The Tragedy at Cincinnati. Charles Cook and William Sieter, the two yeucg tneu who killed a frail woman ia abtotbel ia Cincinntti, have been committed fej the examining magistrate, upon a charge of mordur ia the first degree. The case has caused an intense excitement , The Gaxcltt gays "before the prisoners were brought into court, the side walks and passages leading to the court, through which the prisoner must pass, were filled with anxious faces to get a sight at the persons who were accrued. The Court room it3elf was filled to its utmost capacity. The windows, benches, and lobbies were taken possession of by tho crowd, many of whom supported themselves by the wall, gas fixtures and the store pipe. Inside tho bar there was a crowd of anxious friends of the young men, who stood iu a eelid phalanx about the tables occupied .by counsel and the reporters,, .listening to eery word that was uttered by the witnesses. No legal examination that has occurred in a long time has excited oa half the attention. Throughout the examination both Cook and Seiter manifested less feeling than many persons we Lave seen upon the prisoner's bench, who were charged with simple assault Cook appeared thoughtful, although be evidently did uot fully realize the position in which he was placed. Setter talked freely to his counsel, and made frequent suggestions, and had the appearance more of a spectator than an actor in the scene in which o many anxious listeners seemed deeply interested. On their way to the jail, Cook had but little to say to the officers. Seiter, on the contrary, talked and laughed freely, and expressed the utmost confidence in his final acquital from the charge of murder. He seemed to be impressed with the belief that he could not be convicted. There are now confined within the county jail six persons who are awaiting their trials upon the charge of murder, as follows : Michael Doer, wi o killed a man near Mount Pleasant, by shjoting him through the head with a gun ; Charles Kendal, who brutally beat Vm. Gregory to death with a washbowl ; Michael Julg, who stabbed his wife to the heart iu the 17th Ward, a few weeks since; Augustus Ward, who stabbed John L. Mortimer, two or three weeks ago; and Charles Cook and William Seiter, who were yesterday committed to await their trial for killing Kate Baarcau, on Saturday night last. Who will not say that the " liberty of the knife " ha3 followed fearfully close upon theadrocacy of the "liberty of the cudgel," in our criminal courts. What a coiumentarv 13 furnished upon a recent judicial decision in the Common Picas." Change In the Condition of Ireland. The Encumbent Estates act of 1849, which authorized the compulsory sale of landed property, whether held by peer, squire, or squireen, to pay the just debts of the nominal owners, has wrought a great change. It has substituted a solvent for an insolvent proprietory, a paying- fpr a much indebted dynasty of landlords. The measure, originally temporary, is permanent now, and the Lauded Estates Court is as much an institution as tha Court of Chancery itself. In the nine years since the Commissioners first sat, 3,547 absolute orders of sale hare been made. The estates thus sold were disposed of in 11,024 separate lots; the number of ceuvevances executed (each giving an incoutestable title) was 8,364; there were 8,258 Irish purchasers, and only 324 English, Scotch, and foreign purchasers. The money produced by the sales of encumbered estates was over 23,000.000. Large as this amount is, 20,000,000 have been paid by Irish purchasers. Here is the cause of tho happy change which has improved Ireland so very much of late years. The former tenant has become the purchaser of his own holding, in numerous cases, and is doubly thriving under the change. Political Agitation is at a discount a nation which is prosperous does not care to go in for rebellion. gQf Mr. Raynor, the eminent politician jf North Carolina, has written a letter to a political committee at Wilmington, Dela ware, in which he condemns Mr. Buchan an's Kansas policy, and avows himself an advocate of protection to American industry, which he declares to be a national, and nat a Northern question. Many able supporters of a protective tariff will be found at the South, in the ranks of the American party, in the discussion of the tariff question nest winter. In the Senate there are Crit tenden, Bell and Benjamin, who have not discarded their old whig doctrines on this question. Orgaiilzatlou of tlie Legislature. The State Journal makes an appeal to the opposition members of the Legislature to be at the capital as enrly as Thursday night preceding the meeting of the Legislature, that a preliminary meeting may be held "to consult as to the course of action to be taken in the organization of the House, and transacting the business of the session." King cancus is to be installed, and an attempt will be made by him to usurp, as in times past, the control of the Legislation of the State. All consultation in regard to tbe public business had better be held in the . halls of Legislation aud before the public, after the House is legally convened. Got. Everett, proposes to devote a part of the approaching winter to the delivery of his claisii: oration upon tbe character of Washington, in the cities of the Union which he has not yet visited. On his visit to South Carolina last winter, all the Railroad'C'owpnnies in the State tendered him the fijjcJu.u of their rjads for a year. Mr." Winans, the wealthy locomotive builder in Baltimore, who was one of the contractors on- the Moscow-- road, has published a card, denying the slander of the English papers. He says . , The inquiry naturally arises, how snch reports originate and get into circulation ? The .answer may be found in the fact that English engineers and manufacturers entered into rery strenuous competition with the Americans at the time of the original employment of the American engineers and manufacturers by the Russian Govermcnt, and that this is one of the many efforts they have male to compensate themselves for their disappointment, by aspersions on their successful antagonists. The superficial examination of the latter paragraphs of the article, will disclose the spirit which dictated it. After making the pernicious stab, the writer assumes that the matter will be hushed up to prevent the public scandal which will attach to "so many persons of the highest rank and im portance who are comprise! in it. .Judicial OJäiccr Elected. BSf Thos. C. McCreary, Esq., of Davis county, has consented, at the solicitation of gentlemen of both parties, to allow his name to be used as acaudidate for Governor.
