EVANSVILLE, IND. THURSDAY MORNLNO-... . -...AUGUST 12 5y The. Lecompton leaders are acting with' strange inconsistency in their course in this county. They are warring upon their own doctrines, and aiming fatal blows at the vital principles cf the party. Allegiance to caucus rule has been the sum and. substance of their preaching and professed faith. It is the only principle that sustains their power ; the only basis on wnicn in party stands. To support the caucus ticket without scruple or scratch, is the whole duty ' of a Lecompton ite, according to the ritual of the party. But the clique of office holders in the Postoffice building are - turning bolters and repudiating a. regular convention county ticket made and confirmed according " to party usages." Tbe inflalibility and supremacy of caucus rule is a charming doctrine with these wire pullers so long as they can make these organizations mere conclaves to register their selfish and corrupt schemes to get and hold the government places ; but the moment the machinery does cot work to suit their purposes they are for knocking it down. The Post-office and the Enquirer have established a star chamber before which , they a3sume to try ail suspicious candidates. They have summoned Messrs. Stinson and Gavitt to expurgate themselves of certain attributed heresies, and these gentlemen being contumacious have been denounced by the clique, and one of them set aside by this self constituted authority. To enforce the verdict which it had not political and moral weight to carry into effect, the : star chamber got up, last week, a township caucus of numbers and characters easily to be controlled and brought out a candidate , for Sheriff in opposition to Cavitt, the regular nominee of the county convention. But the minor and inferior body has no right to set aside the doings of the county caucus. In attempting it, they act as bolters, and those who have instigated the proceeding, and uphold it, are in rebellion to the party ; and according to their own doctrines are more treacherous apostates than Hovey. It ü a piece of usurpation, which, if tolerated, will upset the party. How are the poor, uninitiated rank and file to know which authority to obey? The county caucus pledge their votes to Gavitt, the star chamber conclave through their township assemblage tell them they must support McBriele. By thb kind of management they are destroying all recognized authority, and introducing insubordination and anarchy into the ranks. We protest against the proceeding as dishonorable and treach-e-ous towards Mr, Gavitt, whom, for the want of a better, we may be,obligc:Mo dopt as cur candidate. - BrCUANAX'8 LXTTTR TO BlLl EsGtCH. The New Albany LeJjer says : At the time Mr. English read the brief extract from the President's letter, he had already received the nomination for Congress, and therefore it was impossible that his nomination could have depended upon it. At the time Mr. Lngiish received his uommation we doubt whether there were a dozen I delegates who knew of the existence of such a letter. The Ledger has two or three times repeat ed the statement in the last sentence. The existence of the letter was known in this city and in Indianapolis for several days be fore the Paoli convention met, and was the subject of discussion among anxious politicians, whose version cf it wa3the same as tnat puousnea oy tne 2 ribune. it was re ported here to be a letter which Mr. English " was snowing au rouna nis aistnct to secure hi3 nomination." Is it at all probable that the letter from Mr. Buchanan declaring he would give a th.ov.zand vote if he could command them in the district, for Mr. Eng lish was sot known in that district, where those one thousand votes were at the con trol of the President, whose wishes were so ardent in the matter, and jet was well known to hundreds in distant parts of the State. The Ledger repeats every shallow suggestion made to it by English, whose subservient organ it is ? CSTMr. J. Glancy Jones, of Pennsjlvania, Chairman of the Committe of ays and Means in the IIoiLje. and Mr. Buchau. , . , e , k -n an's especial favorite, and one of the pillars oi me Auminuirauuu, is until 10 ue rcpudiatcd in old Derks District, the Democratic stronghold of the State. A convention of the Democracy of Berks, wa3 recently held at Reading, in which Jones was clearly in the minority. With the aid of numerous office-holders, from Philadelphia and Washington, the friends of Jones, did their utmost, by two organizations and general confusion, to break up the meet ing. The regular