A Uniojc or Parties. A circular has been' issued by a number of prominent and influential citizens of Western New York, intitins all ho arc opposed to the doctrines and policy of the adminis tration, to forget all past differences of opinion, and to ignore all considerations of a -selfish character, and to unite at the poll3 for the purpose of deposing an Ad ministration at once eo faittles3 and des potic, and as a preliminary step they in rite their fellow citizens to join in a general mas3 meeting on the 27th of ilay, in the rUv ff Ruffalo. at which a full and free expression of opinion will bo had in ro gard to their political rights and duties The signers of the call are men of in fluence in the American, old whig, modern Republican, and anti-Lecompton Democratic parties. If forgetting all personal and party considerations, they will unite cordially upon the great doc trine of popular sofereignty, as the basis on which the slavery question should, foreter, as a political question, be put to rest, there are no reasons why the union bhould not bo harmonious and lasting. If the Republicans of this State will adopt the principles of popular soTertignty, as expounded by Douglas in his speech against English's bill, which is ererywhere appJaudad by them, and agree to adopt them as a final settlement of the sectional agitation, there will be no impediment, that wc can see, to a union between them and other sections of the anti-Lecompton party. Cut, there can be no durable union unless the Republicans adopt tho principle that each State has the right to form her own institutions for herself, and cease to discuss slarery upon any other basis. Got. Hammond at Terke Haute. If the effects of the Lt. Governor's speaking are like its results at Ter re Haute, on Saturday evening, it is to be hoped he will extend his labors to every county in tho State. The meeting was assembled to form a Young Men's Democratic Club. Frevious to proceeding to busi ness they listened for an hour and a half to Got. H's arguments and eloquence in defence of Lecomptonism. The express says ha took most ultra grounds, sustain ing the President in his effort to have Kansas admitted under tho Lecompton constitution. Ha went over all that series of arguments used by pro-slavery Lecompton Democrats, and cams down step by step, sustaining the Lecompton men In all their acts, and finally wound up by speaking in the highest terms of the English bribe. He was thoroughly, decidedly, emphatically and altogether Lecompton. He was Lecompton in general and detail, separate or in tho concrete. After ho closed, the chairman proposed to proceed to the business of tho meeting; it was evident ho thought the effect of the Lt. Governor's speech had been triumphant. He began by ap pointing "a' committee on preliminary business; to his mortification tho honor and service was declined by men who said they had always been Democrats and desired still to preserve their connec tion with the party, but they could not sanction the views of Gov. Hammond, and four out of the six appointed refused, the express says, to act. The project of organizing a Young Men's Democratic Club, proved a fizzle, and the meeting a mortifying failure. The leaders of Lc comptonism, as they mingle among the people, and apply the test of their principles, will find that they have egregiously deceived themselves in regard to the popular Ecntiiueot. (7-Tbe Democrats of the Senatorial District, composed of tho counties of Warrick, Spencer, and Perry, propose to hold a convention at Rockport, on tho 12th of June, to nominate a candidate for Stato Senator. The Rockport Democrat proposej the name of Jno. C. Shoemaker, of Terry, as "a firm, consistent, and reliable Jeffersonian Democrat Standing on tho broad and solid bulwarks of Democracy, erected at . Cincinnati in June, of 185G." Mr. Shoemaker was always a staunch whig till he joined the Know Nothings, from whom ho se ceded, and went over to tho old. lino Democracy, some three or four years since. Of such, are "firm, consistent, and reliable Jeffersonian Democrats' made now-a-days. . But his present decided anti-Lecomptoa convictions will cover "a multitude of sins." and ought to make him acceptable to the opponents of the Administration's Kansas policy. Jacob B. Maynard, Esq., is proposed as the member of the legislature from Perry. A better choice can't be made. He is a well informed gentlemen a good speaker, and has been a thorough anti-Lecompton Democrat, but yielded a little too- readily to the English swindle, before ho fully comprehended its design and operation. But ho will recover from this mistake before the canvas is over. OrLieut. Porter, late of tho navy, has given notice through the papers that ha i3 willing and ready to take command cf a ship, should one be offered him, to defend American vessels from oggres bions like those perpetrated by the British war steamer, Styx. He will capture her for the iniults already- committed, A large number of men, he says, have volunteered to go with him if he can procure a suitable vessel.

Dunn is too shrewd a politician to make a misstep in so important a politi cal crisis; and tha strength of his conviction may be taken as a criterion of the intensity of popular feeling on tho sub- - . Kansas Election Tho roto in Kan sas last week, on the adoption of tho Leavenworth Constitution, U reported to have been very small. Great apathy prevailed in regard to it among the free State men. By some it is thought to hare bean defeated. Other account rep resent that the Totes in its favor, will be numercas enough to secure its adoption. It seems to bo thought of very little con sequence whether it be adopted or re jeeted, aa it is not likely ever to be put in operation. Hon. AVillie P. Makcum, so long the able and esteemed Senator from North Carolina, is now confined to hi home in Orange county, X. C., by par alysis. He is scarcely ablo to walk. His legs, from his hips down, are paraN yzed, and his tongue seems considerably affected in the same wav. He still has the use of his arms. The policy originated in Wash ington's administration. It has been ap proved by JeSerson and Madison; by Jackson and his successors. But re cently it has attracted tho attention of an Alabama fire-eater. As it was a special bounty, it was a vulnerable point through which he could stab the com mercial interests of the free States, and for two years he has pursued tho object with a malicioui perseverance, till through the corrupt alliances which Le comptonism has formed, he has succeed ed in his purpose. A corresn.ou-. dent of the New OrlcansTricayune, says: that one house alono has received thirteen cannon balls, some of which were 21 pounders. The houses of both the American and British Consuls, have been struck by balls rn the case of the latter swecpimr every thing before them. Tho throwing of the grenades has been terrific, and Las caused the death of many poor women and children, who had neither put nor lot in the civil dissensions. The great hopo of tho assailants seems to be to capture the. city not from any political advantage to bo gained to either party but merely for the sake of the rich harvest of plunder they may reap. Indeed, this appears to be the principal stimulant with all the parties now engaged in turning that unfortunate country upside down. Kquality and liberty are mere shams blinds to delude the poor and engage them to enlist and fight the battles of petty chiefs, whose sole object is a little notoriety, and a great deal of plunder. OCT The Branch of the Stat9 Bank, at Jeffersonville, which was closed last winter by the Central Board, for the unsafe and injudicious management of its affairs, will be re-installed on the 15 th of July next. Jonathan S. Harvey, formerly of Indianapolis, will be its new President.
