Judge Hovejr, in the exordium tu Iiis scch at the Court House on Thursday cvp. ning, reminded Iiis auditors that eighteen months ago he waj a volunteer cauvacr in this Congressional l)Litriet, lor the election of James Bnchanan, whom lie had retomm?udci to liU fellow citizens as the representative of thi fuudarucutal principle, of the national Democratic party. He had -in that canvass, made the Cincinnati platform his text, and he had urged its princitples upon the cou lotions of the pep!eTvith all the earnestness and ability he posc.s5cd. They had been approved ard adopted by the people, and 110 one tad exulted more in their gloriouj trinniph than hiniaclf. lie w aj before them now- uncharged ir. al! his cszvicticns of the trath of those r-riiie-ir ks, aud ia his faction for then:. lie Lad coxa -out n&vr with the -caxc ruolutc, Loucit tctcruluatloa to lur.port aael uphold them, vi.th wLIcli lie entered the conflict of 135C. Tut instead of prcjentiug Mr. tu chaoaa to the people... us he did -with zo zzuzh sincerity and truth ia 15G, aj the rcprcicutativc of Democracy, it wu with rdatsj and mortification, he had to aail Lira as the betrayer and violator of the platform on which he had lx.cn elected by the people. It iva a cause of deep chagrin to hira to speak thus of one whom he had to ardently commended to the support of the people. It was painful for him to conic in conflict with men who had been co-Ia-borcn with him in the political field, from the beginning of hL canvass ; men who had been his warn fupportir;', Mho had aiitxl in procuring the abundant honors and rewards that had lecu bestowed upon him by his party. Kut be could not samfice hia convictions to. please friend', flatter tho people, or gain the honors and emolu ments of the highest ofiite. If pecuniary ' considerations had influenced hitn, he had but to have been silent., and letaintd tiniuo t lucrative ellkx in the gift of the 1 'ie-i-dent, in the .State. If he com-tilted his own 7crsonal tastes and enjoyment", he had a home which had attractions to him more alluring than any public station. But he could not remain silent and inactive and lcc the theridhed principles of the jnrty outniged, mid all the pledges given by him and others to the people in Mr. I'u'.-hanan's natne, vhamcfully violated and disregarded. Uy quoting the plitform of the Democratic pirty of which Mr. Buchanan, declared himtelf the embodiment; by extracts from his ipaugural address ly quotations from bi 4 instructions lo Gov. Walker; by hi3 declarations made in every form up to December laiit, he proved iu the clcarejt manner, that Mr. Piuhanan the strongtit Lecomptuniee i-a Uk country; that the eloetrincs 4iov upheld by the. auti-Lecompton men . were precisely the same as were inculcated iy all the suporters of Mr. Buchanan, throughout the country in 135", a the true Democratic faith. Then lumiag to the Kcpublkrui platform And the nrgnmenfo of the opposition pirty, he ihovvcd that their views of the power of Congrcjj over the territories, corre.-ponded completely in all their applications and con sequences, with the doctrines proclaimed by Jesse D. Bright, and other advocates of Lecomptonism in the Senate and Houic, and which the DentocTts denounced in 18r0 x5; so dangerous and heterolox. Here was a oemptcte political souiersanlt in the position of the Lecompton leaders. No man could follow the tergiversations of such leaders without completely stultifying himselt. The Democratic party was, at the bidding of a few demagogues, to wheel about and defend the very principles they had, eighteen mouths ago, after a severe conflict, refuted and overcome. Jesse D. Bright, the head of the Lecompton party in this State, was boldly proclaiming high toned Federal notion", more outrageous in their consequences than any that Alex. Ilamiltou ever uttered; and he was excommunicating old and coa;L tcut DcmocTuL, bccau:c they woald not swallow hli monstrouties, and yield up the cherished convictions of their lives at his command. sThc Lecompton bill had been sustained almost solely by executive influence ; and the strucrclc to defeat it had exhibited the tearful extent of executive influence. 'tThc President had almost succeeded in carrying an obnoxious measure in fpite of the unaniricus opposition cf the people. That power had grown with the alarming increase of corruption and extravagir.ee ia the tederal cvern!ent ; and it was still extending itself with fearful strides, as tho public expenditures and patronage extended. This State was in complete vassalage tc th-executive. Bright, Fitch nni Hughes were the chief- v.