The Spencer County Mlsalou.

A corresi)oudcut of tlie Kock port Demo erat, from Ceutcrville, gives the following account of tho KuiM and Hall caucus, t that place on the 10th üist. It is interestlug and graphic IxCtts details 1 44 Some three weeks Vincc, our neighborhood was supplied with at lot of small hnndbtlU,"calltn j upon" the Democracy - of Spencer County, to nieet . la Convention at Cente'rvillej on "Saturday, the 10th of July, for the purpo.se of nominating candidates for the State Legislature and. for county oßiccs. The first of List wet-k we received a new siipphr of a 2nd edition of 5aid small hantl-bill-s urging the roxle to turn, out, at" au early hour, &s there wtw bu?inci . of very great Importance' of and vital interest lo the country to te-TUsact.,' AVith the.hust' named batch of. hjttd-bills, came .. two very ncrted gcntlcmenpne in the jer.sön of Bob. Rudd, of the JEvaK?vnie Post Office,' the otherin tlie 'icrsoii ol vlju If. Hall, of the Evansville nrjuirir w hutv c re c n gagvd in posting lipoid haud-bili.-, and visiting all whom thej thought it profitable to call npoa, urging them to turnout.' ' That the above named Pob. and Johnr should be Imported from Evansville, and cm-ploj-ed in the ba-iaew of yostiug hand-bill lor a bpencer County Convention, excited no little curiosity in the minds of. those who have not been so fortunate as to have a peep behind the curtain. To ascertain what business there was to transact that would be of so much importance to the country, J, with a few others, concluded to attend the meeting, where we arrived about the hour set forth in the bills for the performance to commence. Vc found a few Drummers from Luce, Ohio, Ilammon, and Grass, Townships, the above named gent's froni Kvansville, and a Farrct fcftm Boonville, all anxiously engaged looking up and down the roads for the dear people, who for some cause unknown to them, had forgotten to come up or had mistaken the day, in consequence of which all further operations were tuspcuded . until the afternoon. In the mean time we were told that We would lie addressed by J. M. Shanklin, Dr.'GraJf, aud "others.' Mrl Shänklin, had thtuked it off in some other direction, and Dr. Graff, had concluded to administer his restorative to other patients who showed more signs of life, and therefore, we were forced to while away the time a lest we could, until something should turu up. - About 2 o'clock, T. Mn to the joy of all it was ascertained by actual count that there Wits then and there assembled and in waiting, Lecompton tuen, nnti-Lccoinpton men, wet-tared Democrats, boys, and dogs, to the number of one hundred and fifty-seven. A hen, upon motion of Jt. L. Croasley, -Win " "" "1 " - .o.u,,,.,... Kithardson was t hoscn President, who mounted upon an old log and in ä very brief manner thanked 'em for the-honor conferred upon him, 0:1 that and other occasions, and then took Iiis seat upon the log. G. V. lialscy and Thompson Lamar, were seated by the side of the President, on the old log, aud souic one said they were Vitc Presidents. S. W. Fairfield and Dr. Ilogland, were thoscn Secretaries, and also got uptm the log. . Everything now being ready, they proceeded to business and passed the resolutions and made the comity ticket as reported. John 15. Hall being called upon, responded by telling the convention that he had been trawling in their county for a week, that there was harmony among the true Democracy, that the Kansas q nest ion was fairlv and effectually settled by the English Bill, that Mr. Douglas endorsed the hill as a compromise of, the question, and therefore it was a dead issue, and that no good Democrat will again disturb it. But there was oue thing for which he was very sorry; some men calling themselves Democrats and especially the Editor and Proprietor of your county sheet the 44 lloAport Democrat,' arc using all their power and influence, to create discord and distentions in the Democratic party. 4Thc fact is said the speaker they have gone body, breeches and soul to the Black Republicans. Mr. Parret, (whose name indicates his species) . was next called upon the old log, who true to his nature went through the process of repeating what Hall had said of your tracsitiou from the Democracy to Ilepublicamsm. . Thus ended one of the grandest failures in the way of conventions, that ever fell under the not ec of . KEPORTER. . Strolling players and wandering negro minstrels, when reduced to the last last dinic, go through the villages acting, with slight changes of character, ' as bill pasters, hall sweepers, door keepers and star performers; Mr. Bright' s emmisaries, were so pinched or I economical as to act upon this hint, in their recent tour. An Enthusiastic Meeting at Rock. port." On Monday, of last week, there was an impromptu meeting of the citizens of Rockport, at which Judge Moore, of the Court of Common pleas, made a most excellent speech which had a very discouraging effect upon the spirits öud prospects of the Lecomptonites. ."When such long, consistant, and t-tir-ing Democrats as Judge Moore Jcems it a duty to step from the bench upon the hustings to warn the people against the en croachments of Executive rower, and the desertion of the cardinal principle of the I party by the leaders, he is certain to eomj'mand attention, and his words will" have au influence. If such men as Judge Moore stand out in old Warrick, against the acquiescers in the English swindle, Lcconiptonism will be a feeble cause in that old Democratic county. Instead of her usual 800 Democratic majority, "the Federal office holders and Bright supporters may find their party in the minority. - The Judge was followed by II." G. Darkwell, Esq, in condemnation of Lecoinptoiiism. .At the close, the meeting was addressed by David T. Laird, in a speech that brought dow ii the house in repeated and enthusiastic cheers. Mr. Laird is one of the most forcible and effective speakers, in the First Congressional District. We have heard many express a w ish that he would run as an independent candidate for the Senate: . The Judge said he had been a Democrat t 1 since 182S. anS that too. rif the strictest sect. b t nvee flln h ,.!,. mini. I : a v sfc a a w aa tu, aaa j v UJOV 1 U Hv V Hons. In 1834 he took tbe field forPenioe-

