TTE8DAY MOUSING... NOVEMBER 231 Condition of Mexico. News n-ceived by additioual arrivals from this unhappy country increase the probabilities of her speedy and certain approach to a condition which is not only deplorable, but well calculated to fill the mind with wonder. Occupying no mean position, and circumscribed by no narrow boundaries upon the map of the world favored with a climate requiring but little exertion upon the part of her inhabitants to obtain the necessaries and comforts of life with a seaboard which, although not so favorable as that of some of her fellow nations for the expansion of her commerce, still amply sufficient to give her a respectable commercial positioncontaining within the Losom of her soil many of the valuable mineral products which, properly used, ought to be an unfailing source of wealth and revenue claiming among her mixed population a fair proportion of mind and intelligence, enough to make her all that she should be, a power on j this continent she is blc&sed with all the ingredients and qualities which generally characterise other countries. Yet, one thing Mexico lacks, and in this, moro than anything else, is the secret of her condition, viz: national pride. While the people of every civilzed country upon the face of the globe are characterized by instinctive love of country, the inhabitants of Mexico seem to be wrapt up in individual selfishness of disposition, and practice love of self-aggrandizc-mcnt in preferenca to that of national glory. In her annals for twenty or thirty years scarcely a single instance can be referred to, when power has not been warped from its legitimate channels, and used for individual gratification. Alvarez and Coinmonfurt appear to be the only exceptions during many years, to the universal rule of outrage, prostitution and destruction. It is unfortunate for the country that when the former overthrew the miserable government which the revolution, that he headed accoumcomplished, ho did not possess the vigor, de nied him by his old age, nor the statesmanship of which he was deprived by his inexperience to assume the helm of State. His example is the only approach to self-devotion for his country's sake, which can be be perceived in Mexican history. Commonfort, whom he placed ia the Presidential chair, was too weak to retain the reign of government for any time, and with the power of the clergy against him, soon succumbed to the' prevailing condition of things. That there is sufficient intelligence among the public men of Mexico, to redeem her from her apparently helpless condition admits of no doubt, but the want of virtue in their midst, will, judging from the past, forerer preclude them for her redemption. Late intelligence denotes that Alvarez intends to make auother attempt to restore order in the midst of chaos. If he accomplishes what he is about to undertake, the fate of Mexico may be postponed, but the events which have occurred .during the past teu years, and the present distraction pervading in nearly every State of the Confederacy, and the apparent impossibility of peaceful government within her borders, denote that it can no i. be avoided. The Scgau Manufactct.e. The sugur canc W.13 introduced into Louisiana, (it an early day, from the West Indies, and cultivated to a small extent iu the neigh borliood of New Orleans. Xobody at first imaginincd that sugar could be made out of it. The juice was boiled into syrup, which sold jit extravagant prices, In 17ÜG, Mr. Bore, residing a few miles above New Orleans a man reputed for his daring and hii cnergy formed the desperate resolve of making gugar ! He increased his cultivation, put up the necessary buildings and machinery, and procured a sugar-maker from the AVest ladies. The day appointed for the experiment had com, and the operation was under way. The inhabitants of Xew Orleans and the coait, had assembled there in great numbers ; but they remaiucd outside of tha buildiug, at a respectful distance from the sugar maker, whom they looked upon as a sort of magician. The first stroke came, and he said nothing ; this thy thought fatal, but still they remained fixed to tli3 spot. The second stroke was out; the sugarmaker carefully stirred the first, and then advancing towards the assembled crowds, told them with all the gravity of his craft. "OentlcmcH, it grains." " It grains '." was repeated by all. They all rushed to see the wouder ; and, when convinced of the facts, scattered in all directions, greeting everybody tbey met, with "it. grains!" And from the Balize to the Dubuque, from the Wabash to the Yellow Stone, the great the all-absorbing news of the colony was, that the juice of the cane had grained in lower Louisiana. It did grain ; it has continued to grain ; it grained the last season at the rate of 215,000,000 pounds ; and, if no untoward action of the government prevents it, in ten years it will grain to the extent of more than double the quantity.jgjgf It is understood that members of Congress from the Northwest will make a great effort this session to open a mail route to the Pacific, by way of Minnesota and Oregon and "Washington Territories, similar to the Southern route. Tbey assert that the service can be performed on that route in fifteen or sixteen days. Kiiockinu Catastrophe. A most sad and p.fllicting accident happened last Thursday, at Mooers' Clinton county. Five men lost their lives, by the collapsing of a flue in a fctove factory, worked by steam. Three ol the deceased are heads of families in very poor circumstances.
