The interest laws upon the statute book have so force in preventing usurious practices ; their only effect iij to drive capital from the State. Bonks oni all classes of citizens openly disregard then, except the timid and conscientious, who rather than incur the penalties of the law. or offend their sense of duty as citizen by violating a statute, send their raoncy into Ohb and Illinoia, where the laws permit them to take ten per cent. A great deal of Southern Indiana capital, 03 i well known, has gone to Iowa and Jlinncscta to be loaned on Mortgages. Fosey, Gibson, Knox, and ether counties in the "Wabash Valley, have nearly all their uoncy drawn from them to be invested in the lands and labor for improving the lands of Illinois where four per cent higher interest can be safely taken, than at Lome. The Eastern portions of the State arc drained of their money by the influence of the Ohio laws, and the North by those of Michigan. The policy of our usury laws is a buljcct in which, others beside the lender and borrower have an interest. The laboring mm has & deep concern in all that influences the currents of money around him. Whatever amounts remain or ccm here for investment has to go through the laborers' hands in some form, in order to get a profitable investment. "Whatever i3 drawn away for expenditure in other places, takes from labor here, so much employment. Money is the chief agent by which labor i3 kept at work; wages rise and fall inevitably with its ebbs and flows. The working man should, therefore, " be the advocate of all measures that will brin money into the community arcund him. The morality of the question, which was originally the basis of all cur usury laws, is a matter now conceded and settled in public opinion ; it is acknowledged that a nan has as clear a moral right to place his own value on his gold as on his wheat; or he can stipulate for the rent of his coin as well as for that cf an implement, a house, or a piece cf land. It is certain that a relief from all legal restraint would not enhance the charges of interest, for the law is no check to the demands of avari clous lenders, but affords him a pretence for charging a premium for the risk of viols ting them. In Ohio and Illinois the law allows the creditor to contract for ten per cent, but if he stipulates for any more, he forfeits the whole iutcrcbL The recent law of Fcnnsyl vania ia well adapted to our condition and will satiofy the prejudices of those who ?.rc opDoscd to frc-e trade in money. The laws leaves parties to contract for any rate of in tercst they chocsc voluntarily to pay; but the law will give the creditor no aid to col lect more than six per cent, interest. There is no penalty for contractiag to take 25 per cent annually, and if the debtor voluntarily pays it, all is right. Cut if he refuses to fulfill hie stipulation, the creditor gets no aid from the legal tribunals to collect more than tix per cent. This is tacitly permitting usury, though it gives it no legal countenance and support. Such a law would conform to the present practice of lenders and borrowers. It operates simply as a repeal of the penalty against usury, which makes that a legal crime, which the common tense of right in the community tolerates and justifies. The Southwestern Agricultural Fair. Y.c have received the first premium list of the Southwestern Agricultural Society, whose first fair will be held this year, at Vinccnntf, from Tuesday, 19th, to Friday, the" 22d of October next. Tuesday and Wednesday will b? devoted to receiving, entering, and arranging articles for exhibition. The other days will be for the exhibition and entertainment of vl-atom. The Knox County Agricultural Society have rccentlv purchased very commodious grounds in the vicinity of the city, with trotting course attached, which will be occupied by the District Fair. Wc understand that the citizens of Knox 'have made very liberal
contributions for the expenses of the fair, and the arrangements arc such as will render the exhibition the cicit brilliant and interesting wc hvn ever hid in Southern Indira. The firmers in the bottom of the Pocket, will, wo trust, thow the tujxrbrity cf their soil and cultuie over the interior counties, by the articlct thy will cfier in this exhibition. The ru!e3 for the government cf the exhibition ore admirable ; and the trustees give assurances that the most ample arrangements in rooms for every description of articles that may be offered, and in pens, stalls, feed and water for stock,' will be prepared. Tho list of premiums is very liberal for the first fair of the new association, which as yet baa no accumulated funds. The premium for the best stud of 3 years old is $20, with three of $15, and ten of $10 for other horses, beside a larrc number of tmallcr prcniiutu3 for second rates. The premiums for mules arc seventeen in number, from 3 to $15. For breeding cattle the number of rrcmiumu and the amount is the same. For working and fat cattle the premiums arc from $2 to $15. For sheep, from $2 to $5. For hogi, from $2 to $15 for poultry from $2 to $6. For vegetable, from $2 to $5. For grain, fif teen premiums, from 2 to $5. For field crors, twenty-seven premiums arc offered, from f 3 to $15. Fruits and flowers, fifteen premiums, from $2 to $10. For agricultu ral implements one hundred premiums arc offered, raaciu from 2 to $10. For man ufactured articles, siity-icvca prcni'r.nsarc offered from $2 to C3. In this county wchave two citizens Messrs. Hornbrcok and Orr who have labored for years very diligently, iu thi3 life, for the public, with no other reward thau a consciousness cf having served the public gratuitously. They have been active and instrumental in getting up this District Fair, and the most griteful compensation the public can bestow upon thcia for their labors, wiHbe' to make the Fairs and the institution they have organized worthy of the District which it will represent.
