There is no party among the people in favor of requiring for the Administration ofafrec State a greater imputation than has been deemed requisite for the admission of a slave ?tatc. e do not even know a Northern Lccotnpton Congressman who dares avow to Iiis j constituency that he is in favor of this disi tine ton. On the contrary, these men are dis tinctly proclaiming that they are willing to admit Kansas with any constitution she may legally frame, without reference topopulation. The advocates of the EnglUh bill, who voted for, and secured its passage, publicly an-v nounce, wherever they address the eoplc, their determination to disregard its provisions. For all practical purposes, there arc none so jtoor ai to do reverence to the English bill in the North not even its own authors. It may lte, indeed, that these Congressional candidates are insincere in their professions. This we think probable. Having been false to their constituents once, they may be false again. It is certain that they would cheat someltody either the South, which relies upon their adherence to the restrictive principle which they endorsed by voting for the English bill, or the North, to which they now proclaim their determination to admit Kansas without reference to population. Hut, for the present, we sjtcak of a victory gained, krause noYvhcre in the North can there be found any considerable ltody of men willing to avow themselves in favor of the original Lecompton movement, or the principle enilodicd in the English bill. Everywhere, indignant thousands condemn both these measures. The Lccontptonites argue that, inasmuch as the votes polled at the late Kansas election are nearly equal to the vot of the ordinary Congressional districts of the country, her population must be nearly equal to that required by the English bill. They forgot that Kanzas is settled, to a great extent, by young or adventurous men, many of whom -are unmarried, or have left their families in their old homes until they could provide new ones for them. The proportion of women and children to the number of voters is much smaller in Kanzas than in any old settled community. So that a con siderable time must yet elapse before Kan tis will jtossess a population of 93,000, and if her admission is delayed beyond I860, the ratio will be about 120,000. But these very same Congressmen who have voted for the restriction in the English bill will be called upon, at the next session, to vote upon the admission of Oregon, and although she has a less population than Kansas, we presume she will be admitted. Why, then, should an unjust discrimination be enforced against the Territory of Kansas, and men be punished and proscribed because they will not, "like scurvy politicians," get "glass eyes" through which ther can see ft reason why a slave State should require ft less population than a free State? The Enclish bill requires that a census 1 siiould be taken as a preliminary to me formation of the new Constitution, but we

all the 44 forms of law" without such ft census, and why should not a new Constitution, fairly formed, and fairly ratified by the people, be equally binding? If such a Constitution goes to Washington, the honest and enlightened sentiment of the country requires the admission of Kansas under it, notwithstanding the strange measurements of justice and Democracy Bet up by the Administration! and no man should be Mi 'lowed to enter into the Congress or 1859-CO who cannot be implicitly relied on to faithfully represent this sentiment. DIU English. We have been present in the District and witnessed three canvasses made by Bill English for Congress. We have CTcry reason to lielieve, front what-we have seen, that there is no exaggeration in the following statement from a correspondent of the Indianapolis Journal, of his infamous course. There is not in the Union a more unscrupulous trickster a more daring and reckless liar - trying to gain the suffrages of the people. Refusing to meet his adversary face to face, he is skulking about the district,re-iterating his falsehoods unchecked and uncontradicted. Hist vanity, too, is equaled only by his blockhead edness. The writer, living in IUrrison county, says the little village of LaconU has received ft visit from Mr. English, the veritable author of the English-Compromise Measure. He U now engaged in canvassing the Second District for Congress. For reasons, which can lie readily inferred, he has refused, as you arc prolably aware, to enter into a joint canvas with his coni'tctitor, Mr. John M. Wilson. As might tus expected under these circumstances, his speech abounded in lies and misrepresentations without numl?r; in fact, I am confident that the meanest and lowest jMilitical hack that the Democrats have in this county would hardly have stooped to such meanness. Hut the English bill is his peculiar hobby it was the savor of life unto life the salvation of the Democratic party, and, through it, of the country at large. This part of his speech had more than Rentoniau egotism iu it it was the concentrated extract of self-praise the quintessence of the im- j mortal rjo. The country was on the eve of dissolution. Four Southern States had made preparations to form a Southern Confederacy. The Administration was paralyzed. The Democratic parly was sejarnted into conflicting elements. A general chaos existed when lo! the bill which originated, which wrote, and which was sharp enough to first think of, aptears over the troubled M aters, and all is pence and harmony; Wondrous change I Kansas, which had been the scene of carnage and bloodshed, Itccame a eaccful haven of rest, and the happy jteople hail lcat their swords into plow shares and pruning hooks. Honfires and rejoicings of women and children had hailed the passage of hU Hill at the Xoional Capitol. Confidence was restored tetween the two sections of the Union, and (he didn't say it, but thought it no doubt) the chances of Senator Toombs calling the roll of his slaves from Hunker Hill Monument, increased a hundred fold. Hut some people though they were few, he was happy to say charged that there was a discrimination in that Bill in favor of slavery. The imputation was false. There was nothing of the kind in it, and he rather thought lie ought to know what was in that Hill. Did it not provide bat when there was enough population in the Territory to entitle her to one Heprcsetitative in Cougress, that she could apply for admission either with or without shtveiy ? Was thefc any discrimination here? As to the point that she might have adapted the Lecompton Constitution, and come in with slavery with only 40,000, you know I knew that she would never do it.
