He says Mr. Dowllng-, the resident Trustee at Terre Haute, was among the ! earliest and most strenuous advocates for the extension of thc Canal toEvausville, and did as much good by his pen and personal exertions, as any other man in thc State, to accomplish it. ' " The Trustees, he says, have always regarded the Canal a3 a unit, and never entertained the idea, for a moment, that one portion of the Canal could be neglected without detriment to the interests of the bond-holders, a3 well as the citizens of the State. They have never passed any order, norgiven any instructions that, in the slightest degree, gave preference to cither end of the C.VuaL" Tha reports, says our correspondent, " that have been made from time to time, show that the expenditure yer mik; on the canal, South of Terre Haute for repairs, have been nearly as great as Korth of that point, notwithstanding a great many old structures have been rebuilt on the Northern portion.'1 Our citize" will admit all that our cor respondent fcsse.-ts of the views and act3 of : the Trustees ve have never doubted but they were fully persuaded that no portion of the Canal could be neglected without prejudice to the interests of the bond-holders and the people; for they would be very dull men if they did' not think so nor has it ever been alleged against them that they were ever weak enough to place upon record evidence of their partiality by passing ordere expressly in favor of one section to the neglect of others and no ona denies but the expenditure for repairs per mile on the southern section have been as large as I those made in the North. But this rigid j equality of expenditure is one of the chief j subjects of complaint. A new portion of a canal is subject to far more casualties, and demands more frequent and expensive repairs than the old and firmly settled parts. Moreover, it is notorious that our section of the canal was built "upon the cheaps," and in a manmer to involve the least possible expenditure, and in a way to fulfil the contract with the Slate, and to answer thc first temporary purposes. It has, consequently, needed unremittiug care aud extraordinary expenditures to keep it navigable. Neither has it received. 'We judge of the management by the success of the enterprise. We know that sagacity, activity, and attention will extort great results f.oin badly constructed public works. A total failure is, of itself, a condemnation of its management in any business. If the Trustees have been impartial in their attentions to all parts of the Canal, there must have been "a masterly inactivity" throughout their Superintendence; for never was one of them seen upon this section of the Canal till Dr. Barton was elected to the trust. Our correspondent says that on the Petersburg!, section the most difficult to keep in order. Mr. Osborne was placed because of his long experience and known ability as

The writer u fearful that the attacks of the newspapers are "likely to prevent that good feeling towards .the wort throughout the State that we are likely to need so soon to enable the Trustees to maintain the work at all." The newspaper attacks are nothing more than the mutterings of the feelings which the past management has already aliened from the canal. The newspapers cannot deprive it of what it has already lost. If a Trustee shall be elected as deeply intrc3ted in Evansville as Mr. Butler iu Toledo, and a3 Mr. Djwling is in Terre Haute, both ends and the centre will be carefully looked after, and the interests of tho points will be likely to keep thc intermediate spaces ou the line navigable.
