We Lave received the communication of our esteemed correspondent, 'Tohcj County," and should have published it, uuc since its receipt we are persuaded there were reasons and motives for supporting Sir. SmitrTs bill for re-Organizing the board of Sinking Fund Commissioners, which did not appear in the provisions of the bill and were disclosed in the reported debates. Tiie measure, as presented through the Indianapolis reports, was calculated to create a public alarm for the safety of the school fund, and the bill and those who supported it would appear justly obnoxious to the severe strictures of our correspondent. Hut if the bill was a plan to continue the bank fund and to place the other State funds under the control of the board w ho have so profitably and judiciously managed the Sinking Fund, for aperiod of three years longer, till the whole amount of the school fund could be collected and tke bank bonds paid, it would be unjust to the author and supporters of the measure to heap any more censure upon them.
They profes3 to Lave been actuated by an anxious care for the safety of the fund, and its judicious investment. The measure was not such as they would have advised for a permanent system, but it was in their opinion the best and only way of rescuing the fund from the sink of corruption which our State Treasury has. become; and the only mode of preserving it till it could be gathered together and distributed to the counties. They were not understood because they were not prepared to make a disclosure of the dangers which they had discovered would surround it in the State Treasury; nor were they able to provide in the bill for continuing the trust in the safe bauds of the present Board of Sinking Fund Commis- , sioners, till the whole matter could be wound up in 18G3 ; but, it is said, it was arrangod that the old board should have been elected to tho seats in the new. This arrangement would allay public apprehension ; and at the regular session when the danger of placing the School Fund iu the Treasury should be shown, by an exposure of the infamous rascalities that have been perpetrated iu the administration of the State revenues, the peoplo will be led to sanction Mr. Smith's Bill, with the old board to execute it, as perhaps the best temporary disposition to be made of the fund. Hut they will judge ,of it by the light of the facts developed when it come3 up. It is the most important subject before the Legislature, and an act for final settlement of the trust ought to be scrutinized with jealous care. Every one now admits that the beBt course is to distribute the money to the counties ; the only difference now is, whether it shall be divided as fast as collect ed, or the division delayed till the final set tlement of the Rank bonds. If the money cannot be given to the counties before the payment of the bonds, it can be loaned or deposited Avith them, subject to the claim of the bond holders. k. Assessment Lati. The act for the appruisviueiit of real estate has been published in the "Indianapolis paper, and, by the emergency clause appended to it, goes into immediate operation, and the county Commissioners throughout the estate will make the appointments ut Assessors for their respective counties at their next meeting, or at a special session to bo called for that purpose. Within ten days after his appointment, the Assessor is required tocommence bis labors, and to make his returns complete before the fourth Mon day in May following his appointment. The county Auditor is to furnish the As sessor with lists of all lands and town lot in each civil township subject to taxation. The appraisers are upon actual view of the premises to appraise all lands and town lots with their improvements at their act mil cash value, or as he would value, the " same in the navmentof aiustdeht from a solvent debtor," placing the value of the land and that of the improvements iu separate columns. The said atmrai'sor shall also, on ac tual view, make a true valuation of all lands used or held by railroad companies for road bed, depot, or station grounds, gravel pit switches, and side tracks, and all railroad tracks, depot buildiugs, and other super structures thereon, nccordmg to llie same rule herein prescribed for awertnining the value of other real property, and he shall iu the same manner niake a true valuation of all macadamized roads, plank roads, turn pike roads and canals, other than the Wa bash and Erie Canal : aud also all tollbridges belonging to private persons or pri vate corporations, to bo valued upon actual view of the premises. The appraiser is to call upon'every person resident in the county for a list and fall dis '!on of all his lands and town lots; and furnish such list, the appraiser "-om the best information twner refusing to cent the

The Cairo Suit. As "we copied a paragraph from the Mound Citv naner in relation to a suit for
