On motion cf Mr.Lovejoy a resolution was adopted calling upon the Secretary of War to furnish full accounts of all contracts for supplies for tho Utah expedition. Mr. Burnett offered a resolution which was adopted, instructing the committee on printing to inquire into tho propriety of appending the work ordered by any previous Con- j gress. ' Mr. Goode reported a bill for the better protection of life and property In Washington; providing for a strohg police force, and ap?ropriating $1(?0,OXJ to carry the act into effect. He urged the immediate passage ot tho bill. In view Cf the" violence, murders and robberies of daily occurrence. Mr. Colfax asked whether Mr. Goode couM give a guarantee that it would not bo a parpen police. . He wanted no qualities or religion mixed in this important question. Washburn, of III., thought that Washington City hhould par its own polico expenses. Mr. Leiter urged the pos tenement of tiro question. Goode' wanted to know li3w many mur ders would he pnrpctrated in th meantime. Leiter replied; not more than one and a half a day, that beinj tW averag. Giddingssaid that tho greatest performance of tils' guard was to batch negroes, or suppress them at chufch. He, for one, was opposed to the passage of the hill for tho protection of slavery and kidnapping in this city. fcilgore said that lie had a compromise on which all could agree, viz: to remove the Capitol to Intliar-a, and tho pcfpla there would protect themselves without calling bn the Govehmeht. Morris, of III. moved to Jay the subject on tho table. Negatived, only 82 voting in the affirmative. Tho bill was referred to the Committee of the Whole, to bo considered after tho deficiency bill was deposed of. Adjourned. Sexatk. Mr. Bright, of Indiana, moved that the President be requested to send to tho Senate a copy of the instructions to our Commissioner to China, Mr. Reed. Brown's bill from tho Committee on the District providing for 100 night polico, te restore order in Washington, was debated till adjournment. The debate at one time assumed a party tendency, but finally tho bill fiasscd, with trifling amendments, as reported rom the committee. . Mr. Brown engineered the bill with per sistence ' and ability.' Every speaVer, without exception, conceded that Washing ton was nnsare for lire and property. ' Mr. I verson ccm plained that Congress had to feed and clothe the citizens of Washington. This comes very hard npon the mechanics of that place, as they had taken the boat's paper for their work and materials. Cart. Lamotfce has the sympathies and good wishes of tho entire community in his effort to forco the iriscranco companies to a compliance with their contracts. He will have tö bring suit in difttant couits, as none of the companies have complied with our insurance laws. We hope tho Auditor of Stato will enforce tho observance of the laws by foreign insurance companies, so that our cit izens will not be subject .to the extra expenso of appealing for thoir rights to courts beyond tho Stato. The New Albany Tribune says that tle Itcamcr Statesman has been sold for the Evansvillo and raducab trade. We hope this is a mistake. If another boat is put into the trade it will not bo a month before both boats will be in the calaboose. The J. n. Done is the regular mail packet, and with all the business ou the routo barely pays ex penses. Tho Statesman cannot possibly live in tho trade, as she is old and worthless, and it is folly for her to fain tho business now being bnilt up by tho Done. From the Captain of tho steamer Bowling Green, wo learn that navigation in Green river is interrupted at Rumscy. Tlio channel nttho latter point near tho lock, has' been completely filled, and is Impasuble for the smallest boats. Tho water will bo drawn off and the channel cleared, butsome time must elapse beforo this is done. The steamers Union, Greenville, W. V. Gillum and II. Bridges are above Bnmsey, and will not bo able to get down. This intcrrnptoin in the navigation of Green river will be a source of loss not only to steamboatmen, but to Evans ville merchants generally. We hope that the difficulty will be removed as soon as pos sible. Tho New Orleans correspondent of the Cincinnati Commercial says: We have plenty of steamers but no freight for Cincinuati or any other points at any price. Filecn cents per hundred are the pre sent rates to Cincinnati, and boats that have been lying here two weeks are not yet loaded. .
