EVANSVILLE, IND. TUESDAY MOHXISQ.-...... SEPT. T Cincinnati Clearing House. We understand that the proposed Dearins House or bank of general redemption, 'which is about goiig into operation at Cincinnati, and which, it was first proposed, to make the general agent for all the banks in Ohio, Indiana and Kentucky, has refused, at last, to admit the Indiana banks to a share in its management, upon equitable terms ; its managers seem to hare concluded to make it an exclusive Ohio institution, to be conducted for the sole advantage of. Cincinnati and Ohio banks. Its chief object will be to collect the bills of the Indiana and Kentucky banks and run them home, in order to secure the Seid of circulation for their own bank notes. The operation of this institution well be more active and disadvantageous to banks of neighboring States, than the runs maintained bj the Cincinnati brokers. The latter have no inducement to run the circulation home upon the banks only when they can make & premium on gold or exchange; but this Ohio bank agency will run the circulation of other banks home, to fill the vacuum with their own notes. They will be constantly picking up Indiana bank notes, wherever they
can find them, merely to substitute iu their place their own paper. They will be constantly pressing, therefore, upon our banks, and endeavoring tor reduce their circulation; which will have the effect to lessen the extent of their discounts and accommodation. The Indiana banks proposed to furnish one half the capital, on condition they should hare the appointment of either the president or cashier. The Ohio people wanted the supremo control, and in accordance with the usual Cincinnati policy, rejected the overtures of the Indiana banks. Our banks must establish an agency of their own, or adopt some other means to counteract this selfish Ohio scheme. If Cincinnati is beet on usurping a kind of illegitimate financial supremacy over the West, the best way to cripple her attempts, is to attack her trade. Let the people of Indiana keep their trade and currency both away from Cincinnati. Our banks will be obliged to withhold their accommodations from merchants who deal directly with Cincinnati, as every dollar paid out to them will be equivalent to an issue of gold, for the bills given out to Cincinnati dealers, will be returned upon the banks at once for redemption. The banks of Ohio may gain by the operations of this new institution, but it will be no benefit to the trade of Cincinnati, in our opinion, unless organized upon a more liberal and equitable policy. - - The Penrose or the English Swindle. Senator Clay, of Alabama, has written a Utter to his constituents. He says the ac tion of the people of Kansas, unlcr the English bill, "may keep her a Territory for many years, where under the Nebraska Kan sas act and the Drei Scott decision, South rons have a right to carry and hold slaves.' This was the object of the plot that pro duced the English bill. The conditions of the bill were framed to force Kansas to main out of the Union till after the next Presidential election, in order that she should not give three votes against the Lccomplon candidate for the Presidency. This was the object of Xiblack's vote, and it is to aid in consummating this fraud, that he refuses to change his rote, and sustain her petition to be admitted under another Constitution. Since the Lccomptonites cannot subdue Kansas, they are resolved to deprive her of the power to rote against them. A Fatocu Kills his Daughter's Seducer. At Fincastle, in Virginia, on the 2Cth ult,, Mr. H. M. Bowycr, a highly esteemed citizen of that vicinity, walked into the Fincastlc Bank, and deliberately shot the President, Mr. James McDowell, Sr., inflicting three wounds, two of which are thought to be serious, and may prove fatal. After the shooting, Mr. Bowycr walked across the street and calmly surrendered himself and pistol into the custody of a peace oßiccr, who it is said, permitted him to depart to his borne in the custody and keeping of Capt. C. Breckenridge. Mr. Bowyer remarked that be would be ready to return whenever called lor. But little cxcite:ucnt prevailed. The thing seems to be Ulktd of as a matter looked for by many. A letter says Mr. Bowycr is, in all respects, one of our rcry best citizens remarkably gentle and courteous iiThis intercourse with his neighbors, and peaceful in all his counsels. These known traits of character in Mr. Bowyer invest the occurrence with an interest entirely different from ordinary shooting affair?. Toe Cascaitt it Rocktort. The Democrat of Saturday, says there were four instead of two children, in the house that was blown off the bluff on Thursday night. It saj3, "the house was blown over the rock, and falling about seventy-fire feet was literally stashed to pieces, and horrible to relate, Mn. Glensbecklu was killed out right, and cr four little children were all niore or less mankO,but not killed, though it is thought enc or two f them will die. The accident occurred abcut teu o'clock, P. M. and soou after the alarm was given the citizens rushed to the scene or disaster, and rescued the little fuffcrcrs from among the rubbish and timbers. It is a wonder that the children were not all killed. The house Btood on stilts v it were upon the very edge of the rock, and the wind must have lifted it up sad turned it bottom upwards, as it cemed to strike upon the roof. The American Slaver. The slaver captured by the . Dolphin, and carried into Charleston, S. C, prorcs;tohave been the General Putnam, built in Baltimore, and formerly employed in the coffee trade between that port an4 Rio. She sailed from New Orleans on the 5th of March last, with a captain, two mates, eight seamen, a cook, steward, and one passenger. On the 5th of July she shipped 455 slaves at Kabenda, on the West Coast, not far from the Congo river. She was 47 days reaching the coast of Cuba, during which one hundred and forty-one of the poor wretches died and were thrown overboard. Although the law makes the slave trade piracy, and affixes the penalty of death upon all found engaged in it, yet, notwithstanding the numerous arrests, no one has ever been convicted under it, either in a Northern or a Southern court. The officers taken from the slaver have been carried to Boston, but the crew were taken in the prize to Charleston, S. C. Whether the crew will be tried at one place and the officers at another is not known. Wherever they may be tried it is predicted they will escape hanging. One of the crew has written a letter to the Charleston papers, ia which he declares the blacks on board the slaver were well treated, well fed, and kept clean up to the time of the capture of the vessel ; yet the
