SQk. The extra Session of the Legislature is commenced for to-day, and a deep interest is felt to learn from the message the especial purpose for which the Governor has professedly railed them together. If the message is given to the State ..prjuter before

its delivery, we shall probably receive a copy to-night for Monday's paper; if the Governor-withholds it till after it is read , in the House, vre shall be unable to procura a copy of it till Monday. Tho Telegraph , this evening will probably give a synoposis of the message and the proceedings in organizing the Hous. The most reliable classification of the parties in the Legislature that has appeared is one made by the Terre Haute Union, which shows that every measure involving political feelings must be carried by concession and promises. In this enumeration the Union nas placed the number of antiLccompton Democrats too low, and the Lecomptonites too high. There are indica

tions of a union between the two wings of the Democratic party which may " block the game " against the schemes of their op"ponentä. If they can combine and draw to themselves one or two of the Independents in the House, the combination will have affairs all their own way. The Legislature dow stands as follows : There are 13 Republican Senators holding tver ; and 1 1 Republican and 1 American Senator elected at tho late election : which makes 25just one-half of the Senate. There ore 10 Lecompton Democratic Senators holding over, and 12 more just elected, making 22. And there are 3 a nti-I.ecom ton Democratic Senators just elacted. The

Lecomptonite3, 22 ; anti-Lecompton Demo crats, 3 ; American, 1. The House stands

Republican, 44 ; Lecomptonitn, 45 ; antt-

Lccompton Democrats, 4 ; Americans, C;

This classification shows that neither the

Republicans nor Lecomptonitcs have con

trol of the Legislature or of either House.

Tho Republicans and the single American

Senator together, have just one-half of that

body, and if they have no assistance from

the anti-Leeomptou Democrats would fail

in everything they undertake, by the cast

ing vote of the Lieutenant Governor. If the anti-Lecompton Democrats unite with the Lecompton Democrats, and leave all the others together, the Senate will be tied on nil important questions, putting every question in the power of the Lieutenant Govarnor, and thus securing a Lecompton triumph. The Republicans and the Americans united have just 50 in the House one half. With tho Whig, they havo a majority of but one. Add to this the Lecompton Democrats, and it gives 5 majority. If the Lecompton and anti-Lecomptoa Democrats unite they will have 49. Upon a joint ballot vote they stand thus : Republicans, 68 ; Lecompton Democrats, 67 ; anti-Lecompton Democrats, 7 ; Ameri

cans, 7 ; Whig, 1. As the General Assembly consists of 150 members, it requires

75 to elect any officer on joint-ballot, and

neither party has so many. The Republi

cans fall short of it 8 votes, and the Le

compton Democrats, 9. The Republicans

and Americans together tall one short, but

united with the Whig have just the nunv

her. The Lecompton and anti-Lecompton

Democrats fall 2 short. The Republicans

must be moderate in their demands and con

cilsatory in their course, or they will find

themselves in powerless minority.

At tho recent session of the Board of Directors, held at Indianapolis, orders were passed fixing rules for closing up such of the

Brauches as were prepared for such a meas

ure; authorizing them to pay to the stock

holders any balances of money remaining

after disposing of their real estate and un

available debts and other property, and prop

erly providing for the redemption of their out

standing circulation. Although the bank would not be legally liable for its outstanding issues after the first of January next, yet every voice was in favor of a full and certain provision for them, as long as one dollar should remain to come in. It was considered as due, not only to the public, but to the reputation of the bank itself, that this should be done. A bank which, during its whole existence of over twen'y years, has enjoyed a credit and character so enviable, could not well do less than justify the

confidence and support accorded to it during

60 long a period, by providing for its out

standing notes and securing the holders of

these, the last of its unpaid obligations, from

a loss. About half the Branches will be able to close up fully befi re the end of the year, with only small ltts .-s on a sale of their uncollected debts and unsold real estate losses which will in some measure be compensated by the gain in contracting for a protection of the outstanding circulation. It is estimated that a considerable amount of the notes outstanding have been destroyed and will never return for redemption. It is considered, however, by those who have examined the results of other banks in winding up, that the loss will be much less than gen

erally supposed. Good money is apt to be taken care of, and not largely to be lost or destroyed. Among the branches which will thus be settled up and closed is the Branch in this

city. This Branch during the twenty years of its active existence has paid to the stockholders an average dividend of ten per cent f v annum, and has (including a dividend be paid to-day), paid them back the par ;f iheir stock and fifty per cent over, and in 1 "ag up will pay a further dividend of .. the other debasing and corrupting influences which have been brought to bear upon

weak, venal, or needy members of Con

gress. I was deeply impressed by the silent but eloquent witness of this fact, when the drawers of Feiidletou's desk were opened,

yesterday, and numerous bills, relating to

schemes beiure l.onprcss, were exposed to public view. The mincry and wretchedness and degradation inf.L-tcd upon men and

families by these hells arc appalling, and even the imperfect disclosures which have

reached mc, accidentally, exhibit a state of morals in Congress which would astonish the country if exposed. Some of these gamblers, and others who are concerned as capitalists with them, are openly employed

as lobby agents, lroiu their supposed ability to control votes through obligations incurred by members, and the fact is one of common town talk, that their tables are the

daily resorts of a large class of such voters,

in preference to the hotels. This thing has

assumed that serious shape when publicity

becomes a duty : lor, strange as it may seem, the influence has so ramified that it was

feared, nt one time, in the early stages of
