There are in all probability i as good coals on tbe line of the Indianapolis ; and Terre Haute Railroad, as can be found I on the banks of the Monongahcla, yet InI dianapolis has bad to rely- partially oa the I latter, brought six bandred miles by bnzardhis and costly navigation, and 100 miles 1 owt a railroad. - i " r T f There is now as much folly in bringing f English and Belgian coals, incorporated iuf . . to cotton cloth and hardware, to the JndiI ana coal fields ; and it Is a singular anomaly that we arc, at this momeut, expending " more of oar coals, labor and capital, in the Ä ! transit of materials and their product out of i tbe shortest and natural line of direction than would suffice for the conversion of the materials into the product at home ; and it ' is a pregnant fact that the value of our la- ' bor for the last ten years misapplied in this respect -would have built and equipped, on '. this central coal fluid, cotton mills of sufli-
' cicnt capacity for the manufacture of our 1 whole cotton crop, and the consequent doubi ling and possibly quadrupling of our exports j and corresponding imports. We have the ' power, tht bor, and tbe money, and stu- , ,' pidly use them alii in sending abroad our bulky and rude staples, and bringing back j a small portion of the product as a full j equivalent. , -. ' These are argnmenU too palpable and ' plain to be resisted. The coal fields of the lower Ohio are to be the' future sites of the ! largest manufacturing cities on the. coutineut; their advantages are ; proven by the J limited experiments already made in manufacturing, of which . the Cnnnclton mill is ; the most conspicuous illustration. Mr. Smith
says: s 1 Our experiment of manufacturing cotton 1 at Caunclton, in a first class western mill, j has been, as a whole, ; eminently successful, j The incrvase of this branch of industry here I and at other favorable points 'on the coal ; sections of the State, is as certain as the I fact that, in nil the older countries, manuf factiirinj facilities, far inferior to ours, have 1 invariably attracted a. dense and thrifty j manufacturing population. I have not the j present leisure to discuas this more fully I than to say that our cotton goods arc equal to any of their class nude elsewhere , that nr labor is, to say the least, as abundant, i efficient and reliable as can be found; that p we have an advuutago in the convenience, i quaiity and cheapness of our material, over the New England mills, and on the fixed ; capital employed, of about ten per cent, per ; annum; that our subsistence, power and j heat are cheaper than can be obtained in any i manufacturing district ; and that we need only a full set of cotton mills and the home supplies of auxiliary workshops, which such a set of mills would employ, to show a less ' cost of spinuing and weaving the great staple j of our country, than can be shown in any ! cotton mills in Europe or America. j Evnnsville is as favorably . situated as . j . Cannclton. By a shaft, three hundred feet j deep, coal can I had everywhere around ' her. Her facilities of transportation .by j river, canal and railroad, for procuring the
raw materials, and for the distribution of
j manufactured products, arc unsurpassed by ! any place ou the river. By making known ! the local advantages of Cannelton, Mr. Smith says a million of foreign capital has in a few years.bcen attracted to that point. A proper I knowledge of our resources and advautagct
might have brought double or three times 1 that sum to this city, and quadrupled the value of its lauds and houses. It would only have required the nsc of a moderate degree of intelligence a little public spirit a union of effort among the. citizen-, and the consumption of a keg of Printer's ink and fifty reams of paper, to have accomplished it. The press is a power greater than 50 r five hundred horse power steam engines, to attract and accumulate wealth iu a community. Our people have not yet learned
to use ii or to appreciate its value. If Congress should pass, the coming winter, a tariff bill that will impart confidence to investments iu manufactories, and give a new stimulou3 to manufacturing enterprise, this is one of the chief point to which its attention should be attracted. The worhshops of. New England, must be finally iranslercd to the food, and to the coal and iron mines of the West. We arc in the cen tre of the finest and most extensive field of both ore and eoal,' on the continent, with lines of natural and artificial communica tions, radiatiug in all directions from us.

