That while the Committee have no reason to believe that Panlding acted from any improper motive or intentions, yet they regard it as a prave error, which calls for the disapproval of the Amcritan Conjre.-. Sherman, from tho minority, reported a substitute that Panldiui? in arresting Walker and his associates, and returning them to tho United States, acted within the spirit of 111 instructions, and deserved the approbation of his country. Seward remarked he had his own views, and would express them another time. The reports were referred to Committee of the whole on tho State of the Union. Senate Davis introduced a bill for tho relief ot tho officers and woMiers of tha army who were stationed at Fort Kearney, Nebraska Territory, previous to Mareh lt,.lS53. Washington, Feb Sru Senate. Mr. Trumbull doired to call tip a question of .privilege, viz: the report of the Committer on the Judiciary on tho coutestcd bents of M rs. Brizht und Fitch. The lrvrldent was not in the country when the Ne bruska bill was passed. He was nominated ti the Frc-idcney for that reason, in order that he mijrht be able to prove an alibi. M,. Wiion denied tho statement in the Message, that there was a party in tho Territorv setting at defiance the Constitution of the United State or laws, und there had been no such party there. Wlfile giving his version of Kansas affairs, he said Governor Walker went there with the object of dividing the Free State men. and uniting tho Free Sute Democrats with the Pro-slavery teen, so as to make it a l'ro-slavery Democratic State. That was his mission, and no man could have labored more faithfully or more evidently to accomplish that ohject. He denounced tho Lccompton Constitution, saying ho would rather have the Constitution with slavery than witnout it. He believed with slavery it might ba abolished; and without fclaury.it was rendered perpetual. It was perversion ot truth in the President to charjre that the pyoole of Kansas, by voting for the electiou of oiikers under the Lccompton Constitution, intended in any way to give their sanction to it. They went to tho ballot box on the 4th of January to blot out forever that Constitution. They knew the people were against it an overwhelming majority of six to one. They meant to overthrow Calhoun and his corrupt minions in the Territory who have violated justice, and stained their names by frands, outrages and murders. Kansas Debate. , : Washington, Feb. S 'r U Brown, of Mississippi, concurred most cordially with the Message of the President. Seldom .bad be "fad a document of tho same length from which he found ao little to dissent; There could be blit two opinions re.ative tTi that paper. Those entertained by national men of all parties on one side, and those entertained by fectiohal men on the ther. He never expected the Senator from Maas., would concur in the arguments and conclusions of a national President, whether ho might be a Democrat, American, or Whig. Nothing bat sectionalism wönld meet the approbation of that Senator, who had made a mistake in supposing that speeches, like old wine, world Improve with ace. For his own part, he loved old friends and old wine in modjration, and he reverenced.old age, but be abhorred an old speech delivered from year to year through tho whol Senatorial term. Instead of proceeding with his remarks he would yild the floor if the question could not be taken on reference of the Message. Fesscnden said he wished to express his views, but could not promise his speech alionld be a very short one. Brown said he did not expect to convince thaton the other aide of the question. Like Ephram, they were joined to their idols,
and he would let them aione. ite men pro any doubts as to the course they ought to ftursnc. and in the course i ins remarss te said the Republican party had not a ahad ow of existence inside of the slaveholding States, and that if it succeeded in its efforts to break tip tho national Democratic partv, it was certain the conn'ry would be divided into two sectional parties. In that event, the Union would ho drawn asunder, and this was as certain as the suu rose this morning and will set to-night. Brown was abont to reply to the former remarks of Douglas, when Seward said he was quite sure the question on reference could not bo taken np this evening. He thonzht they had better adjourn. They could di crest what the Senator from Mississippi had said to-day and hear the remainder of his speech to-morrow. Stewart said lie should at a proper time pay his full respocts to Brown's criticisms. After a snort executive session the Senate adjourned.