Democracy, nevertheless, passed a strong resolution condemning the courje of Jones, in spite of a long speech from him in self-defence. Joues will get whipped. The Second Distsict. John M. Wilson, the opponent of Bill English in 1856, made a speech at New Albany on Saturday night, to a larjre crowd that brought out thunders ot applause which echoed and re-echoed through the streets, deserted bv the non--.Vn v. j .4 .u w ZZ Z m "" l"c lu" speaker, and in intellect is far superior to English, and bad it not been for a damaged private moral record, would have beaten -r.if 0.. i.. ....... - VULCU LUJI III. Thi St. Louis Election. The administration papers are very jubilant over the
election of Barrett in St. Louis, as an ad ministration triumph, and an endorsement of its policy. There is very little in the event we should think, for them to exult over. Breckinridge, who U emphatically opposed to the administration in , everything received 5,815 votes, and Blair"who is . also opposed : to the administration, 1 vreceived 6,452 votes together, 12,267 votes against the administration Barrett, as the administration candidate," received 7,214 votes, or 6,053 less than, his competitors. . According to our calculation, then, instead of the result of the late election being an administration victory, it i3 an administration defeat, by 5,053 majority. The party adhering to te Executive has always been a minority u..rty in the couutry ; but held together "by the cohesive power of public plunder " it manages to defeat its divided and undisciplined opponents. And the name party will continu to hold the reins of power, till the ' factions in tbe opposition can be induced to yield their extreme view and coalesce for one great national object. The abuses of the government arc. as muvh the consequences of the follies of the opposition, as the corruptions and abuses of the Executive party. By combining, the opposition could have arrested ihem before they attained their present pass. JgjT'The Evansville Journal censures Judge Niblack for making his appointment for speaking in the district, "without consultation with his rival." Is the editor aware that Judge X. waited about two weeks to hear from Hovey, and that it was not until the end of that time, when he had given up all hopes of hearing from him on the subject, that Judge N. ordered the printing of his list of appointments? Was it not the province of Hovey "to notify Niblack, if be desired to meet the latter ? And in view of his failure to do so, was not Mr. Niblack justifiable in carrying out his own plana ? Vincmntt S n Judge Hovey did write to the Hon. Mr. Niblack, immediately after his nomination, expressing a wish -to make' arrangements for a fair and honorable canvas. His proposition, we are informed, never received a reply. Why did Judge Niblack wait to receive a proposal from Hovey? The offer wai as much due from Niblack to Hovey, as from the latter to the former. Tbre has been a pitiful skulking in the proceeding, in keeping with the timid and subservient character of the man. A Tragedy. A terrible fracas occured last week on the Mississippi river in Tepton county, a .short distance above Memphis, between Mr. Carter, a small farmer, and McCurry, a man of respectability and a justice in the neighborhoed : The origin of the fracas was Carter alluding to the loss of a wood boat, and stated his belief that some of his neighbors had stolen it. McCurry asked him if he accused him of taking the loat. To this Carter made some reply, which appears was unsatisfactory to Curry, who aain repeated the question. Carter replied, 44 If you insist on my saying so, I will." McCurry stepped into his house and got his rifle, and attempted to Jhoot Carter who drew a large pocket-knife, and rushed upon him. The rille failing fire, McCurry drew a Colt's repeater, and fired several bbots, inflicting several scTere. if not mortal wounds upon Carter. During the fight he was himself severely and dangerously wounded with the knife in several place. The combatants were separated. Mr. Curry is much esteemed in the neighborhood. Carter is tl e same who killed Mr. Green Batenian, in that vicinity, several years ago, and was acquitted. Mr. Carter U not expected to live. Bccuanan'bKe-Election The Richmond Whig, commenting upon the remarks of its neighbor, the paper called Ibe South, that Mr. Buchanan would be the only available candidate for the Southern Lecompton Democracy, in 1860, says: By the returns of Jbe lat Presidential election, it appears that the majority of the popular vote cast against Mr. Buchanan, was somewhere in the neighborhood of four hundred thousand. He is, therefore, a minority President, of the meagcrist passible description. It cannot be difficult, under each circumstances, to beat him at the next election, for we are assured by our ncichwr of the South, that h is the only available candidate, and we infer, that to avoid a split, he will r run again. It is certain that he has gained no accession of strength from anr Quarter, while it rw nuite rvi-.lent th.it he has lost in some, in wbidi hewaasuppoed to be strongest. He was utterly un Die to carry his iwlicy through Congress, and ia the ertat question of his Adminis.