' - ry profits. - ; --:- ' Mr. Smith's proposition,' that I we pay more far.thd transportation 1 of our agricultural products to the manufachirer and for tbe freight of the "manufactured goods which wa get from bim in exchange, than it would cost as to manufacture tbe goods at borne, is worthy the serious consideration of every citizen. Tho calculation is easily made, and if it be truo, that the expenses of sending for aud getting our goods be equal to the cost of making them, we, in effect, earn them twice, or, in other words, throw away one-half of our labor, or make it worse than usele?s. , Frofevsor Mitchell' Lecture. The Indianapolis Citizen iu commenting oa the course of lectures on astronomy, "by Prof. Mitchell, just closed in tbat city says tbe persons who heard those lectures, throughout, are to be envied. " The speaker was talented, and highly eloquent, thoroughly versed in science, and gifted with .a faculty of imparting Juforaiatioa which few 'men possess. Besides the incalculable value of bis lectures as a means of diffusing solid information,' their worth Is beyond all price, when we consider the deep spirit of reverence which pervaded them, and the bountiful stream, of praise to God which flowed frorrthem. Tbey furnished to poor, feeble man a bright, goldcu chain of celestial light, to lead him up through Nature to Nature's God.;. .. '. ; -. The goodMn fluances of these lectures will be seen and felt from this time onward. They have awakened a spirit of scientific inquiry in the minds of many who never thirsted " after such knowledge ; .and this spirit will not cease its action. It will pry ye more into the mysteries of Nature, and taking other fields Chemistry, Geology, Physiology, etc. will nt be satisfied so long as there is a phenomenon unexplained, or a "mystery unsolved." When the course was proposed the citizens seemed indifferent and the press was silent and apathetic, but the Metropolitan literary institute, a young and inexperienced association, says the Citizen, " undertook this venturesome scheme'at the peril of their pockets, aud in the midst of discouragement, have given the peop!c of that city an inestimable mental boon. They will, we know, be remembered gratefully ; aud when they give another similar course of lectures on some other leading science, we hope they may be able to realize some profit from their labors, to be expended in providing a library for their enterprising society." We have heard Professor Mitchell's course, and know its deep interest and value, and wchavebeen very solicitous that it should be repeated in this city for the benefit of our citizens. If our Library Association had the courage to take the venture, we are confident the enterprise would pay ; aud we arc sure the citizens who should improve the opportunity to h?ar it would give most grateful thanks to those who should prepare the way for the intellectual feast. The lovers of true piety, those who profess to be ready to make auy self-sncrilicc for the promotion of genuine religion should labor to bring Prof. Mitchell here, for the revelations he makes of the marvels of creation awaken a deeper conviction of the Creator's power and good ness and incite more ft-rvent feelings of adoration and devotion than the dry platitudes of the pulpits will arouse in a year. Ltt the lovers of science, religion and education unite in the efforts to bring Prof. Mitchell here. EXECCTIVE DOCTKINE OK ScJCTTEtt SOVER EIGNTY. The Executive organ, the Wash ington Union, of the 7tU inst., has a leading elaliorate article, upon the question of Squat ter Sovereignty in the . Territories, in which it denounces the doctrines of Douglas, and virtually adopts the Republican creed of the full aud exclusive jurisdiction of Congress and the Federal Government, over the territories. It coiitends that the Supreme, ultimate authority, iu respect to the Territories, is outside of them, and not in the hands of their inhabitants till they are organized into a State. It says: One of the great merits of the Dred Scott decision is the total extinguishment it gives to the dogma of Squatter Sovereignty in the Territories. It utteily negatives the idea that there is any original jurisdiction or legislative authority in the Territory,' and nascrts that all authority therein is derivative, coming from without, and not inherent in its inhabitants or tribunals. Ila whole theory in regard to authority in the Territories is, that what Congress cannot do with respect to them, therefore their own tribunals, which are the mere agents and creatures of Congress, cannot do; that the supreme ultimate authority of the Territories resides outside of them, and not irilhin. Thus the Supreme Court takis direct issue with the advocates of the squatter sovereignty doctrine, that the prime ultimate source of authority in the Territories, is iu its people icithin, and not in the 1,'aited States, icithout. . jX- T"c Indianapolis Citizen saj3 that Jesse D. ' Mrs. Gouldy is rapidly recovering, and is out of danger. - No hopes are entertained that the father can recover. He has recently manifested consciousness, but does not know the fearful end of bis son. . He is aware who it was that wounded bim, and supposes that the boy is in prison. His physicians aud attendants, of course, are careful not to let him know the true state of the case, and it is likely tbat he will di n happy ignorance of what has transpired. The two servants are also past hope. ' JAn Interesting little girl, about 12 years of age, named Anna Cora Wilson, died last week in Boston. Tlie Atiit says: She possessed, in a more than ordinary degree, a bright iuteilect, and a winning, happy nature, and had won from her teachers, and all with whom she was acquainted, not only respect but sincere admiration. During the last few days of her tile, she is related to have seeu angels hovering about her bedside, with whom she conversed, and her closing hours were made radiant with happiuess by the celestial visitors. " j?Tbe Sheriff of Marion county, on Saturday night last, succeeded in arresting quite a numberofhis friends, and taking them to on eating saloon, where a supper of quails, oysters and other delicacies were served up. The arrests were . totally unexpected, but very agreeable to all participants in the feast. His term of office expired on Friday, the 12th of the present mouth, which affords an explanation of the cause of his thus treating his friends. ' LvDiAjurous Citize.v.
