No more Agitation . We think we may safely assert that the late game of slavery agitation connected with Kansas, is completely played out. Kansas itself is in a political syncope, the result of the frightful spasms and convulsions which exhausted its strength and wasted its rigor ; The South is weary of a strife which has revealed the superior colonizing capacities of the North, and which, if continued, would make all the remaining Territories free States. The North has become satisfied of the impracticability, as well as of the injustice of the doctrine of " no more Slave States," and has wisely decided to let the people of the Territories themselves say whether they will, or will not, have slaves. ' Eut the chief reasons for the cessasion of the slavery agitatiou, is the fact that there are other suhject3 of more vital, practical importanceto be agitated. The revision of the tariff is a question of growing interest and moment; the exhausted condition of the Treasury 13 a matter that cannot be neglectd, and the necessity daily grawing more apparent for a railroad and telegraph to the Pacific, is a subject that must attract attention. These questions will demand the earnest consideration of the coming session of Congress, and so monopolize the time and talents of our statesmen as to leave no leisure for melo-dramic " shrieks for freedom," and stale disquisitions about the " rights of the South." The nigger question is dead in general and in detail, and there are none but bankrupt politicians to grieve over the carcasof the defunct theme. Ej?""It is understood that the President is at last disposed to abandon hia infatuated proscription for opinion's sake. He has discovered that he is ouly a tenant of the White House, not its owner, and that his lease is running out. One member of the Cabinet not Judge Black is known lo protest bitterly against this course of the Union and the removal of democrats from office. Had the spirit of proscription not been acted upon, the year which hns gone by would not have been so discreditable to the Administration. J6?fTlio trial of Isttac Newton, tor the murder of William Phillips, took place at the late session of the Spencer Circuit Court at llockport, and resulted in the conviction of the accused, of manslaughter. He was sentenced to twenty-one years imprisonment in the psnitentiary. , 8J"TIk' Bowling Green Democrat urges tiie importance of a geological survey of the State. We hope that a competent geologist nmy be employed, and that a full report of the vast mineral resources of our State may be given, so that capitalists within our borders and from abroad, nifty know what a rich field for capital and enterprise, we possess. Eis? The Washington correspondent of the Now York Herald, states upon authority, that there is no foundation for the state ments made by Washington correspondents, that. Secretary Cobb intends to recommend nn increase of twenty or twenty-five per (wt duty on tea and coffee. Sg?" The free bread for the puor, which was announced for distribution in New York on thanksgiving day, was not forth-coming. The whole affair was a mean hoax, which deceived hundreds of poor people into waiting from fen till three o'clock in the afternoon in vain for the promised relief. Hogs. On Monday, at Terre Haute, there was a- decided downward tendency in the hog market, and sales wore made at 5 50( & 75 for good hogs. ; The fame disposition k manifest at Cincinnati and other points. Holders are eager to make sale"?, and buyers rather disposed to hold off. TU Governor' Message. 'Senators ano Representative : . . Previous to the year 1852, provision was made in this State for annual sessions of the Legislature, but the members of the convention who framed our existing constitution believed that biennial sessions, after that period, would, in ordinary times, be sufficient. They provided, however, that when in the opinion of . the Governor, the public welfare should demand it, he might call a special session of the General AssembI.V. The thirty-uiuth session of the General Assembly, which adjourned on the fith day of -March, 1857, did not pass any low for tlie purpose of raising a revenue for the years 1857 and 1858. Until that time it was confidently hoped by the people of th State that their Representatives tvonld at all times be willing to provide the : necessary means to sustain every department of the government, established by their Constitution. They also expected that provision would be made to support every benevolent Institution they had approved. General Assembly. But a new Legislature j having been elected, I have at the earliest ; practicable day exercised the power to which ! I have before alluded. " ;