mortality was terrible. Speaker Orr in a recent speech to the people of his Congressional District, expresses the following jnst views upon the proposition of a few men at the South, to revive the slave trade. Upon the plea that the African is benefitted by being reduced to slavery by christians, he says : "Are we to constitute ourselves judges of what will improve the condition of other nations and proceed to execute that judgment against their consent ? If the argument is worth any thing for the African, would it not apply equality to the Kurojiean or Asiatic? How many jof the sons and daughters of Europe and Asia would "be elevated in their moral and physical condition if they were transplanted, even as slaves, to this country! Could they lie numcrvd by less than hundreds of millions? Would it be right to constitute ourselves their judges, and then !crome the executioners of judgment to make them slaves? Away with euch doctrines aud principles ! They have no foundation in Immunity, philosophy, morality, or religion." The Charleston a paper that has advocated the revival of the slave trade insists that the present laws shall be executed so long as they exist. The law requires the President to send all Africans rescued from captured slavers back to Africa. The Wir says : "As the law is explicit iu relation to their disposal, it is to be hoped that every respect will be aid to its requisition, and that all false sentimentality will be laid aside. Any effort to rescue or kidnap them would fail, as the most complete armed wntch and piard will be maintained by the Federal authorities and tniops here, but such effort would subject the parties attempting it to treatment as a treasonable mob. It is evident that the (JovernnH-nt official here have no discretion, and have simply to perform their duty under the above act. Proper resjaxt should be paid alike to their action aud motives. Nor should a Christian humanity be shocked by the inevitable return of these Africans to their own country, as every care will be taken of them. They cannot be permitted to 1 enslaved; nor wouldU be dttotf.-uf in" the United States as free men. They arc savages, whose condition on their return to Africa w ill Immaterially ameliorated. The crew of the Echo will la? tried for piracy under the nit of 18J0. Although this is a despicable law, it it law; and it is to be hoped that South Carolinians will have the moral courage and law-abiding souse to do their duty muler it. Let us rely on executive clemency to abate its harsh and terrible exaction?. If the Echo had first come into the hands of the State authorities, the crew, ship, and negroes would have lccn disjioscd of under the State act of 1833, which is very severe. Bat now, although the vessel and Africans are within the waters of the State, they came here under Federal capture and authority, and must remain so, subject to Federal disposal under Federal laws, and cannot be brought under State jurisdiction. No conflict of jurisdictions can proptrly occur. The Charleston Mercury says r.s the captured Africans were landed and parsed to Castle Pickney wharf they presented a sad and aftevtiu: sight, which was closely observed by all present. Many were rcilu'-cd to walking skeletons, and some evidently in a dying condition. A few cases indicated dropsies, and there were instances of hernia Some also exhibit traces of other diseases, but a goodly number were apparently in health. Many of them arc very young. When the Putnam was first boarded by the officers the crew aud officers all professed to be passengers none would admit they belonged to the crew. They belong to all nationalities, and although there are a number of Americans among them, they deny, their nativity. They arc said to Ik? a desperate looking gang. To TuBAcro Chewehs. Within a few years pait, tin foil has come into general use in the plate of paper, as an article in which t put up chewing tolucro for general use. The change was convenient, and the new article grew into favor among tobacco chewers. At first consumers had to pay a pretty good price for it, but of late ti e article has been cheapened. But it has just received a blow that we think mnst terminate its entire use. It is now asserted, and with severe experience to support it, that the tin-foil has dangerous poisonous qualities. Two cases have just arisen that are calculated tr give a great celebrity to this belief. Pulice Justice Bragg, of Detroit, and a prominent citi zen of Cincinnati, ha3 been attacked by severe strokes of tuiralysis, induced, as the physicians declare, by the poisonous influence of tin-fuil used by tolacco venders. The Terre Haute papers of Saturday, contain the following account of a sad disappointment : - , It appears that a certain young gentleman had become enamored of the charms of & blushing young widow, and the flame being mutual, they concluded to try the time-honored custom of petting married, and yesterday was the day fixed upon for the ceremony. The company wa3 assembled, the bride was arranged in brilliant costume, and everythingprepared for "the eciing of the bridegroom," but they waited . vain. He came not Messengers were sent to make inquiries, and they were told that the gentleman hal packed up and left the city, the night before, for parts unknown 1 We give the statement as we beard it, without vouching for the facts. The affair has created no little excitement among the curiosity-mongers, as both parties occupy respectable positions in societr. TO ALL WHOM IT MAY COXCEBX. N.Pine, editor of the new Buchanan paper at Chicago has been appointed V. S. Marshal of the Northern District of Illinois in place ot M. Davidson removed upon suspicion of his being a Douglas man. The fees nod pickings of the office are to be appropriated to sustain the paper, which is established as one of the instruments to defeat Douglas.
Davenport, Iowa, is gaining rather an unenviable reputation for mobs and rowdyism. They have bank mobs and bread mobs. Recently a severe fight took place Wtween the hands on a ferry boat, pome Irishmen, and police, in which several were badly bruised, though no one was killed. Two democratic conventions were in session in Sacrcmento, at the sailing of the last steamer. One is in favor of the Administration, the other, headed by Broderick is opposed to it, and 'sustains the course of Senator Douglas. A great many fights had occurred. tfär Hon. U. W. Thompson is to address the citizens of New Albany upon the political issues of the day, during the present canvas. It would afford the citizens of this county great gratification to hear an address from the Colonel in this city before the close of the canvas.
