8s2filr. II. X. Hudson, editor of tbe Terre Ilaute Espress, tbinks the Evausville Journal is much disturbed because he "intends to be a candidate before the - Legislature- for State's Trustee of the Wj &tE.: Canal." In thi3, the gentleman is under a serious misaphension, for the Journal 13 most "serenely Indifferent"' in regard to his intentions in that respect, being fully persuaded that bis intentions however determined they may j be will be of little avail. lie has an ' impression, also, that no living being but the editor of the Evansville Journal ever had a suspicion that there was any influence at Terre Ilaute inimical to the interests of the Southern portion of the canal.' The gentleman has many things to learn before he qualifies himself for, or attains to the canal Trusteeship, and among others he will probably " be impressed with the conviction" that the people of the Pocket have no favorble opinion of the Terre Ilaute mauagement of the canal. , The reasons ho gives for retaining the control of affairs at Terre Ilaute, and for electing himself to the Trusteesa ip,3i eso char acteristic of the old canal dynasty at Terre Haute, and of the aspirant who is presenting bis own claims to office, that we give. .him the beuefit of quoting them at length. He eays: ; , , Is the editor aware of the fact, that the Trustees of this canal have long since purchased valuable real estate 'in this city Lave erected thereon substantial and permanent buildings, in which all tha business of the canal is now, and will, in all probability, continue to "be transacted ; that since the arrangement between the State and its bondholders, the business of the canal has been transacted here, and that the idea of moving the business from this to any other point, is as improbable as that the State will ever again assume the ownership of the canal? It is true, as the editor says, ft Trustee may learn as much about the "condition " of the canal at any other point, a3 well as here, but at the canal oflke,-in Terre Ilaute, is the only place where can be found the full estimate of the receipts and expenditures of the canal- the amount re ceived for the sals of lauds a full report of all the transportations, and in short, everything that is necessary the State should know, in relation to a matt.r in which she has so deep an interest. Aside from any personal considerations, we are fully convinced, that if it is important in the future, that the State of Indiana should be kept posted in regard to all the business pertaining to this; canal, the Trus tee, whose business it is to look after the interests of the State iu this particular, should reside at Terre Ilaute, and give his entire attention to all the transactions belonging thereto. .-, Apart, hawever, from the consideration, 'ih at as all the business of the canal is trai: acted at this point, the representative of the State's interest should be here all .the time, attending to Iiis duties, .we will now give further and material reeasons why this should be. The salary given by theState to her Trus tee is 82.000 per annum. As a general tiling the Trustee gets this amount fjr about lour visits to this city each year, and remaining two or three days each visit $500 for two or three days work ! He then goes home and pays no further attention to the duties of the trust. But this is not all, he charges for his traveling expenses in coming to and going from this place, and also his expenses 011 the way, and hotel bills while here. This makes an additional expense to the State of between four and six hundred dollars tr annum. All this would be saved did the trustees live at this point.' Then, in a lin.inci il point of view if no other, the Legislature should select its Trustees from the many competent gentlemen who reside nt Terre Ilaute, or from s mic one who would make this city his residence who would give the business of the State his entire attention, and not make the ofiice a complete sinecure, paying a respectable salary, and receiving almost no service in return therefor. The time is fist approaching when the State of Indiana will desire to know all aliotit the financial condition of the Wabash and Erie Canal, and her agent ought to be able, at any time, to put her iu possession of this knowledge. As we stated the other day, on the information of a superintendent, the canal has been reduced to half its capacity and draught of water at a point on the Southern division, and this city deprived of all beneficial use of it, for the lack of 5000 appropriation ; but we did not know that the funds which should have been reserved for this es sential work, had been expended to " purchase valuable real estate and erect substan tial buildings thereon in Terre Ilaute, in which all the business of the canal is now done, and will continue to be transacted" AVe were simple enough to suppose that the 1 rustces wouid nave made tne canal passa ble for boats, first made it available for the use for which it was designed, before making investments in valuable real estate and substantial buildings, in which to keep its revenues, and the control of the business at Terre Haute. Iu the eyes of its candidate, Terre Haute is the focus to gather and disseminate all light upon the interests and management of the canal. To the outside world, it has, in this respect, heretofore been any opaque spot, and we fear the luminary of the Express will not make it more brilliant, if we jndge by the light he displays in the present discussion. He promises to give according to his ideas of the duties of a Trustee most earuest and constant attentiou to the accounts and cash of the canal, iu order to be able to answer every question, iu figures, that the Legislature may, at any time, ask. He will, besides, watch unceasingly the States' interest in this great work. As the canal was not built with the primary view that its accounts might be accurately kept, nor as a St.Ue speculation, but for boats to navigate it and curry from one end to the other, the productions the country, and enrich and benefit the people, down hero we think it more important to look after the breaks and leaks c-: tho 1::iq oft' e cnntl, than in the line of ; .c-. ! ;: ;..rt-.- nre :ra-c. tue latter r.f very otuaii ucuouut, tiad tiiev urj ti' urj fc'O A .a beautifully less, Ve do not want acouu'.i g ti)W9 ekrk. hut an energetic, pruutkal man,

