FRIDAY,
..FEB. 16 The Democratic Convention. The assemblage of this Convention though it has proposed no measures nor formed a ticket will have a very important influence in the politics of the State; and should the project of a Great North-west Convention be carried out, it m j proie to nave been the beginning
of a movement that will have an im
mense influence upon the political affairs pie
of the country. An attempt is made to depreciate the influence of this meeting by calling its leaders and members "sore heads" and disappointed aspirants, who are seeking to recover their lost political influence. Admit tho facts; and are not thm i.4,a .,1 . --i;; the leaders and managers of every politi-
. cal convention actuated by personal con-
sUentbarf Who composed th. Eighth of January Meeting? Were they not a mercenary throng of office-seekers and office-holders, who went up there to se cure their bread by the most subservient and degrading sacrifice of their own honest convictions? and did they not at tempt to force upon the party doctrines that ootrazed the public sentiment of the State? Tho members of the last Convention can claim, at least, the credit of expressing an honest opinion; and the motive that moved them to the utterance of it, is as honorable as that of their rivals, though their heads be sore; for re Tenge is a less degrading passion than avarice, and a bold traitor from disappoin ted hopes is less contemptible thin ' the slavish mercenary that fights for a lead er's promised booty. ' Whatever may be the character and motives of the leaders in this movement, it is certain they have the whole force of public opinion in their hi or, while their rivals are attempting to contend with a current as resistless almost as the floods of the Mississippi. With the full force of public opinion in the favor of the last Convention, the weakest leadership will orrrhrrtw hrt mftct rnnBummat nftrJir-in generalship. With a moderate degree of prudence and good management, the Anti-Lecompton party may exterminate their rivals. But tho opposite party are too sszacious to contend with them in open array. They will wheedle them into concessions and compromises (br the harmony of the party steal their thun der, and then again turn these recreant Anti'Lccompton leaders out upon the public commons to feed. But tho fate of the leaders is a matter of small moment to the people. The influence of this Convention will be positive upon the politics of the State. The Anti-Lecomp-ton DartT will triumph' bv themselves against the old leaders, or it will force them to yield. If lb old leaders of the Democratic paity persist ia their adherence to the Lecompton measures and doctrines, they will not have, at the end of the year, a corporal's guard, in this State, to support them. Tho State Sentinel admits there were about 800 persons present at the meeting. That this number were present, notwithstanding tho severity of the weather, and the difficulties of traveling through the mud and snow at this sea son, shows that the movement has an impulse in popular feeling that cannot be staved. The meeting was harmonious a - and enthusiastic. The following are the platform and resolutions adopted: PLATFORM. The Demoeratic party of the State of In difina, in Mass Convention assembled, make and publish these resolutions. 1. That all jnst powers of government are derived from the people; that this principle Is recognized as fundamental by all American constitutions, and by the Democratic party. 2. That all constitutions, Stato and Federal, sbonld be strictly construed, and the reserved rights of tho States and the people sedulously guarded. S. That the rizht of the peoplo to form and regulate their domestic institutions in their own way, subject only to the constitution of the United States, as guaranteed to Kansas and Nebraska bv their onranic law, inheres alike in the people of all other Territories or the United Mates. 4. That an application for the admission of a new State into the Union can be known to Congress as the bona fide a:t of tho peoplo interested, only by the fact that the Constitution accompanying such application has been ratified by the people. 5. That by the principle of the KansasNebraska act, practically applied, Congress Is bound to a uniform method of admitting new States into tbo Union, only upon constitutions which havo been ratified at a fair election by a vote of the people for whose government they are framed. 6. That the last resolution adopted by the Convention of the Sth of January known as the popular sovereignty rcsoli)tion," has been misinterpreted In this State and elsewhere: that, ia the opinion of the Democra cy of Indiana, tho plain Iangnstre of that resolution admits of but one interpretation, namely : That the Democracy of this State re-affirm the great doctrine of the KansasNebraska Act; that by that doctrine, practically applied, the people of a State or of a Territory are vested with the, right of ratifying or rejecting, at the ballot-box, any Constitution (ths whole of it) that may be framed for their government; that after the 8th of January, 1S5S, neither Kansas, nor any other Territory, ought to be admitted Into the Union as a State, unless the qualified voters thereof have been permitted to exercise such vested right, and a majority have declared in favor of the Constitution accompanying their application for admission. 7. inai toe poucy oi lurcing ivansaa into the Union upon a Constitution already rejected at tho bullot-box by a large majority of tho people for whose government it wäs framed, is ruinous; that it Involves an act of Congressional intervention and criminal usurpation accomplished, if at all, at a sac rifice ot tno puirniea iaiiu 01 iunuuu,uu in defiance of the principle ot self-govern-ment.to which the delegate convention of th 8th of Jsnnirv last pledsrcd the Demooraer of Indiana: that the same party now, in mass convention, most solemnly protest gainst the threatened treason to its prtncitiIp. and remidiavs the action of those mem bers of Congress from this State who shall approve of or vote for dragging Kansas into the Union upon the Lecompton Constitution. I. That the Democracy of Indiana are p-
posed to tho retrocession of the Wabash and Erie Canal, as well as to any new arrange
ment with the bondholders thereof.