Although the Legislature failed to appre- j . .1 1 ciate the means which were then in the Treasury to SHStain the interests for which they had been raised, the Administrative and Executive officers of the State believed that such was the regard that the people of Indiana had for the government they had established such their anxiety for the maintenance of their constitution, and the support of their laws, that it was their imperative duty to apply the money in their possession to the purpose for which it was collected. From the adjournment of the Legislature, those officers have endeavored to sustain every interest of Indiana, as provided for her by her constitution and her laws. They found that the laws of the State provided that the Auditor, Treasurer and Governor were authorized to procure money to pay the interest upon the public debt. Believing that the welfare of the State would be promoted by paying such interest, a loan was negotiated on the 22d of June, 1858, with the Board of Commissioners of the Sinking Fand, for one hundred and sixty-five thousand dollars, which was applied to the payment of such interest. After the State has undertaken to pay all the interest and principal of her debt, her sovereign integrity demands that herobligaationS3jhould be redeemed. Sec. 1 of art. 9 of the constitution, declares that " It shall be the duty of the General Assembly to provide by law for the support of Institutions for the education ot the Deet and Dumb and of the Blind, and also for the treatment of the Insane." No appropriation wa3 made by the Legislature to sustain those Institutions, but the money was in the Treasury the clear provision of the Constitution that those Institutions should be supported, the officers of 1 the State thought should be supported and executed, and accordingly they applied the funds in their possession to that purpose. The officers of the State have been ' enabled,by an economical administration of the public funds, t thus far sustain every department of the government, and pay the interest on our indebtedness, leaving a ballance in the treasury of $131,342 28, without making aay loan except the oue to which I have before alluded. No tax having Gld. levied forlthe years 1857 and 1858, all,the resources for sustain ing tne government, or maintaining 113 credit, will, at an early day, be exhausted, unless the Legislature shall provide a reme dy. I recommend to you, therefore, that at as early a day as possible, you take into consideration the condition of the treasury, and that a tax be levied for the year 1858 The report of the Auditor ol State will exhibit to you the amount which it is esti mated will be necessary to raise. If the tax is levied at once, it can be collected in time to meet the ordinary expedilurcs of the government. It will be necessary to negotiate a loan to meet the interest which will 1 due upon the public debt upon the first day of January, 1859. No difficulty will be found in negotiating such loan, provided the levy is mad for the year 1858 Justice to the residents and owners of the property of the State demands that the cx penses of the government should be paid by them equally, according to the value of their property, lo secure so desirable a resuit it has loner been the policy in Indiana to have frequent, valuations of all the real property within the State. Accordingly, on the 13th of l ebrtiary, 18: I, an act was passed to appraise the real estate, and to make the value of the surue equal and uni form. Since that tune no act ot the Legislature hns lieeu passed ordering a new ap praisement. In tue meantime the increase in the value of that kind of property has been very lnrce. If that increase had been uniform, a necessity for a new appraisement would not exiüt. But since the -passage of that law, a great difference has arisen in re ference to the relative value of real estate When the last, assessment was made there was but one railroad completed to Indian apolis, from any point in the State, nor were any other of the existing works finished. You cannot but appreciate the effect that those roads have had npon the valuo of the property of the State. Indeed, it has so in creased the value of such property, that it is confidently believed thnt a new assessment would show that the taxablea of the State now amount to four hundred million dol Iura.' If this view of the subject is correct, it is manifestly unjust that the revenues paid for the support of the government should be levied upon the appraisement ot 1851. At my request the Directors of the State Prison have made a partial report as to the condition of that Institution. You will ob serve bv an examination of that report that the new cell house has been finished, but even now. after' the same has been com pleted, sucn is tne limited capacity 01 inai institution thnt it is impossible to retain with safety, or employ with profit, more than three hundred and fifty convicts. The num ber which will be confined there bv the first of January, 1859, will4," in all probability, amount to five hundred. You will therefore see the absolute necessity of either greatly enlarging the existing prison, or of erecting an additional one in some other part of the State. In view of