The New State Constitution In Kan The rejection of the English bribe by the people of Kansas, invest the Leavenworth constitution with new interest and importance. The act calling the' conTcntion that framed it was passed by the regular Territorial legislature, wh power to provide for such a convention is undisputed. The act after its passage was presented to Goy. Denver for approval, three days before the adjournment of the Legislature, counting the day of adjournment aa one. The organic territorial act gives the Governor three days to consider a bill and return it with his objections. Gov. Denver did not veto the bill and return it because, as he alleged, the legislature adjourned before the time alloted to him to consider a law. If he had returned it, the Legislature would have passed it by a two-thirds vote. The act having become a law, by the Governor's neglect to return it,, the convention was held and a constitution was adopted, giving to Ustcks the right of citizens. It was submitted for popular approval, with a provision that the section conferring citizenship on negroes be voted on separately. The negro clause waa rejected, but the remainder of the instrument was adopted by a majority of a thousand votes. This constitution has never been acceptable to a large body ot the Free State men, and the small majority by which it was adopted, docs not give it great moral force. It is however the legally ratified constitution of the people, if we except the quibble rxised by Governor Denver in order to defeat iL But the Buchananitts who have sanctioned a disregard of the fundamental requirements of a State constitution, in the election of Bright, w ont reject a constitution adopted by the people for a technical dispute about a few hour iu the count of time, in a controveesy between tho governor and the Legistature. The question turns on the point w hether the day on which the Bill was delivered to the Governor ia counted in the time allowed him foT its consideration, or whether time is to be counted commencing at twelve o'clock at night, after the Bill was placed in his hands. This constitution, if not superseded before next winter by the doings of a new constitutional convention, will be presented to Congress, and the right of Kansas to come into the Union under it, will revive the old controversy, and bring up the question of the repeal of the English Bill. The Leconipton constitu tion is killed and buried by the recent vote of the people of Kansa.; but the Bill English Bill survives; its odious discrimination in favor of a slave State is still in force; and its tacit, virtual abandonmcn, of the right of the people to vote directly upon a constitution, is still upon record, unrepealed. No better evidence of the commercial prosperity of Southern Indiana could well be given, than is afforded in the rapid growth of the various county towns. We noticed this, more particularly, in a recent visit to Bockport, Spencer county. It is only within a few years that this place gave any indications of improvement, yet it ia now going ahead with wonderful rapidity. Situated in a very inconvenient position for building purposes on a succession "knobs" the energy and activity of its itizens arc overcoming every obstacle, and they arc making their village one of the most beautiful on the Ohio. The principal street is now being graded, the landing is to be improved, and many other attractions arc to be added to the already, naturally, pleasant town. Many of the private residences would be an honor to cities of large pre tentions ; and situated, as they are, on the sides of the hills, surrounded with shrubbery, they present a picturesque view that is truly refreshing iu these hot and dusty times. The business men of the place are all doing finely. The depression in trade, that has been felt so keenly in other portions of the State, seems to have Blightly affected them in Rockport. Business was a little dull, but a large trade is anticipated when the farmers begin to dispose of their crops, Arrangements have been entered into for building a fine college, which will soon be commenced. Some SI 0,000 have already been subscribed, a fine piece of ground, adjacent to the village, purchased, aud Eosoon as a suitable plan is matured the building will be commenced. This will ba an addition to the place of which its citizens may well be proud. Bockport, in addition to its other attractions, expects to give aa overwhelming majority against Judge Niblack, as an indication of its opinion in regard to the Lecompton constitution and Executive usurpation. Great Xatloual Jubilee. It is proposed to celebrate the laying of the Atlantic Cable by a grand National jubilee, both iu England and the United States. A day is to be selected, on which to celebrate, simultaneously on both sides of he Atlantic, this, the greatest achievement of the age. There would be this difference between such a celebration and many others that can be named every man capable of understanding the object of it would feel tbe utJiUiia.iii which he expresses. The Sew York Tribune stated gome time ago, that Senator Bright had become a member of the Catholic church. The statement Li copied into the State Anfine with- . out comment. 6T Some weeks ago, an old"story, that has been current among the members of the
' bar in this judicial'distrlct for thirty years, bas been repeated in the newspapers several times and is contained in the Hon. 0. II. Smith's reminiscence, waa botched -up and related in a very pointless manner in the Princeton Indicnian. The story itself is good. In an endeavor to give it some point and shape, we wrote and constructed the article anew. It was designed for a selected article for the first page, and our young cotemporary would have got credit as he has heretofore done in these column tor what he did not fully deserve, had not the copy got into the hands of the compositor before it was finished, and being in manuscript, he set it up as editorial, and the story came out in our columns half told, and beside made us the second or third hand retailer of an old joke, an honor of which we are not very ambitious. This avidity to claim credit fur every slight contribution to the current paragraphs that run the rounds of newspapers, docs no very great credit to those who exhibit it. We ha.