ariel, lost his life on the homeward passage as follows: About 11 A. M. of the 8th, while Capt. Ludlow was standing forward, near the wheelhouse, giving orders to his crew, a terrible wave came over the bows and swept everything before it. The Captain was hurried against the bulwarks with such force as to rupture a blood vessel. He was immediately carried aft, and received every attention from the surgeon and his officers. Their kind offices availed not, however, for he had barely time to send a few words to his owners, and a farewell to Lis wifeandson, when his spirit passed away. s5jIu New York on Saturday morning a person awaited upon Edwin Forreät to solicit his professional services in aid of the dramaticete at the Academy for the Mount Vernon fund. Tho great tragedian said it would give him great pleasure to comply, but the committee having engaged the services of "that woman," they must count hin out. That woman was his divorced wife who appeared in the " Morning Call." - The Masonic fraternity are cautioned against a man representing himself to be a member of the craft, who is on his way from New 0rlean3 to Baltimore, apealing to the hospitality and charity of the brotherhood. He is represented as being about twentyfive years of age, light complexion, and wears a goatee, and professes to bo a Frenchman by birth. At Atlanta, Georgia, where he is alleged to hav imposed upon the fraternity, he called himself F. Pennington. - "J-gHiram Powers' Masonic statue of Washington, it is said, will be fiuished in three months. It is modelled after the statue of Washington executed by Powers for the State of Louisiana, und adorned with the "regalia" copied from the Bimiles of those worn by Washington when- master of a lodge in Alexandria. ' J6SyThe delinquent tax lists of San Francisco, Cal., for the present year, fill nearly eight columns of the city papers, and comprise nearly one-half of this year's assessment. This indicates a great revulsion since the fast times of the early gold discoveries. ' ; $2 Austria, it is said, will expend no less than $2,400,000 this year, on her squadrons, and for 1859, will increase the amout to 34,000,000. A search revealed the sad fact that his wife had perished. Her charred remains were discovered and taken from the ruins by ber sympathizing neighbors. ßg?Mr. Henry Burden, the inventor of " Burden's Horseshoe Machine," started for Europe in the Asia, November 30, taking with him a machine constructed expressly tobe worked in France. ,.