äUo he .fls by the tnUrc Mr I r.F ,irihm retainer. Tax n pon the Clerks In tle Drpart menta. The Washington Statet contains a. com plaint from one of the clerksjn the Department to the effect that he and other poor fellows are taxed lenlnr y to pay for the printing of some five millions of Lecomp ton speeches, made bv men trom your Mate, to be circulated in Illinois to defeat Judge Douglas and tbe regular organization of the Democratic party: Eigler's speeches arc thus disseminated from here by clerks, who are compelled to frank and address them.' vv hat claim has this man upon the consider ation of bis part? lie is one of the most active of the conspirators against the regular organisation in ILiiois, This is from the ashington correspon dence of the Philadelphia JYc, and it is notoriously true. Every clerk in the departments has, for the last five years, been t .i i . i regularly rouoea, iy mc iuncuocanes at-ove I him. of a rortion of his little salary for the carrying of elections In all parts of the country. JfSr The burning of the steamer Edward j
Manning, at Alton, IILl, has been announc- J d in our telegraph despatches. The St. j Louis Democrat says she took. fire, at one o'clock on Monday morning, while lying at Alton, and was soon enveloped In a mass of flame, from which it was found impossible to save her. The fire originated in the cook house, and spread rapidly, the wood work, of the boat being as dry as tinder. Finding her fate inevitable, another steamer towed ber out into the river, and left her to the fury of the destructive element. She was bound for St. Louis with a cargo, principally of dressed lumber, worth about 8150,000, which wasinsured for only 50,000, and was owned by tbe Captain. The boat was built one year ago, at Marietta, on the Ohio, and was a stern-wheeler. Her value was $11,000, and she is insured for $7,000 in two Pittsburg offices the Eureka and Monaiigahela equal amounts in each. She had just becu repaired and outfitted at a cost of $1,500. Doat and cargo were a total loss. - Ca?, Gbcd, WiKorr, &o. The Richmond South, has a long and furious . article respecting the appointment of Miss Gamble's Chevalier Wikolf and that famous or rather infamous Hessian, Francis J. Grund, to secret foreign missions, and concludes in this wise : We have only to add, that it General Cass has had the temerity to select cither of these renowned adventurers as an agent of the Government, tbe country will not hold him harmless for having outraged public morality. Better, far better, for the Democracy that the bead of the State Department were in the darkest recesses of the most impenetrable forest of Michigan, than he should thus stealthily encroach upon its integrity. We call on the Secretary of Stat, in behalf of the united Southern Democracy, to revoke at once, the appointment of the twin brothers in iniquity." . These appointments have been made, it is supposed, through the influence of Mr. Appleton, the Assistant Secretary ot State, who is one of the powers behind the "throne,- and leads Buchanan and directs Cass. Tue Kansas Election. The returns come in very slowly in consequence of the swollen state of the streams. A drenching storm prevailed on the day of the election, which prevented thousands of voters from attending the polls. Only thirty precincts have yet been heard from, including, of course, the principal towns, and the majority in these is about 5,000 against accepting the English bribe. One hundred small precincts arc yet to be returned, which will carry the majority up to 12,000. The entire vote of the Territory will probably reach nearly 1C,000; of which about 2,000 will bo for the swindle and 14,000 against it This vote would indicate a population in the Territory of more than 90,000. If this be so, there can be no grounds for opposition to an immediate admission of Kansas even under the English bill. NEW ADVERTISEMENTS.
