It is thought that the Louisville and Memphis lino will be increased by adding another boat making tri-wcekly trips. The Fashion passed down yesterday with a splendid trip for St. Louis, Messrs. It will be proposed 10 the House whenever the Senate bill is taken from 1 the Speaker's table for reference or ac tion: That the State of Kansas be, and hereby admitted into the Union on IS an equal footing with the original States in all respects whatever: but inasmuch as it is greatly disputed whether the Con" stitution with which Kansas is now &d mit ted was fairly made, or expresses the will of the people of Kansas, this ad in is nor. of her into the Union as a State is here declared to be upon this fundamental condition precedent, namely: that the said constitutional instrument shall be first submitted to a vote of the people of Kansas and assented to by them or a majority of the voters at an election to be held for the purpose; and as soon as such assent shall be given and duly mde known to ths President of tbe United States, he shall announce the same by proclamation, and thereafter, and without any further proceedings on the part of Congress, the admission of the said State of Kansas into the Union on an equal footing with the orig inal States in all respects whatever, shall be complete and absolute. At the said election the voting shall be by ballot, and by indorsing on his ballot, as tach voter may please, "for the constitution," or "against the constitution " Should the said constitution be rejected at tho said election by a majority of xptcs beio; cast against it, then, and in that event, the inhabitants of said Territory are hereby authorized and empowered to form for themselves a Constitution and btate rovernment bv the namo oi me State of Kansa?, preparatory to its ad mission into tho Union according to the Federal Constitution, and to that end may elect delegates to a convention as hereinafter provided. Mr. Hale moved that tc Senate go into Executive session to consider the appointment of the Marshal for the District, instead of takin? up tho Minnesota bill. One point discussed was tho power of tho people of Kansas to amend their Constitution before 1SC4; on this there was a di versity of opinion, but there was a ceneral ajrecmcnt that it would bo amended prior to that time, notwithstanding tho woids of the Constitution. A caucus was also held to-night in one of the committee rooms ot the Capitol. Its exact char acter cculd not be ascertained; but one of the anti- Lecompton Democrats who had jnt at- 1 tended the conlerence of the committee of twenty was present, and it is believed that the euncus was composed of anti-Lccompton Democrats generally.
