Hughes said, have you ever been excluded from a Democratic caucn. Marshall replied, it so happens that a Congressional caucui has no power to read men out of the party. Stephens refused to yield the floor for that purpose and demanded the previous question. Marshall aid he wanted Stephen s refusal to be borno in mind and entered on the record.