the prison being located upon the southern boundary of the State, thereby causing a heavy expense in transporting the convicts fiom the van ous counties, and believing that a rr tion of the laborbf the inmates could be more profitably employed in some other locality, and relying upon the adrice and opinion of those most experienced 111 managing such institutions, that three hun dred to three hundred and fifty convicts are as luanyas should be confined in one locality, I accordingly join with the Directors and Warden of the Prison in recommending to you that a law be pasted at an early day, providing for the erection of another State Prison, and that the same be located some where in the northern portion of the State, Little can be done towards the erection ot said Prison until the spring- ot 1859. II it should ha regarded by you as desirable to use the laIor of a portion of thecoiiv icts iu the election of said prison, one hundred and fifty to two hundred of them ccould beemployed forthat purpose. If voii should decide to pass such a law, provision should be made for she purchasing of more land for the use of 1 he new, than lielons to the State adjoin ing the present prison, mere are gen erally conliued in the prisou many who could be profitably employed 111 raising necessaries for the support, of the Institution. I have thus briefly called to your atten111 those interests of the State which de mand, in iny opinion, your immediate ac tion. I have done thus in the hope that a few days only of your time will be required, deterring to make any other recommendation until yon assemble tit the regular session, which will be on the 6th day of Jarnary, 1859. A Novel Expedition. An expedition of an unusual character, and highly interesting in a commercial
point of view, is about to leave our shores. A number of respectable persons, of various ; j i 1 - - 1 1 .I-.: industrial pursuits, accompanied by their families, design to sail shartly tor an island in Central Oceanica, one of the Papuan groupe, with the avowed object of establishing a colonial settlement for. the cultivation of sugar-cane, cotton, coffee, and othor tropi cal products, with the abundant and cneap free labor to be obtained from portions of the Molar Archipelago ; also, to establish a free port for the exchange of products with the people of the surrounding islands, which shall become an entrepot of the trade with China and Australia, and available as a coaling station and for the supply and re fitting of whaling ships in the Pacitic waters. The objects embraced n this scheme of colonization and trade, have within the last two years engaged the attention and received the approbation of several Departments of our National Government and of commercial bodies in different parts of the country. The House of Representatives, in a report, No. 307, Thirty-fourth Congress, Firstj Session, recommends that we "open the trade of the Malay Archipelago, at points where Hollaud fails to make good her pretensions to an exclusive intercourse," and suggests that "private enterprise will be abundantly sufficient to accomplish this end," if protected by the Government ; and says, furthermore, in this connection : " Let that surplus of energetic force which frequently manifests itself by restlessness at home, or in adventurous and ill-devised enterprise, be turned into this opulent channel, and it will become a source of strength at home and a theme of admi ration abroad. The Boston Board of Trade, reviewing this report, in a memorial acU dressed to Congress, published by the board in 1857, urge upon the attention of Con gress the propriety and importance of despatching " an envoy to negociate treaties of amity and commerce with any independent tribes or states of the Archipelago, which may be found there of sufficient power and importance to warrant so doing." - , . ' It is not the policy of our Government to take the initiative iu enterprises of this character, but it is ever ready to protect the enterprise of pnvate citizens, in remote lands with which we have had no previous intercourse, by the establishment of diplo matic and consular agencies ; and we are informed that the promoters of this new American enterprise in the South Pacific, have been assured by the Executive that the expedition shall le protected by an official appointment. The scheme now presented is a novel one, and may appear somewhat romantic in some of its aspects;, but weire u39tired that it is the result ot much careful personal olservation at the point of settlement, and that it has been carefully matured. Our present relations with China, which obtains from the Malay and Papuan islands the greater portion of the raw staples employed in her arts and manufactures, renders I he es tablishment of a free entrepot in the eastern portion of the Malay Archipelago, under American auspices, and to become in a measure an American Singapore, an event ot signal importance to our Lasleru and Pacific commerce.
