But - till the circumstances of the country, and the habits of the pfrot'. the .' adoption: -of that pystcm, Mr. Byco proposes a total abandonment of tW prolecuve policy in every particular. He insists that the Uwest rales cf duties shall -be levied upon articles of primo necessity, such:a3 cottons, wollens, iron and sugar, and the highest upon luxuries.. such as silks.' The free list to be restricted to such articles as do not pay the cost of collecting the duties on them, and to the raw materials of manufacture. . ' . Under a sysUm .of direct taxation, the report thinks the expenses of the gov ernment would bo reduced onchalf. I repeats the arguments of Mr. Calhoun ori this subject, and adopts his most unpracticable theories. Tho authors of the re port do not look to immediate practical results, but they proclaim their views as the platform on which the South in tho future, means to stand. It is put forth a? a manifesto of war upon Northern industry. . It is a threat of aggression in retaliation for the assaults of the North on Southern interests. The embers of the controversy on slavery are about expiring,. and these new " destructive doctrines are cow proresscd, and will, be hereafter maintained in order to revive the sectional contest and keep alive Northern and Southern agitation. The repeal of the fishing bounties was the . first step in the assault upon the navigation interests of the country, and its success but wheis the desire to give it another more deadly blow. We see by the Enquirer that the "Ccn tral Committee of tho Democracy of Vandcrburg," appointed by a meeting held last September, in a wood on Ben Stinson'a farm, in Perry township, hold a meeting at tho Court House in this city, on the 29th of May, for the purpose of selecting a day for a regular County Convention to nominate a county ticket. The meeting in Stinson's wood was scarcely more numcrou than the Central Committeo they appointed. Tbe mcetiog and the Committee wero both composed almost entirely of office-holders or hopeful office seekers, and aro almost identically tho same men. The meeting was held to create the Committee and the Committee was constituted to parcel out the offices, which ofeourse was to be done for the Lenefit of the prime movers. The programme of last fall, is about to bo carried out; a convention is to bo assembled Tor the mere formality of registering the nominations of tho Central Committee. Is it to- be expected that they will be so magnanimous and disinterested as not to nominate themselves? The great body of the Democratic party in thh county have become indifferent, or disgusted with conventions, and we do not believe the proposed one will receive the sanction of the great body of the party. A nomination by it, will ho tha defeat of any candidate ac cepting it. There will probably be no other than Democratic candidates in the field, and tha other parties will ho obliged to select tho best offered by their former political opponents. Among the aspirants for tho offices of Sheriff, Treasurer, drc. &c, thorc is a most decided preference with the anti-convention Democrats and the Americans and Republican for one set over tho other. It is very mach to lo desired that these favorite candidates should not be sacrificed by going into a convention. The repugnance to the rule of conventions is now so deeply aeated that a nomination by one will almost bring defeat ia tho Democratic ranks, if the other parties wcro to stand aloof. No one who wishes the election of a friend to a curjty office, ought to allow his name to o i erre the convention. V& John L. Kobinson, U. S. Marshal of Indiana, has brought suit against the Indicnapolis Journal, for publicly stillag that he had become insane. The strongest proof of insanity is LU instituting gtmh a suit.

But this will not settle the matter.
