EVANSVILLE, IND. 7 SATURDAY MORNING DECEMBER 18 R" We are glad to Bee an apparently cordial union of men of all parties in the
selection of the best candidates to be supported for the important municipal offices, at the election in the Spring. In the next three years important matters affecting the city's interest are to be arranged, which Trill require inen of ability, experience, and energy at the head of affairs ; there is to be considerable thinking and mental labor done for the public by some one, or the city's affairs, and her character ,too, will become so involved there will be no extricating cither from the wreck that must inevitably follow neglect and incapacity in the conduct of her financial matters. The bonds given by the city to the Crawfordsville Railroad are becoming due, and some arrangement must be made for the payment, of a portion, and for the renewal of a part, or the burthen of raising the whole amount will fall very heavily upon property holders. If the credit of the city be not preserved by judicious plans and a course that will inspire entire confidence in the character of our municipal government, we shall have to meet the entire amount of the debt coming due, by doubling our already burthensome taxes, or suffer the worse evil of repudiation, and entire discredit. By a man of financial skill at the head' of affairs, with & council whose intelligence and character will inspire confidence abroad, and with firnmnt navment of the interest, and a r L - i shrewd administration of our fiscal affairs, the debt can be easily arranged so as to make its payment comparatively easy. As an illustration of how fatal an injury negligence and incapacity may inflict, and how much energy and a little financial abil ity can do, wo mention a fact that we have not thought it worth while to refer to be fore. On the Saturday night previous to the Monday on which the coupons on the city's bonds last became due in New York, not a dollar had been provided for their payment cither in New York or here. The interest on the city's debt was due in New York on Monday morning on the opening of the banks. At 10 o'clock on Saturday night, when the Council was about to adjourn, a member enquired what provisions had been made for the accruing interest ou the city's debt ? The reply was, " none," and there was but $200 in cash in the City Treasury. To the querry, what was to be done? no one seemed ready with an answer. A member, who has always some resource in an emergency, proposed a mode of meet ing the necessity by a personal arrangement - nnrt rf tVva fv'inc'1 mrn . It was at telegraph despatch placed tho funds in bank in New York and tho interest was punctual ly paid. In tho future negotiations of the city this service performed at tho right raoment will be worth to her ten times the amount of tiic interest paid.' The care, shrtwdnefs, and decision, of one member saved the credit and honor of the city which was about to be sacrificed by negligence and lack of financiering experience. The public choice seems to have been fix ed, with great unanimity, on the best men for the most prominent places- in the city government. Ther have been selected with out regard to their political opinions, and will be supported by the) citizens of all parties. In due time their names will be an nounced. The unanimity with which they have been solicited to allow the use ot their names, will make their election surfe, and leave but little hope of success to outside candidates and individual aspirants. ' The wish of all good citizens seems to be that in our charter electiou party politics shall be held in abeyance. Legislative. Proceedings. A vast amount of business was transact ed in the Legislature or Wednesday, net much of which is especially important to the general readers. We believe there is more time lost ad' journing tine die, than in the passage of the most important bills. Mr. Green's resolution declaring Mr, Shryock entitled to the scat now occupied by Mr. Miller, Mr. McLean' offered the fol lowing amendment to the resolution : Jletohed, that Hugh Miller is entitled to the seat he now holds as Senator from the counties of Marshall, Stark, Fulton, and St. Joseph, and that Kline C. bhryock, the contestant of that seat, is not legally entitled io the said seat. s Mr. Slack offered an amendment to the amendment, but withdrew it before a vote was taken. The question being upon the adoption of Mr. McLean's amendment, the yeaa and nays were demanded, and being ordered and taken, resulted yeas 23, nays 23, as follows : Yjas. Messrs. Carnahan, Cobb, Conley, Fisk, Gooding, Hamilton, Hargrove.Hoffren, Jennings, Johnston Jones, Lines, Loman, McClure, O'Brien, Odell, Shoemaker, Slack, Studabaker, Tarkington, Wallace, Williams, and Wilson 23. Nays. Messrs. Anthony, Beeeon, Bennett, Blair, Bobbs, Brown, Conner, Cravens, Craven, Culver, Green, Hendry, Hill, KinIcy, March, Murray, Rice, Steele, Stevens, Thompson, Turner, Wagner, and Weir 23. The President declared the amendment to the resolution adopted. Tho question recurring npon the resolution as amended The yeas and nays were demanded, and being ordered and taken, resulted yeas 23, nays 23 as before. So. the resolution as amended was adopted. Mr. Heffren moved that the vote just taken be re-considered, and that the motion to re-consider be laid upon the table. Thus ends this perplexing case that blocked the wheels of legislation last session, that deprived the State of any law for collecting the revenue, ud that closed, for a time, the various Benevolent Institutions which arc the source of 9o much pride. One of the most important bills passed in the House that of Mr. Smith,, of Perry,
