The most valuable serrice conferred by tho United States Bank, was its economical management of the exchanges of the country. During its existence, though the facilities, intercourse and remittances bore no comparison with what they are at the present day, ex- , change was never more than one quarter or one-half of ono per cent, between the most distant and remote points. I This results from the nature of the business, and the partial and conflicting operations of the local banks. Tho debt and credit or the purchases and sales, of erery community, with the world beyond it, must very nearly balance; and an agent that can take its bills on every point to which it sells, and buy from eiery point all tho bills drawn on it for Its purchases, will find, in settling tho account, that it will balance itself, and that little or no money has been required in thc operations. This was found to be the results of the exchango business of tho U. Ö. Bank. Lills of exchange are tho representatives of tho interchange of thc articles, by export and import, which must bo equal, or cannot for any length of time be unequal; and tho Institution that can embrace tho whole circuit of them, will find thc whole service is accomplished by keeping the debit and credit records of the community, and the use of a small amount of means, to advance the amount of the temporary differences in the accounts. The more completely the exchange business can be extended to the entire circuit of trade, the less means and the less labor is required to perform it, and consequently at the less costs. Small independent institutions, each operating on one or two separate circuits, and in rivalry and conflict with each other, as is exemplified by the course of our banks, serve to derange and complicate, rather than facilitate exchanges. The runs for specie upon each ether, back and forth, are all at variance with the Batural course of trade, and are derangements of its channels, and a public injury, instead of facilitating the settlements of trade. Any arrangement hat shall drive our small local institutions from the business of exchange, for which their capitals and connections do not enable them to do it as cheaply and well as larger institutions, would be hailed as thc coming of a better era. When the exchanges or the country can be done as they ought to bebetween the most distant points, for oneeighth or oaefourth of one percent, then our local banks will return, to their legitimatebusiness,, for which they were chartered,, and employ thoir capitals in giving accommodations, to the business and enterprises at borne. The New York project is assailed already by tho local bank (interest, and is denounced as an attempt at a dangerous monopoly. Let not the people be frightened by any such cry. The exchange business, to be well and cheaply done, must be embraced in one organized system of management.

From California. The Star of the West, which arrived at New York on the 13th isnt, brought 1,000,000 in specie. Commercial business in Cal i for nia, was dull, but tho prospects of the mining business, and farming wero very flattering. The slave, Archy, had been, by some process, set free, notwithstand ing tho decision of tho Supreme Court against his rights. The great Colorado river of the West, is found by Dr. Ives' explorations, to be navigable to the mouth of Virgtnriver, 175 miles, from tho Gulf of California. Thc Legislature had passed a law prohibiting the immigration of frco negroes into the State, and requiring those already in it to register themselves. Tho law had produced a great excitement among tho blacks. Statk Bask, Mt. Verkon, Ikd., T. B. Young, President, and A. S. Bacon, Cashier, is a shinplastcr concern, of whoso responsibility some doubts arc expressed. The Advocate says "tho gentlemen concerned in it are comparatively strangers in this section, having recently removed here, and they will not fail to realize the necessity of promptly refuting charges so damaging: to their credit" Till they give a satisfactory account of themselves, their issues should be refused. (O Mr. Prosser of the Mt. Vernon Advocate says he did not intend to charge official malfeasance upon the Commissioner of the General Land Office, in the matter of the lands conveyed to Messrs. Bright, English and Foley. His strictures were conßned to the Commissioner's action under the Graduation Act, ia its application to t this State. Upon the former subject be expressed no opinion; though it was evident he had his convictions upon the bubject.
