Clark, of N Y., said be wished to give bis reasons for voting aprninst the snbstitutc, but a night's sickness had UP him pbyrioally nnabl to undertake the task. 11 would merely now say that he regarded this new schema s eminently objectionable in form, and still more danzeroiu in snbtancc. He would seek the floor on some future occasion to deliver his iews npon the subject. Bryan gave the reason why he bad acted with the Tittle squad of Southern mem bei s on this snbjeit Shorter, of Ala., said he bad, with five or six Sontliern Democrats resisted tho previous question. He wanted time for the discussion in order to arrive at a correct construction of tho subatitnto to the bill. He Jiow found that the general construction was that it did not refer tlw Leconipton Constitution back to thu people of Kansas. If he believed it did, be would vote against it even with tho Black Republican. The gentleman from G a., Mr. Stephens, said that the Constitution was not to be submitted, and the gntleman from Indiana, Mr. English, ry hi silence acquis ced in that view. Therefore he, Shorter, would co-operate with the friends of tho measure, aud for the previous qnesüon. Cox wiidicd to sav that bo thought tho amendment which the House panned, to bo the best. Campbell then asked Cox whether bo understood the bill presented by tie Committee of Conference as submitting (he Lccoiuptoii Constitution to a vote of tho people. Cu.t replied, howler, that although the Constitution was not submitted directly, yet, iu effect, the people of Kansas will have the opportunity to say whether they want it. Campbell said lie wanted uii unequivocal cm wer. he then produced a letter written by Cox, dated February Olli, in which the latter stated that while ho had a vote it should never be draggled in the Lccompton niire, and that so help him 5od, ho never could do othcrwiso. Yes, remarked Campbell, my colh'agne said he would vote for no pro(pition which would not submit the Constitution to a vote of tho people. Cox said he still endorsed that letter. Campbell referred to the fact that about twenty antj Leconipton Democrats were pledged on the high point of personal honor, to stand to tho eud by tho Montgomery Crittenden amendment, iu company with the Republicans. J Campbell replied that he did not make the assertiou with reference to that gientloman, and nuked (iroewbeek, whether he tin lsrtood this bill as submitting the Constitution. Campbell aked whqt her he did not meet with what were known as atiti-Lecomptou Democrats, and whether or not a committee was not appointed with power to represei.t and speak lor them to another body. Jones replied that he met on one or two occasions with certain Democrats bat no committee ofthat kind was appointed or authorized to pledge Iiis vote on anj' subject. Campbell tlx-n asked him whether the bill submitted the Constitution to a vote of thu people. Jones replied that he was willing that the people might construe that for thcmsclvta. Sin ate. He said Cox, at a certain time, was notonly opposed to the Lucompton Constitution, but on Monday last, late in the afternoon he came to iiis dck and read a letter which ho had written to the Ohio Stateman denouncing tho report of the Committee of Conference, as the moat infamous t!u.t could be made, and denouncing the chairman for having made such a report. Cox earnestly said that is not true. Haskins replied, I can prove it by the gentleman from Illinois, Mr. Harris. C-ox said 1 can show tho letter. Tries order." The Speaker requested the gentlemen to take their seats. The Speaker reminded Haskin that his roinarks were assuming a personal character could give bis reasons for or against the uui, but not in personalities. llaskiu said he was simply giving facts, and he could prove what he had stated. Twenty three lemocrats had stutcd out against the bill, and ouly 12 veio left. The gentleman from Ohio, bud seen new lifht, and he asked him to give it to tho country. Cex replied be bad stated ycJtcrday, his first impression was against tho Conference rep rt and he now repeated it did not entirely meet his views, and in a letter to the Ohio Statesman he gave his opinions and his objections. In that, his best impressions were against the report, because lie thought it discriminated a?aint free in favor of slave States, but he had conferred with Oovcrnor Walker, and ou learning from him that Kansas will, next tall have a population, under the Federal ratio for a member of Congress, and be took the report as the best we con It get. The centlemon from Nov York should not insinuate he was a Julas. That (rentiers, an knewn, that no one from tho Administration or any other source bad dared to approach him. He had acted with an honest mind. He had acted for himself, und any man who insinuated to the contrary. Lino failed to work. The bill was practically, though not in form, submitted to the people of Kansas, and they would have a chance to Rill it. lie asked Ilnskin whether there had dcib falsehood or recreancies on his part. llaskinaid; I leave that for the country to ind?p.
