MOS DAT MORNING..... ...OCTOBER 24 Indiana School of Practical Sciences.We have received the circular of the proposed Indiana School of Yf aclicat Sciences, to be established at Net? Harmony, under the charge and superintendence of Dr. David Dale Owen, his brother, Dr. Richard Owen, with a number of eminent scientific gcntle- : men who have been associated with thern in their scientific labors' This school is one of ' the peculiar and pressing wants of the day, I and the gentlemen who have instituted it are pre-eminently qualified and most fortunately situated for the enterprise. " There is no place, but at Havard University, at Cambridge, where there is so much talent and learning in the corps of teachers and such ample means for illustrating the theories and problems of science are to be found, as will be secured to the proposed Institution of the Doctors Owen. New Harmony has always enjoyed an atmosphere of science and litera ture which has developed a rich harvest of talent, taste and knowledge in tbc study of naturs. It has been the residence of Maclure, one of the founders, and for many years President of the Academy of Natural Sciences, in Philadelphia; of the great mineralist, the late Dr. Troost; of Thomas Say, the n.itu.alist; of Luesure, the naturalist in La Perouse' voyages; of the father and brothers Owen, all lovers of science, and " eminent studenU of nature.. A place that has been the home of such men must be a fit locality for a scientific school. Its mu seums of natural curiosities its laboratories and libraries in all the departments of na - a. tural science, are not surpassed by any in the country. Dr. David Dale Owen und his able corps of assistants, will devote their cervices to the institution when not engaged in the field of their public avocations. M Dr. Richard Owen, who has been for several years a distinguished professor in the Nashville University, will give his un divided attention to the Institution. ' Mr. Lcsquereux, an eminent Naturalist, and the associate of Agassiz 'will ' be professor of Botany. Dr. Elderhost will be professor of Analytical Chemistry, and Dr. Cox will lec ture on Palaeontology and Natural History The extensive laboratory of Dr.; David D. Owen, occupying a large three story stone building, will be open to the students of the Institution, as well as his unrivalled musucum of natural curiosities, and din grams. There are advantages and means of education collected at this interesting place, that could be secured for a college at no other place, without the expenditure of sums wholly beyond the reach of a new In stitution in the West. The distinguished talent that will preside over it could not be enlisted in the service of any other Institu tion at any price. The announcement of the design, must be, we should think, suffi cient to secare its success. . We wish the Institution could be located at Evansville. but the transfer could not be made without th removal of New Harmony and all its Course of the beautiful Wabash and a tran fer of its luxuriant bottoms. A Pacific Railroad. The new relations of China and Japan with the commercial world, and the impor tant acqusitions of Russia upon the Eastern coasts of Asia, will soon produce a vast chaage in the navigation and commerce of . the Pacific. The trade of Europe with Asia i3 to be through Amerisca. The Loa don Morning Post, in discussing the subject of future intercourse with China, soys " the time has arrived when the sccntcr of the Commercial world must be grasped and held by that power which shall be able to maintain the most certain and rapid communication between Europe and Asia." It asks : Where is the oceanic line to pass? Th rough a dozen or more of the sovereign and free States ot the Union, every one of which has its own interests to consult, or through that wide-spreading territory whicn belongs exclusively to the British crown?" The Post goes on to point out, that by the extension of the Grand Trunk Railroad in Canada, the TaciSc can be reached by building a road 1,000 miles long. While our Executive is giving its attention aud expending its energies to crush Douglas, and elect its Glancy Jones and Bill Englishes, the English Ministry are snatching from our grasp the sceptre of the commercial world. While the President is mixinghimself up in sectional feuds and dabbling with the lowest demagogues in local politics, and decapitating disobedient post masters, the English Ministry have been quietly surveying a railroad route from the head of Lake Superior to Pugent Sound, ahd have actually chartered a company endowed, it is said, with a capit d sufficient to construct a continuous line of railroad from Halifax to the Pacific Ocean. The engineer who has surveyed the route from Lake Superior to Pugent Sound, does not hesitate to report that the face and configuration of British America i3 "eminently adapted fur railroad purposes." This subject is enlisting a deep interest among capitalists and has the anxious attention of the Government of Great Britain. Discerning in the priorty of its completion and management the guaranty of that commercial supremacy which may -be made to turn upon the construction . of sach a work, the far-seeing minds of the B.itish Government and people seem disposed to take time by the forelock, and thus, by their greater energy and dispatch, to more than compensate for the absence of . those natural advantages which might obtain in a more southern route, which w are foolishly neglecting. CS? The courts of Pheladclphia have decided that the notes of the exploded Bank of Pennsylvania must be received by the Trustees in payment of debts due the bank. In the 53 claimed by the Republicans, we notice three Messrs;) Elythe,: of Vanderburgh, Edwards of Vigo,.nd John S. Davis of FloyS who call themselves Old Whigs,and who have steadily refused to identity ttiemBelves with the Repnblican party. It is true that they are opposed to the Administration, but they will not lend their aid to any ultraisms, nor will they, in voting for U. S. Senators, assist in elevating to tfcat position any Philadelphia plattorm, . Congressional Sovereignty advocate. They are ust t s independent in this respect as are me anti-LecompU n Dem cit", classed as Imkpence ta as against the Administration. There are others in the list whom we . beieve to be independent in their sentiments, viz: Messrs. Urecory ot linio unci öwitzerand, Duvall of Boone, and Boyd of Lawrence. There m tv be ethers. We couUi-take the Democratic list and spccifxjfline who are mentioned as Democratic Bcprcseatativcs but who are doubtless independent, but