England has a landed aristocracy, which has ruled hitherto through the two Houses of Parliament. France is goTerned mainly by a military aristocracy, although the Imperial jtowcr appears to be supreme. Even Hussia in her nobility has frequently found a power paramount to that of the C&ir. We have ulao an aristocracy which controls all political movements. We must not look for it in rnoit (rifted. It is not one of talent, or wealth, or family. It is to be sought in those who unite a certain share of popular declamation with the arts of political combination. The men who guide the machinery of mucuses constitute our aristocracy. It is the aristocracy of deraajrogueism. It is as potential as any otlicr on the face of the habitable globe. All power is concentrated in its hand?. Whatever may be the const.tutional distribution of authority; however may be the adjustments and balances under : our organization, Federal and State, the f power lehind all these is found in the clique i f politicians who prepare the measures m well as nominate the candidates who are to carry them into effect. The people appear to exercise their will voluntarily in the selection of their agents. This is a delusion. The act of casting their votes is only one of empty form. By p rearrangement everything ha been done tor the voter by the dcraayouc3 ia caucus. Political power with us is thus in the hands of a com pj rati rely limited number. Thia'conMitutcs them an aristocracy, the oligarchs of the American republic, as much as the Venetian Senate was the sole source of authority in that republic. It is the concentration of all political tower in the hands of those who rule iu the fecret conclave who frame the resolutions hiding the covert purpose under pompous common-places, and who move the machinery by which the whole is consummated under the appearance ot popular sanction. This is our aristocracy, in whom all substantial political power resides. It b:ts become f-o much the habitude of the country that it has become ingrained in our M etern. It is striking its roots deeper every i dav into our political soil. And until the I people will rise in their might and majesty of their power, throwing off this tyranny of the few over the uisny, the American people will be under the influence of cliques and .... . uhirh Caucuses consign them to political j bondage. The cout luaion from this view is that the theoretical plan of our Government is seething quite different from its practical action. Uur cytt.Tu presupposes, as the foundation of the ogcniy for making the laws, tae free and independent movement of the people This is the fundamental idea in what Is ca'led popular sovereignty ; but instead of this republican maxim, the action of the masses is only secondary. The actual operation is in broad contrast with the theoretic scheme of our political institutions. It is not the people in whom resides the sovereignty, but the ambitious and intriguing few who make it appear that they are the organs instead of the possessors of the sovereign power. In one word, we axe under the ioiniuion of an Aristocracy of Demagogues. ) The lit atens. At 17 minutes past 3 o'clock this morning, occurred the Autumnal Eqninox. The equinox in astronomy, is the time at which the sun passes through the equator in one of the equinoctial points. When the sun is in thi equator, the days and nights all over the world are of the same length, and this gies the name, of equal-night. The equinoxes do not divide tbe year into portions of equal length, for as the sun is at tbe greatest distance froa k earth in the summer, and the angular motion in hi3 orbit is consequently slower, the inI tcrval from tbe vernal to the autumnal equi- ! nox is greater than from the autumnal to Hie Vernal. There is no Arithmetic sufficiently subtle and comprehensive to estimate the amount of force which these seven days and a half of sunshine are equal to. For it is a theory, ingenious and plausible, that force is the direct product of the sun's rays. Some meteorologists hold that to tbe sun's tarrying longer in the Northern than in the Southern latitudes is to be attributed the higher mean j temperature of the Northern Hemisphere.
