The Hon. Ileurjr Seerest Democratic candidate for Congress in tbe 3cventh District, opened the canvas by a epeech at Terrc Haute this week, iu which he denned hL position in terms which üiow him to be strongly anti-Lccoapton, as Judge Hovey or Hicks of the Rockpcrt Dcmccrct, both of whom arc receiving the denunciations of the party ia thu district. Mr. Sccrest reviewed the Kaasas question in its various rhasttf during the last Con gress. When the question was first sprung, he opposed tha admission cf Kansas under the Lcccmptca constitution; at the 8th cf January convention he made a speech against it; at the 23d of February aetticg he again disousscd the question, and wai more Tielcntly opposed to it than ever, because he had teca the returns cf the election on tha 4th cf January, vhich removed all doubt as to the eppo-itien cf the people of Hassss to it. lie was anti-Lccoscpton then and he was asi-Lecosstton now. Coming down to the Engluh bill, he said he had been interrogated by several gentlemen of Terrc Haute cn that measure, in a way that Bccmcd to demand a categorical answer. That, it was impossible for him to give there being some things in that bill which, under certain circumstances he would approve other thingj he could not approve, lie preferred it to the original Senate bill, but all hop5 of passing that measure, was abandoned before tbe Conference Committee was appointed. He was opposed to all indirect legislation, and dilikcdthU fwtur? of the English bill which indirectly submittd the Lcjompton constitution to a vote of the people. That would accomplish its work, however, before the law could bs affected. The other cfcuuc of the bill, wying . that it" Lecompton be rejected, Kansas should not come into the Union until she had attaiucd a population of 03,000, he was opposed to; and if elected to Congress, and Kan.-as thould apply with a constitution ratified by the people at a fair election, he would vote for her admission, regardless of the English bill prohibition. tj7Col A. C. Feppcr has announced himself as an independent candidate for the ütatc Senate from Ohio and Switzerland counties. The Colonel has heretofore been a consistent ' old line Democrat, but he now rcpudiatC3 the Lecoraptonism of the former leaders of the party. He adheres to liU primitive faith, and denounces the doctrines of Bright, Fitch, and Ungues. CoL Pepper has been a favorite with the Democratic party, who have liberally rewarded him with the honors and emolumcnt3 in it? gift. He has been U. S. Marshal, and hxs held an Indian 5rt H it is said, has made more money out of these position than any other Federal officer appointed from Indiana. In the eyes of the Lecomptouites he is' as much of an ingrate and traitor ns Judge Hovey. He runs against Mr. Henry, the regular Democratic nominee. I3ajAt the recent Democratic State convention in Iowa, a resolution, which had been introduced by a committee, commending, in'very general and indefinite term.3, the administration cf Mr. Buchanan, was voted down by a large majority. The office holders could not endure such snubbing, eo they bolted, and held a convention of their own, in which they were permitted to prostrate themselves in adoration to . their chief, and pass fulsome panegyrics in return for the chance at the public treasury, which he gives them. JC2JThe most fearful and destructive rain ever known in any climate occurred at Memphis on . the 5th inst, inundating the flat land3 in the vicinity, and raising the bayou Gyose to a raging torrent, which in its fury swept away seven bridges that crossed it from the various streets, and undermined the expensive bridge recently erettod over it by the Memphis and Ohio railroad company. The destruction is estimated at more than $100,000. Two negroes and a white child were drowned in the ridden ri of tho watx. .

Those men who insist that If they can't do all that they think right they wont do anything, are about tu mischievous- evil doers as live. We hold no such notions. We believe that it is the duty of an honest man, and a lover of hü country or his race, to do all the good he can, and that is accomplished by undertaking what can, and not what cannot, be done.