-e observed atone time fifteen papers daily copying our reports for months without an allusion to the source from which they derive them. We have often , counted in come country exchanges from three to seven columns copied at a time from the Journal without credit often adopted as editorials. We have been highly flattered by these transfers, and we maintain a number of exchanges solely to keep us apprised of the interest we succeed in giving our own sheet. If we succeed in making up a good weekly paper, we are quite sure to see half of it re-produced in two or three other oc&lities. When they take nothing from us as their own, we are mortified, and are sure we have failed in pleasing our readers. We would for no consideration part with our friends who act in this way, as flattering monitors. -... The Suicide of Pr. Belgler, the AbortlouUt. The notorious Dr. Bei gier, who was sen tenced at Buffalo, New York, two years ago for causing the death of a young woman, whom he had seduced, by trying to produce an abortion, committed suicide laut week, by taking aconite. Dr. Beigler was sent to Auburn about the 20th of May, 1857, by the Superior Court of Buffalo, on a sentence of seven years, for causing the death of Amelia Murr by abortion. At that time he resided in Rochester with his family, aud bis family still reside there; his son, Dr. Joseph Beigler, succeeded to his practice aud the management of hin affairs. He was, at the time of his death, on his second term of imprisonment. Beigler was previously discharged from prison by a nr don in 1847, after a confinement of two years and fire months. His crime was that of arson, having set fire to his own house in order to procure the insurance, lie had been very low and depressed in spirits for a long time. All hope of pardou had long since left him, and he became dejected and sad. He was ronsttntlr comnlainini of ill health, and imagined himself afflicted with an infinite variety of diseases. He had a small pharmacy of his own, which was al lowed mm by his keeper and the physician and was supplied principally by his son at Rochester. He had several vials of " mother tinctures," among which was " Aconitum," and here he procured the means by which, unquestionably, bis life was ended. The Doctor was a man sixty years old, and leaves a widow and fivegrown children, w hose character and position have been re spectable notwithstandiug the crimes of the father. The announcement of his death has plunged the whole family into the deepest grief; for through all the adverse fortune which has assailed the deceased, his family appeared to cling to him with unwavering fidelity, and now mourn hU death with the nie sincerity that characterized thrfr attachment in life. From China. The Louisville Journal gives the following summary of the Chinese j news : Lord Elgin ceems determined to bring his Celestial Majesty to terms, if the thing be possible. The latest advices from China, left him on the point of advancing up the Pei-ho, after having a&ailed and carried the formidable forts at the mouth of that river. The Pei-ho, as everybody knows, is the rivers on which Pvkin is situated, 140 miles up and Ptkin, nothing less, is his lordship's destination. lie inteuda to beard the Emperor in his capital. What facilities be K6SKses for doing the thing handsomely and with handsome effect does not very definitely appear ; but we are assured, generally, that he has the requisite means within easy reach of his command. We hope he has. c admire his pluck, and cordially wish him and his French ally the most complete success in their novel enterprise. If they bee their way through to this result, huweter, it is, we eourVs, more than we do. If the news of their advance up the Rhine, throw s the Emperor into a panic, it may be all very well; but if it doesn't, and he coolly and doggedly defies them, and sets about annihilating tbem in the regular quaint celestial fashion, it will not be so well, and we really dou't see how they can better it, except by backing out of the scrape. As to their capturing and holding the heart of an empire of 300,000,000 people, it is plainly absurd. They might almost as well attempt to seize and confine the particles of the ambient atmosphere. Lord Klgin and his colleague eyidently depend mainly fur success on the impression of the strength and grandeur of their countries which they hope their audacious de monstration will excite in the mind of the Emperor. We shall see, ere long, how justly they havecalcnlated ou his susceptibilitic?. Meantime, the American representative, we learn, prudently awaiu the results of their operations. We ara satisfied that, on the whole, he could do-nothing wuer. gOp A correspondent of the Philadelphia 1'rrn pays that John Hickman has the cn tire confidence of his constituents, and will be returned to Congress by a large majority. In apeaking of Mr. Hickman's address, at Downinton, the same correspondent adds the following significant sentence : S" . a k m . . a . un me tarui, Mr. Hickman s views were frankly and clearly expressed, and I believe to me satisfaction or nil present. In the second StOTV all the offices were kept, the lower story being used for the court room, it had cost from first to last, in cluding repairs, not less inan?Z5,ooo. ine county is a verj heavy sufferer; so is the Sheriff; who lost some $5,000 in cash, besides his papers, Messrs. Jackson and Scarborough, Circuit and Probate Clerks, lost immensely, particularly Mr. Scarborough, who had not less than 510,000 worth of promissory notes, besides other valuable papers in his desk ; Captain Sanders lost at large amount of valuable papers ; Mr. Niles, a valuable law library,' kc. This calamity will be felt for years and years to come, as it bas destroyed every proof of title to thousands of dollars worth of property, all the records of the Probate Court, wills, ic, all the papers appertaining to suits in the Circuit and Chancery Courts. There are many counties iu this State daily liable to a like disaster, from the wretched arrangement of the buildings occupied for Court Houses, and the negligent manner in which every thing about them is conducted. Every Court House ouht to have a fire proof vault iu which all the public records should be constantly kept. Gist. Cass' Ace axd VYeaith. The occasional correspondent of the Philadelphia Freu says : Gen. .Cass, who must be nearly eighty, is feeble, but is bard at work. This extraordinary man's " career is alike a study and an example. He has lived a blameless life, J and has grown to distinction almost entirely by his own efforts. He is now one of the richest men in the Uuion. He invested heavily in the town of Detroit, Michigan, of which he was a pioneer, and the growth of the West, especially since the railroad system bas extended its powerful influence, has vastly appreciated his property. He is said to be worth four or five millions. And yet, with all his wealth, he lives a frugal and abstemious life. The management of. his vast estate is confided to his enterprising son-in-law, Mr. Idyard, who resides iu Detroit. ' HbJ Col.
