Tbe PtraUbt Line Railroad None of our citizens will fail to true

the following communication an attentive reading. It proposes a total aban donment for tho present of the Straight Line Railroad. Are our citizens prepared for the question? It is a pitj the road was erer begun, and that the enterprise that has carried it so far forward, had not taken another direction and prevented the two great railroad undertakings of tho citj becoming rivals of one another. H: The great interest at stake, and tho deep concern which I feel in all that threatens good or evil to this coramanitj compels me nee mora to apeak out, but thi time rcry briefly on tho subject of tho enterprise abov iiameJ. I feel no falso delicacy on this abject because I am thi) servant of another Railroad,

whose frieniU have been foolishly charged with a spirit of rivalry to this new enterprise; and you have discovered that I hare heretofore been no fake prophet on this subject. But because I hare, for the last seven years past, been a pructical Railroad man and hare gone thioughall the 'processes of construction and management and have had tho opportunity of becoming acquainted with the subject on which I write, it is my duty in this matter of public interest, and private intercut, to all of us, to peak out honestly, plainly and fearlessly, and I shall do so, let who may epposo or rcvilo me for it. Then I leg leave to call the attention of

all of you, to an advertisement in one of our city paper of an election of Directors of thi Kailroad, to be held. at Indianapolis on the 6th of May inst., and particularly that portion of the advertisement which give notice that tho stockholder in person or by proxy, will then vote for or against putting tho concern in liquidation or going on with the work. This notice, so far, is I believe all right.

and every Stockholder bus a greater direct interest in the correct decision of that question than most of you seem to be aware of. After all that has transpired, it is not, I think, too late to make or save a great deal of money for the Stockholder by a correct and prompt decision of this question, as I propose briefly to show. In order, however, to decide tho question judiciously and correctly, an important duty remains to be performed by tue Jioard of Directors which is thus calling you together. There is a great want exirienccd by all of you; you do not want my arguments or opinions, nor newspaper articles, nor stump speeches from myself or any one clso, for or against the enterprise or its past manapomeat, no, none of them. But I will tell you what you want a plain statement of facts and figures showing the exact present situation of tho afTairs of tho company. That is what, and all you want, and yon aro of right

Tho total estimate of tho chief Engineer of the quantities and the cot of all kinds of woik (specifying each kind separately) to be dono on tho whole line, and on each Grand Division of it, and all materials, machinery and other equipments needed in finishing aud furnishing tho road reaJy for running.

1 heso estimates, of course, must lo made upon actual location and measurement, and arithmetical calculation by engiuccrs. 2d. Tho amount of stock subscribed to Jate, coin prising a statement of how much subscribed in cash, how mach in lands, how much in town lots, and how much in labor, cr "contract stock." 3d. How much of each kind ol work has been done ana materials furnished, and ou what divisions, under pu.st contracts. 4th. The amount paid in cash, in city bonds, in stock, in lands, in town lots, for tho work already done. 5th. An account of uncollected cash stock, and showing how much is solvent, how much doubtful, and how much hopeless. 6th. As so many years have elapsed since tho subscriptions ot real estate were taken, whereby iu valu may now be greatly changed, that property should bo carefully

Separate schedules and appraisements of real estato con veyed by deed of trust to secure bond issued, and of that not so conveyed. e-th. Tho general account showing all receipts and expenditures under their proper heads. 9th. Bills and open accounts, receivable and payable. Having Lecn put into possession of these facts, there will bo little damrur of your taking a wrong step; without them you must, if you move at all, go it blind." Having thus learned how much remains to be done, and what moans remain to do it with, you will know how much more mean have got to bo raised beforoyou aro prepared to put tho road or any part of it again under contract. ll;re let me say, that If any of you advocate tho building of the first division of this road before the others aro built, under the

expectations or its paying running expenses and keeping itself in repair, you Lave only to examine tho recent history of the Illinois Central, the Evansville and Crawfords ville, the New Albany and Salem, and the other North and South railroad of the Western country to be cured of your delation.

You must, therefore, In any calculation for going on with the work, provide for furnishing the whole line simultaneously, and this

being settled, the next question is, where aro you to get the means Tha answer is plain. If the tneaDS are to be raised at all, there is but one source: that source is an adequate

stock subscription; for the days have gone by when a North and South railroad could arll mort?a?o bonds on tho road, wherewith

to purchase iron or anything ejseof value, lor it own construction or equipment. I repeat it, that the mortgage bond of any North and South railroad, In tho Western

States, whilst under construction, are now, -.1 .in to come, will be utterly value -

loss, and cannot bo sold for purpose of construction. .... v . inr vnrth and South railroads never had

'much credit, but what little any of them ever Lad, is now utterly lost. Then, gentlemen, when thia road anau te built. It will be built on a stock subscription

exclusively, and tuoreiore you win u yu

redeem the character of the present Con grcss from that of utter worthlessness. The bill appropriates 20,000 acres for

every Senator and member of the House from each State which would giye Indiana 2C0.0C0 acres. It provides that whenever there are public lands in a State worth $1 23 an aero (the value to bo determined by the Governor of the State), the quantity to which the State shall be entitled shall be selected from such lands. To States in which there are no public lands of the valua of $1 2ft an acre, the Secretary of the Interior is

directed to issue land scrip to the amount

of their shares in acres, said scrip to be sold by tho States, and the proceeds to bo applied to the use and purposes prescribed in the act, and for no other uses or purposes whatever. All tho expenses of the management and salo of tho lands are to be paid by the States out of their own treasuries, so that tho entire proceeds of the lands given in tho United States shall bo applied to the purposes of the bill.

Tho Washington correspondent of the .New York Evening Post, says; ii More specific information shows that Mr. Brijhtbsd partners in the speculation, to wit: Mr. Knglish and Mr. Foley, two waver ing and apparently fickle-minded anli-Le-cnnipton Democrats, from the same State ns Mr. liright. . The Junior organ here, the Star, admit that these warrants were sent out from here by tho Commissioner of tho Land Office, for Mr. Üright. W hat was tho consequence? From tlio moment when Bright' warrant and hi list ot designated lands arrived, those lands were taken out of the market, and though tho act of entry might not have been perfected for six months, no

actual settler, or any number ot llicm, could enter an acre of that truct. Tho organ justifies the act as legal, but nobody behoves that, had not this trio of tHieulators been mem

bers whose votes it Avas necessary to have,

they would have been thus allowed to step between the settlers and their rights. They

would have been compelled to gothcinsclve!, er send nirents. and to take their chances with

the settlers In getting theso lands. UHn the whole there is little doubt that this extraordinary privilego was accorded to theso men

ns a bribe. Whether Foley or Knglish would have Ihjcii converted to Iecomptonism with

out the bribe is a qnestiou they may discuss

with their constituents.