9. That in imitation of the system successfully adopted by the United States Gov ernment, the state or Indiana should estab lish an independent treasury for tho safe keeping of the public revenue. 10. That gold and silver only should cir culate as money; that charters for banks or issue or roomed monopolies should not oe If ranted, and that the circulating medium of the (States should bo rerfncea to tre constitutional staudard as rapidly as practicable. II. That the Monroe Doctrine of non-in tervention bv European rower in the affairs of thU Continent, slmuM be insisted upon and enforced by tho Lmtod States Govern ment. 12. That we recommend to onr friends throughout the State a thorough organiza tion upon mo foregoing platform of pnnci18. That we are in favor of a Homestead Law. crranting to every actual settler a Home stead on the public lands, free of all charge. In audition to the above rlatiorm f prin ciples, we declare as follows: u a oi era, mat tuo urganizauon in lavor of the Lecompton. movement, as its princiDies and poIicv are developed, reveals a and policy are developed, reveals .1 1 . - . tendency to the distinctive features of ancient federalism; that their theory. in our opinion, involvCJl a COTnpiete centralization of the political power of the government; that we ttSSZxSZSn&tZSZZ ganization of Territories. Jitsolttd. That primary assemblies of the Democratic party, alone, can with propriety erect tests of party faith that the functionaries ol thej r creation Bavo no such authority; that we have witnessed with indignation the presumptuous attempts to read out of the Demo cratic party many of its oldest, ablest and truest raemocm. Hetolud, That Hon. Stephen A. Donglsa is entitled to the gratitude and applanse of the American ucmocracy, for his bold and triumphsnt vindication of tho American principle of nelf-rovernment;and tho Democ racy of Indiana, in mass convention assem bled, hereby pledcre to him their firm and undivided npport7and furthermore, that we approve and endorse the conrxe. up to tint time, of Messrs. English, Foley, Davis and rublacK, upon tho Kansas question in Uon gress. 3 Renltti, That the Indiana State Sentinel. by its prevarications, misrepresentation, and and inconsistencies, as well as by its betrayal of Democratic faith, and its injustice to mem bers of the party, hau placed itaelf onUide of the Democratic organization of thestate, and forfeited tho patronage and respect of the party . Hetolttd, That the Chair appoint an Ezecn tivo Committee of two from each Congres sional District, and one from the city of Indianapolis, whose duty it shall be to watch over the interests and organization, to call such. Democratic meetings and conventions as may from time to time be thonght necessary and to take such other steps as rosy bo nece sary and proper, looking to a thorough nrsn ization of the prrty for the coming canvass. Tlio Kansas Legislative Committee lor investigating the frauds In the returns of the elections, are still pursuing their labors with a full determination to get at the bottom of the iniquity if it be possible. On one occasion they continned in session all night. A very respectable gentleman testified before the in that while staying at a Lotcl in Weston, in Mis souri, he overheard Gov. Stewart of that Stato concocting with other persons a plan to Introduce 400 fraudulent voters into the Territory to vote on the 4th of January .1 The clerk ef tho bawnco Precinct bad been brought before .them, and after a good deal of pumping confessed a wholesale fraud. From this preeinct over WO votes were re turned. Tho clerk of the election admitted before the commissioners that there were but 1(3 honest votes polled at the precinct. Th poles closed at 9 o'clock, I M. Early th next morning ho and the other elerk went over to Wcstport, Mo., and there added sev - eral hundred names to those of the bona d voters.
