Ihe Kansas rill was taken up. Mr. Green crave notice of substitute for the admission of the States of Minnesota and Kansas together hopln thereby to expedite business. He then proceeded to advocate the Import of the Committee remarking that the controlling facts of that document could not bo successfully controverted. An attempt had been made in the minority Keports to vade some of them, but they stood unnssaikd. He then panned to a personal explanation touching the statements in retrard to the action of the Committee, published in tho New York Tribune, which asserted that the majority of the Committee had made a positive promic to Douzlns and Collamer not to report till the succeeding Monday, and snbseonentlr violated that agreement. He proceeded to show the fiVity of tHw taement. by a detail of facts in the case. A discussion f some lenjth ensued between Green and Douglas, when the former pro reeded. He said be had a sobotifuto for the .bill reported by the majority of the Committee, which no would offer at the proper time this substitute provided for the admission of Kansas and Minnesota together, the object being to expedite tho business befora the Senate, so that other important questions mizht come cp for consideration. He then argued the legality of tlie Kansas Constitution, contending it was republican in form, and wa tho losral choice of the people. The population of Kansas U sufficient to entitle her to one representative; and the constitution of the United States prescribes no specifiie number of inhabitants. He referred to the unsettled state of the Territory, m a powerful and overwhelming reason for its admission: for it would give peace and quiet to the Territory. He bad received news to-day of murders committed by parties opposed to the Leeompton Constitution, and Gen. Whitfield had been driven from the Territory under threats of assaatflifttion. This was the reason, he laid, of the absence of the Federal otBeers from Kanaan. It is useless to cry peace, when there will be none, till Kansas comes into lie Union. Collamer followed. He referred to the Missouri Compromise aa bavins; settled the slavery agitation, being a fair bargain, he thought it wrong In the South, after receiving her portion of tho advantage to repudiate the compact. Who believed he asked, in 1854 that slavery would exist in Kansas. It was a well settled principle, that power to regulate implied power to prohibit, qnoting -instances to show where this power had ben exercised, and referring t the casein Missusippi in 1795 in point. He defended the Emigrant Aid Societies, denying that the emigrants from the North went to Kansas mcrelv to voe. without designing to remain there. He referred to the fraudulent elections, carried by interlopers from Missouri; and to other gross outrages, into which the Government had nevet examined. Without concluding, the Senate adjourned. LOUIS, March 1—M The St. Louis Leader learns from Father Desmet, Catholic Missionary, who has spent many years among the Indian tribes on either slope of the Rocky Mountains, that there is a perfectly practicable and easy route, North from Salt Lake, to the British Possessions. Desmet traveled the route several times with light wagons, and gives it as his conviction, that if the Mormons leave their present location, they will probably proceed North and to New Caledonia, in British America, and settle at the base of Portage Mountain near the 49th parallel.— The route is described in detail. The country, and climate is stated to be eminently superior in every respect to that of Utah. The Leader calls the especial attention of the War Department, and the public to its article. ———<>——— From tUah [sic]. NEW YORK, March 1-M The Tribune's Utah correspondent states that three prisoners released by the Mormons, say that the latter are preparing an expedition to intercept Capt. This will certainly explain the continued delay of action ou-the admission ot Minnesota. , Tho speaker of tW Ilonse has signed the necessary papers for transferring Wolcott, the recusant witness, nowinjullto the United States Attorney for the District of Columbia, to be dealt with by the Criminal Court under a law of Congress prescribing pains and penalties in auch cases in event of conviction. Tho Union of this moruing, in replying to what it calls a temperate protest of the Richmond Enquirer, against the admission the Kansas party issued, says it is no part of our purpose to discuss the propriety or impropriety of holding those democrats who oppose the admission to account and to enforce against them edicts of excommunication. We bold no dictatorial office. We are entrusted with no such power. We claim simply the right to discuss the matter and to weigh all the facts in the case, and state the conclusions of a fair, candid judgement upon them, and to define the position of President and a strong array of Senators and members of Congress who re on the side of admission. We state facts which go out to people for precisely what they are worth. If they are not conclusive, they do not bind tlio party, though we Insist that they are entitled to great weight, with every democrat, who is culled upon to form a judgment upon question, whether the admission of Kansas is. or is not a party measure. The Union then argues upon the record and merits of the case. It finds ample testimony by which to claim party allegiance to the measure of admission into the Union. . It says the executive has done lU whole duty. , Washisgtox, March 1r x The Washington Union says the Sen tte of the United States have by a very large and decisive vote, defeated the proposition for an increase of the U. S. Army, The Commanding General of the Army ask a for additional troops. The Secretary of- War concurs fully in the demand, and the President urges it on Congress, as a matter of public necessity, and the Senate says no; ana the Senate have a right to speak Tho Executive has done its whole duty. The responsibility rests with the Senate for refusing troops to defend our frontiers against the hordes of savages, known to be under Mormon influence, and to be exhibiting symptoms of general and decid
ed hostility to onr people.' Tho Senate take also tho responsibility ot jeopardising the campaign against the rebellious Mormons. This too, the Senate have a right to do, end the people have a right to know that it assumes the responsibility of the act. Tariff Franc. Geo. Ashmen was before the Tariff Investigating Committee this morning. According to all accounts, he declared ho knew nothing whatever concerming tho matters about which he was interrogated. The Mattcson Committee holds its first meeting on Wednesday, next. Whitfield's Letter. Gen. WhlttleU in a letter received to-day says. Lane's party had served upon him notice to quit, threatcring unlsss ho does so, to assa5sinate him. He has sent his family out of Kansas. He has himself resolved to remain. He says house burnings and murders were frequent in the conntry opposite St. Joseph, in Missouri. Families have been driven out and several persons killed. Also ono in tho country above.