providing for the re-location of the county
seat of Perry county (at Cannelton'), wa considered and' passed the third and las'g reading in the House of Representatives yeas 91, nays 1. with an. amendment ot' title, so a3 to read : "An act to provide for tho re-location of couuty scat3 and county buildings, where two thirds of the voters of any county have petitioned for re-loca tion, designating the site and a house to be used as a Court house, and where a deed has been executed; and to provide for tho limitations of actions growing out of such re-location, and for the donation of the former county property." The following was the vote on laying into the election of the resolution to go Printer on the table : Yeas. Messrs. Black. Blythe, Bowman, Carr, Claypool, Clayton, Clements, Collier, Dobbins, Dougherty, , Durham, Early, Lastham, Edwards, Firestone, Gifford, Gregory, Hancock, Harney, Hartley, Jordan, Keefer, Kelly, Kempf, Knowlton, Lawhead, Lewis, McLain, Major, Massey, Merrifield, Nelson, Newton, Parett, Prosser, liow, Kynearson, Shields, Shockley, Shull, Smith of Perry, Snyder, Stanley, Stinson, Sullivan, Sum mers, Tebbs, 1 hompson ot .Madison, 1 urpie, Usrey, Waterman, Wheeler, and Wool 53. Nays. Messrs. Austin, BairJ, Hoya, Boxley, Braham, Brotherton, Carina-, Colgrovc, Comstock, Cotton, Davidson, Davis, Duvol, Fordyce, Griffin, Hall of Grant, Hall ot Rush, Hamilton of Boone, Hamilton ot Wayne, Harrison, Hunter, Jeffries, Johnston, Jones, Mansfield, Mellett, Miller, Mur ray, Martin, Jsebekcr, ot vermuiion, iebeker of Warren, Parks, Power, Robinson. Scott, Sherman, Smith of Miami, Stanficld, Stiles, Thompson of Elkhart, Treadway, Whetzel, Whiteman, AVildman, and Mr. Speaker 40. The afternoon session of the House was consumed in the consideration of the bill providing for tho election of United State's Senators. Mr. Davis' amendment modifying the emergency clause was adopted by a vote of 54 to 45. The bill, as amended, then passed the House by the following vote : Ybas Messrs. Anstin, Baird, Blythe, Boyd, Boxley, Branham, Brotherton, Cavins, Collier, Comstock, Cotton, Davidson, Davis, Duval, Edwards, i ordyce, t.regory, Urittin, Hall of Grant, Hall of Rush, Hamilton, of Boone, Hamilton of Wayne, Harrison, Hunter, Johnston, Jones, Mansfield, Mellett, Miller, Murray, Martin, Nebeker of Vermillion, Nebeker of Warren, Parks, Power, Ritter, Robinson, Row, Rynearson, Scott, Sherman, Shields, Smith of Miami, Stanfield, Stiles, Stinson, Thompson of Elkhart, Treadway, Whetzel, bitnnnn, XX lUlnian, ana Mr. Speaker 52. Nays. Messrs. Ulack, isowman, carr, Claypool, Clayton, Clements, Dobbins, Dougherty, Dunham, Early, Easibam, Fire stone. Giflord, HancocK;-arucy, Harney. Jordon, Keefer, Kelly, Kempf, Knowlton, Lawhead, Lewis, McLean, Major, Massey, Merrifield, Nelson, Newton, Parrctt, Grosser, Shocklev, Shull, Smith., of Perry, Snyder, Stanley, Sullivan, bummers, J ebbs, lnoropnf Xfadisnn. . Turme. Lsrey. xvntrrman, Little else was done. Th Autl-tecomplouite at lutliaua polls. ' ' j A correspondent of the Cincinnati Gazette, writing from Indianapolis, says that the in dignity placed upon Judge Douglas by ex pelling him from the Chairmanship of tho Territorial Committee, 5.9 condemned by -lhe Lecomptonites who were endeavoring to produce a reconciliation with the friends of Douglas. They have come to the conclu sion that the President and his consciencekeepers Shdell and Bright will, if not checked, crush the Democratic party. ,Tho writer says: ' ' " " The breach which the Lecomptonites were attempting to heal up, is widened ; and their committee which they sent forth waving the olive branch, has got its portfolio already full of reasons which the Douglasites can not join in. lue Uousrlasites in tho mean time bavo coucluded that hereafter they must take a bold stand in favor of their; own principles, to which the Lecomptonites must come. To this end, on the 15th, there met in caucus some fifteen Douglasites, who en tered upon the discussion of this policy, and agreed upon its expediency. A platform is hereafter ti be drawn up, und it is spoken of to hold a Convention to organize therenn der. Wallace, at the meeting, introduced i series of resolutions endorsing Douglas' po sition, so tar us concerns the Lecompton measure, but strongly adverse to the Dred Scott decision, in its usual acceptation. These resolutions are understood to have been drawn up by a Lecoiuptonitc, as a basis of union. Smith Jones, however, put his veto upon their present passage, claiming, that another resolution shall bo inserted, strongly