-ho !ud Isid it at his feet, on condition o: Ulnr; -nalntilnsd in their usurped pocitlons. bright, f.ou Uing the pressor of a izw humble thousands, hid, since he vntcred :-c Scuatc, become a millionaire, 14 0 vtl liviu", annually in extravagant three timu his annual :nccxe as a n:cmbcr of Congrc3. By what practiocs this harcnical fortune had been acquired was a subject cf conjeetura by the jeep!e. It was cufheient to enable him to maintain en daily pay his ready and obedient vassals in every county and district in the State, They moved the wires at his bidding, and -rcre Lis messengers in every baje werk of intrigue and corruption. They were found in every fcdcrl pud local office in the State, and whcrtThe could not peuiion them upon the people or public treasury, he paid them a daily stipend from his own pccLcL It was the ofheial dependents cu the favors dispensed by Bright that now ruled the State ; and lie is using his power so boldly that the tyranny is becoming unendurable ; Tj nJiin.T ..11 freedom of thought and II M llUvUlH, - ------
jinking into a ba.c rervitude to a few political leaders. Anti-Lecomptoni.m in this State if nothing else is anti-DrightiMif. The Knqnirtr thinks this ?peerh, of which wc have given a meagre and imperfect outline, a "weak and ridiculous 'cifurt, ?o contemptibly and pitifully puerile as to have excited the ridicule or rommisserutiou of

We may not be comlxtcnt Jini'"- of Pemocratic speeches, but ! wc thought from the wry fifes thnt were c ) w visible among the Lecompt o'lice-holders, and the exultant s-nuPfs that were rren on the faces of a large majority of the audience, that it had " a Jelling " -eflW-t. That people were held by it in close attention, for two hors onu sftltry night, iu a crowded hall, l is gtod evidence that the speech was neither weak nor contemptible. We apprehend Judge Niblack will find full employment for all bis powers whenever he thall enter the lits w ith his opponent. It is mot eitraonliuary that Judge Ilovey who has been acknowledged for tea year.; to be one of the ablest sen in the party who was. appointed Circuit Court Judge, ad wau thta elevated to the Cupruue, Ccn.h, both of which Uatious he üllcd with distinguished ability, and who was appointed by Mr. Buchanan U. S District Attorney, with the unfiu'tiucu approbaliun of the Democratic party, only eighteen iconths o, is discovered uow, all at once, to be a ruisc rabli drU der, withorrt mvv or discretion, toil void of honor, and scarcely worthy -if the f'.-'j'Jrcr's l.otice. An ln-r atlng CoitfHlnn. Mr. Sh'icmaUcr, of Tcriy, h.; l.en nominated a candidate fr Senator for the Di.rtritt coai-u3cd of Warrick, Spencer, and rcrry. rrvvi.'j to t!ic nomination, lie pro-fei--l to be an anti-Lecc-mptonite, opposed o the Bill Knglilibill. The Kockport I'lMocr tt coinlcmued Mr. fihocinakcr for this truckling inconsistency, to which the Carincltou JC'jxjrOr made the follow ing reply ; I licks says John C. It tells no more than has previously locn charged against Bill Knglish, and U-Jicvcd, though unproven. But here wc have the confession of the treachery and the proof of the fact. Thi3 disclosure exhibits a piece of the most unprincipled political rascality, ltetwccn tin joint con .piratir.-, that the TCcuiuptoa feu I has brought to light. We did fay that Mr. Shoemaker had pledged himself again-st the Bill English Swindle, and we arc nble to prove it. And more than that, in order to show us what a traitor Bill Engli.-h wa.', Mr. Shoemaker -aid Athen he was In Washington City, a few weeks ago, he had n private conversa tion will Je" D. Bright, and in that conversation Brigkt told him that. English was aeting in his (Bright's) ceMifidence at the time tint he was opposing the Lecompton Constitution, and was ready at any time to east his vote for Lecompton, when ever it was necessary to carry the measure through. And more than that, Mr. Shoemaker told tu that Blight told him that he (Bright), Green of Misivurt, and Stephens of Georgia, tlrew up the conference bill themselves, and got Knglish to introduce it into the House as the English Compromise bill. This was an item of news that wc had not been led into, until Shoemaker divulged it. These were a few of the many reason 3 assigned by Mr. Shoemaker, why the Democracy of Terry County were not going to support Bill Knglish for Congress. Serion Itlot.
