Well, he thought he was, ( laughter) ; but if it was a doctrine of the Republican party that a State had not a right to admit slavery or expel it, and should be kept out of the Union for doing either of these, than he was not a good RepiUican. He felt that the Consti u ion gave to every State or Territory the right to form iU own institutions, and having formed them, to come in on an epial footing with the other States Ml discrimination for or against its admission simply because it adopted or rejected slavery, was un.coustitutionaL Governor Corwin said he was not an im mediate emancipationist. Would they tell him what to do with fie negroes if they were emancipated? He knew what some said : Do right, and leave tbe consequences to God. lie was agreed as to that, but what wa riubt ? Had we a right to destroy the "black m&a to benefit him ? AVe could eman cipate every negro we saw, if Ave would only cut his throat. No man would have ny property in him after that. ( Laughter.) c had no slaves in Ohio, therefore emanci pation gradual or immediate was not a question here ; and we could not interfere with the laws ofKentacky so as to produce emancipation there. He asked what consequences w ould flow from the doctrine that wc ought to keep out States with . slavery in them. - Suppose Pennsylvania should hold a convention and ordain slavery. If we had a right to exj elude blave fctates, ought wc not have some way to turn out a State already in, that should become a slave State? And if the constitution was designed to confer the former power, was it not imperfect for niaki ng no provision for the latter case ? He could not, as a moral citizen of Ohio, destroy the symmetry of the constitution by contending that it allowed us to exclude States because thev had slavery id them. pay. What Mr. II. may conceive to constitute contempt, I cannot say, but when a tetition, like the one in question, is respectfully presented to the proper person?, and those persons deem it unworthy of their serious attention, and when a reply to it is demanded and none given, I think those persons may jostly lc accused of superciliousness, and their action may be properlr designated as contemptuous. I!ut Mr. Wheeler, to whom the petition was presented, was not only disdainful but insolent and insulting, inasmuch as he indulged in personal reflections against the motives aud characters of men, respectable, industrious, influential nnd honest, whose signatures were attached to the petition. Will such a proceeding lessen the expense? Will it not rather increase it ? Besides, is not the position in question worth the remuneration attached to it? Is the duty and service which it imposes, overpaid at $000 per annum ? Hut w hen the jieople whocontri-ute the means out of which the recompense is paid, do not consider themselves aggrieved, and arc extremely w illing to pay the amount, ought tht? trustees to demur or attempt to hinder them from obliging themselves? Why, then, undertake to reduce it? The position w hich Mr. Knight held is not more difficult, not more responsible and arduous, than the one in question, nnd as it is, why not equalize the compensation? Will they render themselves obnoxious to the charge of being, not public servants, anxious and zealous for the promotion of the public weal, but public masters, actiated by caprice and animated by vanity, pnrtiality and prejudice.