a part of the site of Cairo, we copy the con tradictiou of it from the Illinois Slate Journal. The Mound City parier stated that a suit has beeu instituted in the U. S. District j . i .t i i i - d, ic., I Court, bv the Bund heirs against the lrus ' tees of the Cairo property, fur the recovery of about four hundred acres oi-feß land inside of the levee at Cairo, part of which is occupied by the city. If wc are correctly advised in the mutteryfhe Cairo Trustees claim it by virtuc-of a tax title obtained ia the year 1847, and have been ia possession of the property since that period. The Springfield, 111., papers say : The above is incorrect from beginning, to end. 1st. The above suit, which h.as been pending before the United States Court in this city for several terms, was argued last January, and resulted in favor of the Cairo Company, and against the Bond heirs. '2d. The land in controversy inol that occupied by the city, but is altogether a different tract, lying entirely outside the present city limits, od. The Cairo trustees do not claim it by virtue of a tax title, but as the evidence showed by regular bona fide purchase from the Bond heirs aud for which a full consideration was paid. They have alio, however, a tax title as stated, having regularly paid taxes on the land since 1837. " l Vn in possession since that period.' Whether the plaintiffs will prosecute the suit further, remains to be seen, but in no event can the result of the litigation aflect the title of the Cairo property. We learn from another source that the tract. claimed consists of only GO acres, and not 400 acres as stated. A Kew Invention. We have examined McGeorge's new shin gle machine in operation in aflat boat, now lying at the upper landing of the city, just below the residence of Robt. Barnes. It is one of the most valuable improvements tf the day. It cuts shingles from the block by a horizontal circular saw, as smooth almost as if they were shaved with a drawing knife, at tho rate when at full speed of 1,500 or 2,000 an hour. Its simplicity and durability arc high re commendations of the machine, as any one, after a few hours' practice, can run it. With an engine of three to five horse power, about 20,000 shinglc3 can be sawed aud jointed iu a day. It costs about $200, bosides the patent right. The owner of the patent is on board, prepared to furnish the machine and sell the right to use it, for a large section of the country. We advise mechanics ami others to go and examine it. DiiftioisT Sied fob Damaoks. A case is on trial in one of the courts of Cincinnati which furnishes some curious features. Rev. George W. Quinbv, pastor of the Uni versalist Church, of that city, has sued Fred. Eckstein, druggist, fur $10,000 damages. He claims that being ill in November, 185G, Dr. Mighels prescribed for him dandelion ana pills, and that the defendent, iu making up the prescription instead ot the extract of dandelion, so carelessly and neg ligently put up the medicine as wholly to depart from the prescription, and instead of preparing what was therein directed, de livered to plaintin an extract ot belladonna instead which he took, supposing it to be dandelion, the consequence being that h was deprived for a time of reason, was for many months incompetent to take charge of his affairs, was subjected to great expense, ind was grcatlv injured iu his health and strength and capacity for business. In giving a discriptiou of his symptoms the plain tiff stated that shortly after taking the medicine his brain and vision were affected so as to sometimes deprive mm ot consciousness, in J at others to impart an unnatural ap pearance to all external objects snakes sometimes appearing to be moving on the walls &c, and the furniture to be moving to and fro. Judge Hall, of Princeton, is support ed very earnestly by his friends as a candi date for State Agent. He is most competent, and his character for integrity would be a guarantee to the people of the State that their interests would be safe in his hands. EgS. It was taken from the mines belonging to Mr. Christian, iu Montgomery county, and is certainly the handsomest specimen we have ever seen. Mr. Christian has taken out thir ty thousand dollars' worth of the ore in the course of three months, and ata cost of only a few hundred dollars. His mines are believed to be almost inexhaustible." Burlesque. One of the funniest things got up iu New York lately was the excursion of an augur association, in burlesque of the target excursions. Each man carries an augur instead of a gun, a Calathumpian band accompanies them, and the exercises consist in walking blindfold to the target and boring a hole through it. Not one man in twenty can do it, and the blunders that are made cause a great deal of sport. giThe Cincinnati Times says the coke orens attached to the foundaries of that city are choice spots, where river loafers, who spend their money for whisky, and beg or steal their food, resort to sleep in the cold wintery nights.