623 In view of the recent outrages and murders in Baltimore, the Mayor of that city has transmitted a message to the Common Council, urging the necessity of increased
vigilance on the part of the authorities, in maintaining the supremacy of the laws. Mayor Swann attributes the lawlessness which pervades the city of Baltimore to ganized Government, by what he calls a , partizait pres.,' among others, which he says, has paralyzed the arm of authority. The existence of low drinking houses, the carry- ; ing of concealed weapons, and the defective organization of the criminal courts, contribute also to strengthen the cause of row- ' dyism and violence. There is no doubt that in Baltimore, as well as in other large cities of the Union, the weak administration of ; criminal laws and the ease with which j malefactors can escape the penalty of their j crimes by means of legal shifts and quib- j ble3 has done more than anything else to ; swell the catalogue of crime. j Erg. On the Central Park aloiu, there are employed j soma four thousand men two thousand : eight hundred on the Park proper, and over a thousand on the niw reservoir. When J the frost comes the larger portion of these . must be discharged, and so it will be to j some extent with the employees on nearly ' all kinds of work. After the recent hard times we fear that working men have uot been able to lay anything by for a rainy day, and the probability is that we shall witness much privation and suffering during the coming season, . unless the charitable wealthy extend bounteous largesses to the needy. ßgyA gentleman writing from Chicago says: "As I stroll over the city, the evidence stands forth in street after street, that the law of progress has been partially stayed in this city, the past year. But few new and fine buildings appear Lere and there. And the number of tenements in almost every block that were labelled "to let," "for sale, or long lease ;" " this lot for lease, on long and easy terms," &c, betrayed a laxity iu real estate affairs that requires no commeut. And I notice, also, that very many of the buildings had that rather mythical, as well as usually substantial sign upon their doors, "boarding," evincing a necessity for the turning of such an honest penny, within doors as well as without." The Governor of Arkansas, in his recent message, directs the attention of the Legislature to the importance of rigidly enforcing the laws which forbid free negroes from residing in thatState. He proposes, however, that a sufficient sum of money should be appropriated out of the State Treasury to defray the expenses of the indigent to other places, and to provide means of subsistence for them for some sime after they reach their new homes. He also suggested that Feme of them might choose to enslave themselves to obtain comfortable homes and to remain iu the State as slaves, and recommends the passage of law to enable them to do so. BF, On Friday morning last, at Cincinnati, a man named Thomas Phillips committed suicide near the Little Miami Railroad depot, by throwing himself upon the track in front of the locomotive, 11s the morning t.ain was passing East. Scarce a whole bone was left in his body, and Iiis face 1 and head was so mutilated ns to be beyond recognition. His death must have been almost instantaneous. It appears that the deceased was taken ill some two weeks ago, and upon his recovery complained much of his head, and since that time has c idently been insane upon he subject of religion. A contest is going on in Ala- ; bama relative to the succession of Gov. Fitz- i patrick in the U. S. Senate. The Governor ' is the present incumbent, but there is a par- I ty which favors the pretensions of Wm. L. j Yancy, a leading Southern advocate of the revival of the African slave trade, and one of the originators of the " Southern League." Hogs. At Lafayette on Friday a large lot of extra 'heavy weight, sold at ?." 50. The ruling price for average lots is not over $5 UO.
