Lecomptonisui is but the fruit of principles and tendencies that hava long bsen at work in our political affairs, ltis only tho boldest a yet exercise of tho power which has been stealthily and insiduously usurpedthrough the incrcas ing corruption and venalty of politicians by the Executive. Lecomptonism is only the first experiment of tho absolute pow-ir of. the Executive upon i the sub4 I tried to make the Presidential power supreme. The experiment has been but partially defeated; for though the President and his abettors hive retreated , through a subterfuge, thej yet claim the victory. The question now, no more concerns Kansas, than Indiana; tho conflict is with the people for the recovery of their rightful influence and control in the Government, against tho accumulating power of tffo President and his army of a hundred thousand corrupt and merccn ary offica holders. It is a conflict of popular rights, against the assumptions of executive power, such a3 has arrayed whig against tory, on every battle field of freedom. It is a trial of strength to know if the public agents elected by the people are to be their scrvarts representatives of their will, and amenable to them for the discharge of their duties; or if they are to be the subservient minions of tho executive, tho ready re-na- . - e a. , . . terj, oi nis uecrecs m the statutes of Congress. Southern ports; and that it was the determination of the parties to continuo and enlarge its operations. To allege such a reason for tho coarse of tho BritLa cruisers would aggravate the offense; it would be adding insult to injur; it would be equivalent to an alligation, that wo were unable to maintain the police of our own coast with our own shipping. OCT The agent for the Sax and Fox Indians, in Kansas, who was about to proceed to his agency with $10,000 in specie to pay the Indian annuities, learning that Montgomery's band of robbers had laid their plans to intercept and rob him of his treasure, has applied to Gen. llarney foj a body of troops to protect him while engaged in settling with the Indians. The rise is principally from the lower tributaries of the Missouri. Above St. Joseph that river is reported low. The Mississippi above Keokuk, was falling. After four days of continued rain, on Tuesday, it still continued to ponr down without intermission. The rise that had taken place at St. Louis, without any further accession, it was thought was enough to strike terror into the hearts of the people on the lower Mississippi. The plantations that had been barely saved from tho previous rise, would inevitably go under, it was thought, rith tho new flood. I5ut tho Ohio ha3 been falling rapidly and diminishing its contribution to tho Mississippi current, and all the rivers below the Ohio, have already fallen, and it is to be hoped that this recent flood from tho main channel will not bo felt seriously below. Heavy Hobbcrv. The County Treasurer's office of Hen ry county, was robbed a second time, on Tuesday night last, of $11,000. A few months ago it was robbed of $1.000, by u.owing open tne safe. A new safo was procured and the deposits increased. :On rnday night the thieves entered the I reasurer's sleeping room administered chloroform to him and his wife took his keys, and relieved the safe of its contents, (as is supposed,) locking it up again securely, and departed with the keys and the booty. . The safe can't be opened till the makers are brought from Cincinnati with new keys. At the last account it waj not known what had been taken, but the Treasurer felt pretty sure that all the money wa3 cone, though he could not make affidavit of the fact for a warrant In tlie meantime the rogues are getting a good start.
