Ter. This is tho first instance of tho adoption by a Stato of tho national treasury system. Tho hca?y frauds practiced by Breslin upon tho State, havo aroused tho peoplo of Ohio to a sense of tho necessity of nsw guards and checks fur the protection of the public funds. There, as
in this State, the treasurer has had the full control of tho public money, depos itins it where he chose, or leaving it, or using it in private speculations, as suited his interest or convenience. The salary of tho treasurer in both States are an
inadequate compensation for tho duties and responsibilities of the office, and in both, tho private use of tho funds of tho Stato has been the chief inducement to accept or retain the office. A final settlement of the accounts of our treasury will discloso some serious losses that havo been incurred by the Stato in loans to individuals, and by the purchase of piivate bills of exchange to effect the necessary transfer! of the public moneys. If the system is found to work well in Ohio of which there can bo no misgivings re hope to 8co a iisilar one inaugurated in this State. Tho payment
The Hannibal City, seeing tho smoke ami
conjecturing the cause, dropped olF towards
the Illinois shore, and manning her yawl sent it over to assist thoso who wero compelled to jump in the water. Tho yawl, also, of tho Ocean Spray was manned, but became so nnmanagablo by reason of the numbers that clung to it, that it drifted down tho stream a hundred yards before landing, though it was not more than ten yards from tho shore. The men as a general thing, inmped, and reached the shoro safely, though he saw four of them hanging to one log out in tho river. Three of them wero on tho upper sido of il and one on tho lower. Tho log kept turning over and ocr towards the min on tho lower side until he, becoming exhausted with his effort to keep cn it, sank btdow tho surface
and was drowned. He also saw a lady who was endeavoring to keep herself up by a small piece of ft board not more than a' loot square. Her dress for a timo seemed to buoy her, but becoming thoroughly saturated, the piece of wood was insufficient. She would sink almost below the surface, and then by a strong effort, straighten her body, throw back her head and stiffen her arms, but all of no avail. Site sank and was seen no more. save their baggage, some of them throwing
in their trunks and then jumping in alter
tiiom; others were concerned only lor themselves and their children, and ran wildly

Kcspectablo people generally havo thought thus: "We will keep ourselves and our families aloof from the Theatre, for fear we and they should suffer contamination. We will wage war upon it in every possible way, as a pernicious institution which docs harm to tho community where it is established." The policy of very many good people has lccn in accordance with these thoughts in their min Is. What is the result? Has neglect or active hostility abolished the Theatre or diminished its power to
effect evil? The Theatre is not aloIUh-
cd. It still lives and thrives in spite of
opposition. It always has lived since
the remotest tunes, und probably it al
ways will. It answers to certain wants
in human nature. It furnishes an od-
portunity for the display of certain powers, which without it would be idle. If
it should disappear for awhtle, it would
only be to revive again. Opposition has
not diminished tho power of tho theatre
for doing harm. It has only served to
mako it outcast. It has thrown it off to
depend upon the patronage of the low and depraved. Tho stage will accom
modate itself to the tastes of those who are its principal supporters and so be
comes low and depraved itself. It serves
to stimulato vice among its vicious patrons.
