Tb AtlienUc. Leeomplon Conttltn . : f (lon. udge Siblackla3, puTilisbcd a letter in the, i2twrrdeelarüig-the copy of tb Lccompton constitution taed by JuJjc Hover, ia the debate With iura though printed under the supervision and authority of the V. Ü. Senate not to bo a correct version of tho document. It ha3 am omlsaion of an it," in one of its clauses, which changes in some degree its construction. The imprint -of tho U. S. Senate ha3 been heretofore considered a good warrant for use of a public -paper as an authentic document. But J udgc "jiiblack has impeached it, and proven it tc be, & he sars, a false copy, by sending to Washington and gcttirg "the certificate of n public officer," of whom or of what grade he does not inform us, to hi., own copy of the constitution. Tke constitutioa was not framed at Washington, nur enrolled there; and the ouly co.y that waj ea-or prodacod there was one, that rj in the sole custody of candlcbox Calhoun, for several weeks after the adjournment of the convention that framed it; and he has been charged, mon good authority, with having nude- material changes in iU text after it had passed the Convention. It was a long time after its passage before the people of Kansas got .sight of it; and then it appeared in several versions; ad Speaker Orr '3 cemiuiUec refused to investigate the doings of the convention, the people of Kansas and the county have never yet been satisfied that they have in auy of the versions, a true transcript of the instrument framed by the convention. If Judge Niblack has got a true copy of undoubted authenticity of the Constitution Ctually adopted by the Lecomptou Conven tion, he will gratify an ardent curiosity of Jthe public by furnishing hi ronstitvent, with the same number of copies of it, that be gave them of the Grecu Ucport. They will alio wish to know what public officer at ."Washington competent to verity a Couititutiou made in Kansas. It ii from the :u3todian of the archived of Kunsan, and not from a Washington official that the best evidence of authenticity can be procured. Would Juilgo Niblack Send to a "public of ficer" at Washington to authenticate a copy of the Constitution of Indiana, or to a "pubTic officer " at Indianapolis? Dut if the Senate copy of the Constitution was -erro-jicoualy printed, did not that of the IIouo contain the same error? These different copies of the same public document arc used indiscriminately by mcinIjcrs of both houses, and the only question of any importance in this matter is, whether .1 T.l VVLt . , inc copy on wuicu aiuugc .io..ctv predicated his vote for the Lcompton Constitution, was that which Ilovey has n.ed, or that which b certified to by a " public officer"' at Washington. It is immaterial now what the Constitution contained, except to show the infamous meanness and principles NibJack would have assisted by his vote to im pose on a free people. If he voted uu the Ilovey copy of the Constitution, he is as guilty as though there had been no " ifV' in the true copy. It is remarkable that this important error in the most important docu ment of the session, should have escaped the lynx eyed opponents of the bill, and iNisscd through a three months searching debate, to be discovered bp Mr.Xibluck in one of the dark corners of Dubois county. This remark able errors that he h.13 discovered at so late an hour, will convince him of the necessity of frunishing hU constituents with correct copies of all document printed at Washing ton. Had he not kept this precious docuö rat nt as closely concealed from his conttituenU as a burglar docs stolen goods from a detective, Judge Ilovey would not, perhaps, have fallen into an error. a. Xiblack Against Dbigut. We are informed by several gentlemen whohavebeen present at different points where Judge Ilovey and Judge Xiblack have hecu canvassing, that Xiblack not only refuses to defend his political godfather from the merited assaults of Judge Ilovey, but ia actually compelled by the outside pressure to join in condemning Bright' political dogmas . Is Xiblack sincere, or has Jesse indeed fallen 50 low that X'onc are so poor as to do him reverence?' " Judge Xiblack, at least, should not forget the fable of the husbandman and the frozen serpent. aäy The city wharves at New Orleans have been sold for four years and uinc wont as, at $1,032,000. . Before the wharves were farmcJ out to individuals, they did not more than pay the costs of repairs. 5LTnder the pystem of leases they are kept iu excellent order by the lessee aud although the tariff of charges has not teen increased, the lessees pay a nett revenue of $200,000 pcrjannum to the city and make a large profit for themselves. This illustrates the superior ' managemeut of business conducted hy individuals, over that by public authority. aJSf An election cam wflf, yesterday, in Tennessee, to take the sense of the peoplerelative to a Constitutional Convention and for filliu a vaeaacy tm the Supreme bench of tluit State. v-Thc Hamilton county, Ohio, fair Uke4 Li-e on Tuesday next, at Carthage, about seven miles from Cincinnati.