racy and MPoyularfc5ovcrciguty,V and for the

grand political truth contained in the Kansas .Nebraska act the ngut or the people to rule. And in 1856 worked with his ability for the State and Presidential tickets. He had battled long and hard for the great Principles of Democrary, and yet; forsooth, because he kept straight forward In the great Democratic thoroughfare, marked out by the Kansas act and the Cincinnati PUtfonu, he was read out of the party ns a bolter, and ft sore head, and by whom? t ."Why,, by men who in 1834 and 183G wcrc the head and front of Republicanism and Know Nothingtera.!) Men -who have " warred against Democratic principles nil their lives have now thrust themselves forward as the conscience keepers of the Administration. The Judge showed that the issue now before the country is "Popular Sovereignty." "Whether the Yeomanry cf this country shall rule, or the pdIictical tricksters, who feed and fatten upon the" public treasury, and who ". coneerre that they were bora booted uud spurred to ride upon the necks of a free people." Mr. Buchanan, was elected uon the great question of the Sovereignty of the people,, and had stood up to that d(K-trine until about the first of December 13 j1, when he deserted it, and, went over to the side of tyranny and oppression, and is now endeavoring to Ibrcc upon an unwilling people, a loahesome nnd despiied constitutiou,'that they had almost unanimously rejected at the ballot box." The Judge, showed up the position of the Administration on the Kansas question during Gov. "Walker's, administration,-and of the instructions tb that officer; . That position and those instructions "were diametrically opposed to the present position of the Lecomptonites. Take away popular sover eignty, said the Judge, and you remove the chief of the corner stones, of Democratic institutions in America. -The price of liberty is eternal vigilcnce, and unless this great maxim is looked up to, the powers of government will gradually glide from the many into " the hands of the few. The Judge had not listened to-the advocacy of federalifi from 1828,' until he heard it in our Democratic State Convention on the 8th of January, 1858, by such Lecompton lead ers as Hughes and Pcttit.V.-Mcn change", but Principles never. -Hence . the .necessity of standing by principles, firmly and constantly. The Judge woundup by giving very eloquent and rational legal arguments against the manner in which the Lecompton Com.titution.Wds lcgotten and brought fourth,' and. concluded a most - excellent speech by exhorting Democrats and freemen to stand by their rights of self-government. The Judge was repeatedly cheered by the audience. And the oor Lecomptonites some four or five of whem were present, being about their strength in Rockport, actually looked bad; had the Duck' agcr, could'nt smile, and were ghastly countenances. . . , . .. tt!r The banks in the city of Philadelphia, have made au arrangement to compel all the bunks of the State to keep their, money at par aud redeem it iu the city, so as to give the people a uniform currency. Every bank that don't comply will be run upon till she yields. It is an cxtensiou of the Suffolk Bank system, which will finally be adopted all over the coutry. New York, March, 157. , ) At the reiuet of the President and Boaad of Df-re-tors of the Knickerbocker Life Insurance Com.pany, I certify that the modo of computing present value of tho Policies employed by the Secretary of ire Company is scientifically correct, nnd iu accordance with the prescriptions of the charter. I also rertify, that I have, com part-d the list of policies furnished me by the President as on the books of the Company with valuation tables sufficiently to test the accuracy of tho results given by the Secretary, aud Cud the values as stated within to be numerically correct. That is to say, the prosout Taluc of the future risk of tho office on all outstanding policies, or the difference betauen the present value of future premiums to bo paid on thesa is $13,907 19. - The total Talue of policies, the holders of w hich are entitled to dividends, is $23,227 02. . Aud If the surplus is correctly stated at 571,212 71, the difference between this and the present value cf the future rhk of the Company on existing policies, alter deducting 10 per cent of it for the relief fund, is the proper amount for dividend, to-wit: $24,01037. The true principle of dividend is to assign to cacli poliey holder who has insured on the mutual plan a share proportioned to the present value of his pcli, ey; w hich is the true value of his interest as a stockholder of the Company. This share amounts to 19 per cent of the present value of the policy. ' CHARLES W. HACK LEY. ' February 25th. 1857.