as the Democratic force in the House falls into a minority, it would be h.birlost. In the Senate, the Republicans count 35 members 13 who hold over and 22 new. Of these, Messrs. Anthony of Floyd, and Robinson of Ohio and Switzerland can not be counted as Republicans "through thick and thin.' - Of the Democratic Senators io, according to the Sentinel s count), three Messt-V Jones of Eartho'omew, Cobb - of Lawrence and. Martinr and Connelly of Greene and Owen are open and avowed enemies of the Administration, while there are several whose hostility to the President Lecompton policy must lead them to oppose Messrs. Bright and Fitch,' and make war upon the Administration in any attempt to procure an endorsement for its Kansas policy at the hands of the Legislature. We can mention. Messrs. ils-m or Johnson and Jennings, Fish of Ripley, Johnston of Putnam and (.lay, Gooding or fahelby and Hancock, and Wallace of Montgomery, as these men, all of them having been mdentified in the Douglas movement. We have said cuough to show that this Legislature is made np of all shades of political opinion, and that no party has a 'ma jority. hen it comes to 'electing L nited States Senator and other officers the Opposition may be able to nnitc, by apportion ing the officers out to the various parties composing it. They can bring on an elec tion in no other way. The conservative Popular Sovereignty sentiment must be re spected, or nothing can lie done. It is evident, therefore, that all calcula tion based r.pon the political proclivities of the members of the new General Assembly, are futile. The' dissenters in that body from the two leading faiths held by the larger portion of its members, are not the men to be whipped, coaxed, or bribed into the work of either of the Federal parties. Thev will hold the balance of power, and we may . liken them to' the' regulator of a steam engine, preventing it from going too fast or too slow. Minxksota Election. It appears probable from the returns that the Opposition have a majority in the Legislature of Min-"-nw-trcurftv, - menrj br wnoni were to be elected this fall ; of the seventeen holding over eleven were Democrats and six republican?. Of the new members, the Republicans have elected thirteen and have a prospect of one or two more. The House consists of eighty members. The Republicans have elected thirty-three and the Democrats twenty-eight; nineteen counties yet to be heard from, in which it is supposed the Republicans will elect nine members, giving forty-two out of eighty. B-afAt the Memphis Fair several gentlemeu undertook to do up a little chivalry for the edification of the ladies, in imitation of gallant knights engaged in a grand tournament. The eonsequence of their wonderful exploits was, that at the first charge, several of the knights got badly sprained aud bruised by being pitched over their horses' heads. One individual was thrown from his horse, run over, and hail several ribs broken. The horse of another became unmanageable and ruu head-long over the judges' stand, scattering judges, chairä and tables in every direction. - EST An attempt was made to murder a Clergyman in the pulpit at Lafayette on Sunday last, On Sunday evening about eight o'clock, a Frenchman, named Barriers entered the Methodist church, and took a scat in a front pew. Ina few minutes he drew a revolver, and pointing it at the pastor, Rev. -M. D. C. Crawford, discharged one of the barrels. The ball passed close by his head, on the left, striking the wall of the pulpit behind him. The congregation WR3 in great excitement. The man was seized and handed over to the police. On his way to the station house he told the officers that Mr. Crawford had insulted him iu his morning sermon. He was insane. A MAX Till ES TO CUT OFF HIS 0W HEAD. A correspondent of the Vevay (Ind.) Serielle, writing from Carroll county, Ky., states that a few days since a party of men were raising a log building ; one of the company, a young man named Thomas E. Sarcery, suddenly left his work, and seizing an axe, cut several sevore gashes on the top of his head. On attempt being made to wrest the weapon from him, he brandished it in the air, t'rreatening to kill any one who approached him. He then laid his neck upon a log, ar.d was about to chop his own head otr, when his companions managed, after a desperate struggle, to secure h!m Sorcery is described as being an intelligent, upright man, and had never before given evidence of being insane. ESSj" Last week a man named Martin Walker, living near Morgantown, North Carcliua, blew out his brains wish a shot gun in a lit of temporary insanity, induced by strong drink.' He was twenty-five year3 old aud left a wife and one child.

The name of the gay deceive? is said to be Cole, formcaly of New York, but now the proprietor of a drug 6tore iu some small town in Arkansas. No Intimation was given of his future intention, or anything said to throw light upon his mysterious conduct. The company were all dismissed, and the slighted bride that was' to have been, retired to her room to wcep. Cakneltox. Taking into consideration the permanent growth of Cannelton, the amount of capital already invested, we cannot too highly recommend this sale as a rare'opportuntty for investment in Cannelton property. Tell City; which- in its growth has eclipsed any town of which we have had any account, is but two miles below us, and the day is not distant when the legiti mate expansion of the twottowns will make a continuous city bordering five miles on the Ohio river. There is not to be found on the Western rivers a locality so favorably situated for building up immense industrial enterprises, and there is no doubt but in a few vears property will quadruple in value. Persons desirins to own propcrtv in this place will find this a most favorable time, and we hope to see the sale largely, attended. - -' " " figS, A Cincinnati paper notices the last solitary banquet of a "Inst man's'' club in that city. The Bulletin contends that California, in a few years, will produce wools equal to the finest Australian, so desirable in the European markets. This fly, he said, will always prevent the successful cultivation of cotton in India and Africa, whereas in Texas that insect is destroyed by the cold of the winter, which usually lasts about fifteen days. Michael Elk, who murdered his wife in Cincinnati, a few days ag? by plunging a knife into her bosom, gave as a reason for the bloody deed that she had the phthisic, and had kept him awake all night by her hard breathing, lie would, he said, kill anybody who disturbed his rest.
