ANOTHER - DESIOCRATIC MAS COX YECTIOX. . A circular has been issued from Indiana polis by .Democrats, calling a mass conven tion of the party Indianapolis on Ihe 22U of February. The circular says the convention of the 8th instant fully expresses the sentiments of the party on aöo qnestions, bat fails entirely to cite expression to its views upon some other important matters, Territorial questions, s presented by the President's Message, engrossed sll its attcntion, and onir own local interests ami our own people were forgotten or ignored. The proceedings of the Convention have given cause of undisguised dissatisfaction and well-grounded complaint to a large propertion, if not majority of the party through OQt the State. The final resolution in the platform by the Convention, is differently construed with regard to the Lecompton Constitution, being construed on one hand that it fully connects party to opposition to the Administration on tho Kansas Con?titu tion. On the other hand, that it looks be yond the Kansas question the very question out of which it took its origin. The resolution is differently published, and after con sultation of Democrats throughout the State, have deemed it important to tho barIQOOJ SOU BUttraa VI IUU iiiiuuvmuw ralkJ to invite our brethren to assemble in mass convention at Indianapolis, on tho 22d of February. It says the naked question for Democrats in Indiana is-, "are we in favor of contritra ting to force a Constitution with slavery on the rorle of Kansas against their will? If we are, our party nruat be overwhelmed by defeat. And while we cordially endorse tho Administration generally, and are willing to tolerate diversity of opinion on this point witnout severing wee ma, www Bu u w, we ask our Democratic brethren ffot to risk defeat by the desertion of principle, which has led us to victory In the past, in the abandonment of which would doom t6" defeat in future." This movement, we trarUr no doubt, will be suppressed by the power and influence of the rulers of the party, and we expect it will end with the Issuing of tbo circular There is one ground of complaint ha the circular, which is independent of present party issues, and which demands the attention of the people of all parties; and the evil has been most forcibly illustrated in the proceedings of the State Convention. It U the centralis ing influence of our party politics. Indeed, politic are absorbing all question of State policy and interest. Tho scramble for federal offleea and honors, among politicians, Is making all State questions subservient to Federal Issues, and home interests are becoming matters of but secondary attention to the proceedings of Congress and the acta of the national Administration. The evils we are suffering In this Sttte from a government of mere tolerance, without law to sanction its proceeding, are grave enough to excite a jealous people to rebellion; yet a Convention called ostensibly to express the views of tho people upon the condition of public affairs, does not allude to a single State measure or home interest, but is gored into a phrenzy of excitement upon the abstract rights of distant territories, because they involve ques tions on which the political advancement of a few aspirants for Federal offices and honor depend. The States are fast becoming provincial dependencies ot the General Government, and controlled by tho dependants of tho Executive power. Mr. Fitch intruded the doings of tho Indiana State Convention upon the attention of the Senate the other day, under a pretence of making a personal explanation. He endeavored to persuade the Senate that Wallace's resolution in favor of popular sovereignty was an endorsement of Mr. Rachanan's acts and views in regard te Kansas. He attempted to show that tbo last r)at?e of tho resolution, "the hereafWf right ol tbe people oi a territory ta vote upon their Constitution, n was in tbe exact word of Mr. Buchanan's Message. 3r. Toombe, of Georgia, condemned the introduction of such subjects into the Senate. Mr. Douglas pricked the Indiana Senator bobble of ianity and assu' ranee, by showing that the language of the preceding sentences of the resolution absolutely precluded the construction that Mr. Fitch attempted to put upon tho last clause. He says: ' . " An examination of its langauge shows how impossible it was to reconcile suchen interfiretation witn tno iormer cianso 01 me rcsoution.in which the Democracy of Indiana declare "that thy are in favor of the ereat doctrino of tbe Kansas-Nebraska bill, and that by a practical application of that doc trine too people or a btate or lemtory ars fisted with the right of ratifying or rejecting at the ballot-box aar constitution that may be framed for their government, and that hereafter no Territory shall bo admitted into the Union, &c. Hence it would be seen mat the Indiana Democrats distinctly and nnoquivocally announce that according to their understanding the pcoplo of Kansas, by virtue of the organic act, nave a k vested right' to ratify or reject at tne oaiiot-oox any con stitution that may be framed for their gov crnment: and to suppose that they intended to except Kansas from the benefit and "praciicai appucauon 01 mat uucuiue, iw w suppose that they meant to repudiate, with respect to this Territory, the very act which had just been endorsed and expounded by them as guaranteeing to the peoplo a 4 vested right" wnich would bo ignored by accepting tho Lecompton Constitution. And. more ver. as the Constitution, of Kansas had not yet cera before- Cengves, nt was apparent that in tho use of the word KertafttT the Convention had expressly designed to embrace the ease of that Territory as well as all others that migntarise in future. A Washington correspondent remarks, Hast tto personal explaaation made by Mr. Jitcb, of Indiana, in the Senate, shows eon clusively that the honorable gentleman dis likes hi position; that hw feels- hhnself te be between two flies, with a terrible prospect of beinir roasted. Should the vote of Kan&aa on January 4th prove that a large majority of her people oppose the Lecompton swindle, then Mr. Fitch will advocate Its rejection in spite ct his speech; a few weeks ago In its sup port, ft is quite possible that by doing so he will escape both fires. A new boat, called tho "M. V. Gillum" has been built at Louisville to run up Rough Creek, one of the branches of Green River, to Hartford, about 23 mile above it mouth, in the midst of a populous and rich agricul tural country. She Is to run from Rough Creek to Louisville, and will probably take the chief portion of the trade of that region to Louisville. . Our Merchant were invited last spring to join in this enterprise with a promise the boat should make this city the place of departure; but they neglected the request, and tho boat goes to Louisville and will carry tho trade with her. A weTI-caown merchant of that city was accosted in tho street by a man who ottered to sell him a child which he carried in his arms for five dollars. Being askod why he wished to dispeme of it, he replied that its mother had deserted him and the child, and as he could not take proper care of it himself, he was anxious to place it with some ono who could. Tho merchant. fcrring that the little creature' would fall into improper hands, paid the required sum, took charge of the child, and carried it homo to his wife with tho intention of raising it, having no clülJrcn of his own. 17" The Rev. The Eastern Miss. Clarion states that at the recent term of the Circuit Court in Jones county, two men named Lynes wore indicted for larceny. In order to dispose of the principal witness against thtm,aman named Charles Landrum the accused employed a rutSan named Hi tower to murder him, agreeing to give a daughter of the elder Lynes in marriage and a considerable amount of property. On the night of the 14th ult, Hitower went to the honse of his victim and shot him with a rifle while sitting at his own flroside surrounded by his family. Circumstances caused the guilty parties to ba sirs poc tod, when they were arrested, and Hitower made a clean breast of it, telling of the- agreement above stated. speaks in terms of praise of the western railroads, and finds but ono fault to censure that of inadequate ventilation. Speaking of the slight business done in the passenger lief, ho says there are but two classes now traveling those running away and those running after thet. He states the quantity of grain in the West to bo very great. Illinois and Indiana have far more wheat and corn than ever before at this season. Wis consin probably has the same, and Minnesota has at least doublo the product of any former year. Ilay Is so abundant that It is offered in many places at 13 so per ton. lie was told in Iowa City that a load which had been I vainly offered st all prices down to $1, was finally urged upon a friend of the owner for nothing, but he declined to have It, pitched --to his yard. Last season hay sold in the same region as high as $70 per ton, while thousands of cattle died for want of it. The IIoo Chop. It is feared that our present mild winter will be succeeded by an un healthy summer. Some are predicting. the advent of the Asiatic cholera.