condemning the action of Bright ahd Fitch, and asserting tho illegality of their election. Sales or tub Land Mortoageo to thr School Fckd. The recent sale, at Indianapolis, of the lands mortgaged to the School Fund, showed the difference ii. the appreciation of the lands in the middle and Southern portions of the States. The crowd present was large, and the bidding spirited for lands in the central counties affected bv tho railroads, while the reverse was the case for lands in the Southern counties. The appraisemeut was made when property was at the highest in the Sonfhern section, and the mortgages cover nearly its full value. There was but one piece of property sold in the long list advertised tor Jefferson county. The sales for the Southern counties, for the offerings made, were much in the same proportion. ' But in. the middle 'counties the majority of- sales were much above tho amount of the mortgages. In one case in Marion county, 80 acres, mortgaged for 5300, brought $2,000. These facts slrow the necessity of a re-valuation' for taxes". ' A Thk DbcahtaIiox of Docgla3. The vote on the exclusion of Mr. Douglas from the chairmanship of the' Territorial Corinnittee was taken in the Senate on the 13th inst., and was carried by 32 to 20. '.."Every Democratic Senator voted for the decapitation, except Broderick, of California. This coalition against him, i vieweM as a combinaI tion to expel him from tho party. His t ruin seeins determined upon by the politi cians. His strength is now in the sympathies of .the people.

In only one of them was a verdict of " wilful murder" found and that wa3 against every one concerned in the fight. In some Western localities it is becoming the custom with newly married people to send with the marriage notice for publication the price of a year's subscription to the newspapers. This is a very sensible
begining, and we hope the custom will become general. ' gf5ulii the Chicago Post Office mails are received daily from twenty railroad trains. Thirty-five hundred mails, the Frets says, are made up every day. Over five million letters and six million papers were handled the last quarter. A small box has lately been got up, in Newark, N. The married ladies are known from the single by painting their lips either green or a bright red, and their teeth a jet black. They are frequently married as young as ten. The Guthre Greys, of Cincinnati, it is said, have tendered their aid to United States Marshal Sifford, in case the present conflict of jurisdiction between the State Court and the United States Circuit Court should assume a serious aspect, which it at present bids fair to. The Sheriff will have to call for volunteers and the militia to protect himself, should the worst come to the worst. 8, An old villain, named Thompson, living on Eighth street, near Broadway, New York, recently made n murderous attack upon his wife, who is a cripple all one side of her being paralyzed. Thompson came home drunk, and his wife reproving him for it, he seized a small hammer and sank it into her skull. The point of the hammer penetrated about half an inch into the bead. He was about repeating the blow when his arm was arrested by a neighbor. .The woman is badly injured, though she is not considered in a dangerous condition. Mr. Palmer, the celebrated w-tilptor, it is stated, will soon enter upon the department of historical sculpture. He is to. piepare for the family of Gov. During Mr. Palmer's summer residence at Aurora he lost an interesting child, who bore the name of the sculptor's intimate friend, the gifted painter Church. A Paris letter to an exchange states that a well known lady of fashion from the United States recently appeared at a ball in ! a dress precisely identical with that worn i by her Imperial Majesty in person, jrcat ' was the astonishment and dismav of the court ladies, for it is known that the Empress Eugenie, whose soul appears to 1 e equally divided between her mantau maker and her confessor, insists upon the strictest secrecy being observed a3 to what is destined to adorn her imperial limb. The audacious "citizeness" vied in fashion and novelty wiih the Empress. Xay, worse still, when Her Majesty at last stepped up to her rival, and good naturedly asked '-which dress was to be considered to be most original?'' the American lady was able to reply that this was her "second ' appearance in that character !
A Chtjbch Difficulty. A recent cause of
contention has been sprung among the members of the Catholic Church at Cairo, tho final result of which may be serious. For some time past there has been an effort on foot among some of the members to remove Father M'Cabe, the resident and presiding priest. Monday last the Bishop from Alton came to Cairo, and demanded the church kevs from Father M Cabe, which tüc r atlier reliised to deliver over. Thereupon, the Bishop employed a carpenter to knock the lock from the door and put on a new one, which was done. Father M'Cabe finding protestations useless, secured a writ, and caused the arrest of the Bishop. Tho trial was held yesterday. How it terminated i3 not vet known.