Up to this period thi3 city has beca disappointed in all the results anticipated from the work fur which she made sueu exertions ; and as she believes in a good measure by the neglect of those who havo had charge ot it. Our citizens arc resolved, if possible, to test the correct ness of these impre. sicrs, had by securing the election of an efficient., inan, see if it be not possible tokcrp the Southern portion of the car.nl in uavigabla order, a part of the rear at K-r.st. '; The c.tndidalc who resorts to the humbug of talking about saving, Sü00 or C00 per annum to the Stale for traveling expenses, when neither salary nor expenses is paid by the State is certainly uuworthy of the offue. The Slate, by resolution, years ago. reduced the salary of their Trtistcc--which is paid by the canal from $2,000 toSl200; but the co-Trustees, in violation of the law, have continued to pay the State's officer the old salary of 2,000, and, as it now appears, $500 or ffiOO beside, for two or three Tisits ou the railroad to Terre Haute ; $2,500 or 2,600 is paid out of the collapsed treasury of the canal, when the State has declared 51200 to bo all its officer shall exact. This is the manner in which the resources of the canal are squandered, while the canal is go--ing to raiaj fur t'.is w:intjof appropriations for essential repairs.' ' The Bond-holders and the State ha 1 both butter agree to transfer it to a private company, who, will accept it and keep it in order. It now affords a few sinecure places for social droneg, while tho thing is little better titan a nuisance to the people. Its management must be reformed or it will soon go to ruin. . Gov. Hammond's Sju-ecH. Among the agreeable evidences of a re turn to more patriotic sentiments and loyalty to the Union at the South, is the remark able speech of Senator Hammond, made at a meeting at Barnwell, S, C, on the 27th of October. Mr. Hammond ha3 been one of the most ultra of the disunion party of South Corolina ; but his recent speech is filled with sound, practical views, and wise counsels. From the innnifestations of a change of views in such Hieu as Hammond and Jefferson Davis, we may indulge with confidence a hope that sedioral strife "and bitterness are about to be allayed, mid more national and fraternal feelings restored between the North and South. Senator Hammond says he has always re garded the Kansas-Nebraska bill as a delusion for the South. The Missouri Com promise, which it repealed, was iu fact destroyed when Congress refused to extend the line through California to the Pacific; and the right of the people of any Territory to frame their own organic law it recognized, was one inherent in our system, and one which Congress can neither give nor take away. The Senator next proceeds to speak of the Lccompton Constitution, iu which h-i uses this remarkable language : " I confess my opinion was that ttie boutn licrselt should kick that Constitution out of Congress." But the Southern members thinking otherwise, he deferred to their opinion and voted fur Lccompton. Having disposed of the past, Gov. II. then proceeds to speak of the future. He says that he himself was for many years favorable to a dissolution of tlie Union as the best means of remedying the evils under which the Smith labored. But of late years he has thought differently. He does not despair of the South and the North getting along harmoniously ami peacefully. IJesays the Southern States have lot their equality in the two Houses of Congress, and in his opinion will never regain it. He sees no territory within our reach out of which slave Stales can be made. To icouire Cuba a war involving the whj'e world would be inevitable, and to make slave States out of Central America or Mexico lie regarded as out of the question. The (luve n r proceeds to speak of the trum;! s which theJSouth has won with n the ast ttiirty years. The taiKf has been reduced, the vast system of internal improvements has been broken up. and the Bank' of the United States crushed. From the foundation of the government, up to within the last thirty years, Southern men were themselves divided on the question of slavery. Thousands f Southruers thought it' possible that slavery could be got rid ot". There is now no such division; no Southern statesman thought of abolishing slavery, and to that extent the South are now united, lie gives it as his opinion that the abolition fanatacism h:ts about reached its culminating point that the tide has begun to ebb, never more to tlow that if the Republicans fail to get into ofiice in 16C0, they will be no longer able to keep up their organization as a sectional party ; and he expresses his opinion that S.eward, Chase, Wade, and Hale, care nothing more for slavery than docs Buchanan, Bright, cr Douglas. Senator Hammond concludes by saying that in his opinion the true policy of the South, which he believes is destined to forever remain in the minority, is to conciliate those northern men who are disposed to do her justice, instead of driving them off by entertaining suspicion of their fidelity, ashas iöj often been the case. The family is allied to the most eminent uames in New England. 235 The Providence Journal estimates the costtcGovernment of Major Emory "g official report upon the Mexican Boundary Survey a work ordered by Congress during the administration of Gen. Pierce nearly . three times as lxuch as thaorall the books in the Astor Library. It is to consist of only two volumes, but they will be profusely illustrated' with maps and engravings, many of which have been ordered iu Paris. It seems that, while Government is willing enough to expend 300,000 for the printing, binding and engraving of a book, in two volumes, it has more faith in American authors than American artists. The letter press is entrusted to an army officer and the engravings are sent to Paris to give patronage to French artists while our own are idle at home. This is the policy of a Cabinet professing to be intensely patriotic and Democratic, and earnestly devoted -to the progress of the people in wealth, science and the arts. This is a little worse than the Scotch contract for water pipes: ! A Fatal Mistake. The Princeton Clarion says, that on Monday last, Mr. William Garner, of Gibson couniy,be:ng unwell from an attack of bad cold, took a dose of what he supposed to be sulphur, and also administered portions to his wife nnd a brother about twelve years old. All three were soon taken violently ill, and upon ex:uuination they discovered that they had . swallowed, through mistake, a part of the contents of a paper containing hog-cholera medicine which was composed of sulpur and arsenic. Cn Wednesday morning, notwithstanding the physicians who' wer sent for did all in their power to iffectacure, Mr. Gamer died, but we are happy to state that his wife and little brother are in a fair way t ) recover. The deceased was a young man high'y respected by those who knew him and was just getting his home comfortably fitted up when this sad accident terminated b's life. tif' It is rumored at Washington tUilt the President's message will contain agrand annexation sclicnne -to the South."
