Pugh moved an amendment to the preamble of the Minnesota bill, appealing to Dougla, and asking if he was not aware that no man was allowed to vote for the Minnesota Constitution except on tho tamo ticket for State officers. Douglns t xplaincd that the mode of submission was loll, fair and free. Tho voters put what names they chose on the ticket, and it did not control their vote in any way. Pugh withdrew his suggestion respecting th preamble, on Douglas striking out tho wo.ds. "in puasnnnco of said act of Congress." The preamble was thus agreed to.
